1. PUBLIC HEARING AND CONSIDERATION OF RESOLUTION NO. R­23­\n12, A RESOLUTION RESCINDING RESOLUTION NO. R­21­14 AND\nAPPROVING A MIXED USE PROJECT AT 2404 MISSION STREET AND\nFINDING THE APPROVAL CATEGORICALLY EXEMPT FROM CEQA\nPURSUANT TO GUIDELINES SECTION 15303 AND 15332\nRecommendation: Staff recommends the City Council conduct the public hearing, and\nconsider adoption of the attached resolution rescinding the prior denial of the Project\nand approve Conditional Use Permit No. 20­05 and 20­16 and Design Review No. DRC\n20­29HP. If the City Council elects to adopt the resolution, an appropriate motion\nwould be:“I move to adopt Resolution No. R­23­12, rescinding Resolution No. R­21­14\nand approving Conditional Use Permit Nos. 20­05 and 20­16 and Design Review No.\nDRC 20­29HP for the mixed use Project at 2404 Mission Street.”

10. APPROVAL OF AGREEMENT AMENDMENT NO. 1 WITH DYNAMIC\nBUILDING MAINTENANCE FOR PROFESSIONAL MAINTENANCE\nSERVICES EXTENDING THE TERM THROUGH APRIL 30, 2024.\nRecommendation: Staff recommends the City Council approve Amendment No. 1 to\nthe agreement with Dynamic Building Maintenance, and authorize the Acting City\nManager to execute the amendment on behalf of the City. If Council concurs an\nappropriate motion would be:“I move to approve Amendment No. 1 to the\nProfessional Maintenance Services Agreement with Dynamic Building Maintenance,\nextending the term through April 30, 2024, and authorize the Acting City Manager to\nexecute the amendment on behalf of the City.”

11. ADOPTION OF RESOLUTION NO. R­23­13 REDUCING THE HIRING\nAGE TO 16 FOR ENTRY LEVEL RECREATIONAL PART­TIME STAFF\nRecommendation: Staff recommends the Council adopt Resolution No. R­23­13\nlowering the hiring age to 16 for Lifeguards, Water Safety Instructors, and Program\nLeaders. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be: “I move to adopt Resolution No. R­23­13, a Resolution of the City\nCouncil of the City of San Marino, California reducing the hiring age to 16 for\nLifeguards, Water Safety Instructors, and Program Leaders.”

2. ADOPTION OF RESOLUTION NO. R­23­09 CHANGING THE NAME\nFROM SAN MARINO CENTER TO SAN MARINO COMMUNITY CENTER\nRecommendation: Staff recommends the Council adopt Resolution No. R­23­09\nchanging the name of the San Marino Center to “San Marino Community Center.” If\nthe Council concurs with staff’s recommendations, an appropriate motion would be:\n“I move to adopt Resolution No. R­23­09, a Resolution of the City Council of the City\nof San Marino, California changing the name of the San Marino Center to “San Marino\nCommunity Center.”

3. RECEIVE AND FILE MONTHLY DISBURSEMENTS REPORT FOR\nMARCH 2023\nRecommendation: Staff recommends the Council receive and file the Monthly\nDisbursements Report for the month of March 2023. 4. CASH AND INVESTMENT REPORT FOR THE MONTH OF FEBRUARY\n2023\nRecommendation: Staff recommends the Council receive and file this report. R­23­11, APPOINTMENT OF PLAN\nADMINISTRATORS FOR THE CITY OF SAN MARINO RETIREE\nHEALTH SAVINGS PLAN (RHS PLAN)\nRecommendation: Staff recommends the Council adopt Resolution No. R­23­11,\nAppointment of Plan Administrators for the City of San Marino Retiree Health Savings\nPlan (RHS Plan). If Council concurs, an appropriate motion would be: “I move to\nadopt Resolution No. R­23­11, Appointment of Plan Administrators for the City of San\nMarino Retiree Health Savings Plan (RHS Plan).”

APPROVAL OF A REQUEST TO WAIVE THE SPECIAL EVENT PERMIT\nFEES FOR 4TH OF JULY COMMUNITY PARTNER EVENTS\nRecommendation: Staff recommends that the City Council waive the Special Event\nPermit fees associated with the 4th of July Pavilion, 4th of July Parade, and the JP\nBlecksmith Run. If the City Council agrees with staff’s recommendation, an\nappropriate motion would be: “I move to waive the Special Event Permit fees, City\nspace rental fees, and staff time fees associated with the 4th of July Pavilion, 4th of\nJuly Parade, and the JP Blecksmith Run.”

APPROVAL OF A REQUEST TO WAIVE FEES ASSOCIATED WITH THE\nFRIENDS OF THE CROWELL PUBLIC LIBRARY 65 YEAR\nCELEBRATION\nRecommendation: Staff recommends the Council review the Special Event Permit\nApplication and waive the fees associated with the Friends of the Crowell Public\nAGENDA\nLibrary– 65­Year\nAPRIL 12, 2023\nCelebration. PAGE 4 of 6\nIf the City Council concurs with staff’s recommendation,\nan appropriate motion would be: “I move to waive the fees associated with the\nFriends of the Crowell Public Library 65 Year Celebration.”

AUTHORIZATION TO DISPOSE OF SURPLUS PROPERTY BY PUBLIC\nRecommendation: Staff recommends that the City Council waive the Special Event\nPermit fees associated with the 4th of July Pavilion, 4th of July Parade, and the JP\nBlecksmith Run.
