3.A.5. Engineering Design Services for Interagency Emergency Water Inter-Tie (26003)\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. ACCEPT the proposal by Civiltec Engineering for the design and delivery of\nplans, specifications, and estimates for the Interagency Emergency Water\nInter-Tie;\n2. AWARD a contract to Civiltec Engineering in the amount of $69,145 with an\nadditional 10% contingency for a total project cost of $76,060;\n3. REJECT all other bids; and

4.1.\nPublic Hearing for the Adoption of the 2025 California Building Standards Code and\n2025 California Fire Code\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. HOLD A PUBLIC HEARING pursuant to Government Code Section § 50022\net seq. to consider adoption of the 2025 California Building Standards Code and\nthe 2025 California Fire Code, together with local amendments and findings\nbased on local climatic, geological, and topographical conditions..\n2. DETERMINE that the adoption of Ordinance No. 25-08 and Ordinance No.\n25-09 are not subject to the California Environmental Quality Act (CEQA)\npursuant to Sections 15060(c)(2) (the activity will not result in a direct or\nreasonably foreseeable indirect physical change in the environment) and\n15060(c)(3) (the activity is not a project as defined in Section 15378) of the\nCEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it\nhas no potential for resulting in physical change to the environment, directly or\nindirectly.\n3.
