3.A.7. Playground Demolition and Construction Project or Tamarisk Park, Colonel\nLewis Millett Park, and Stallions Crossing Park\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Find that the Playground Equipment Replacement Project is categorically\nexempt from the California Environmental Quality Act (CEQA) pursuant to\nCEQA Guidelines Sections 15301 (Existing Facilities) and 15302\n(Replacement or Reconstruction);\n2. Award the construction contract for the Playground Demolition and\nConstruction Project at Tamarisk Park, Colonel Lewis Millett Park, and\nStallions Crossing Park to the lowest responsive and responsible bidder,\nWestern State Builders, Inc., in the amount of $362,262;\n3. Reject all other bids received for this project;
