APPROVAL OF COOPERATION AGREEMENT FOR COMMUNITY\nDEVELOPMENT BLOCK GRANT PROGRAM FOR JULY 1, 2024\nTHROUGH JUNE 30, 2027\nRecommendation:\nStaff recommends approving the Cooperation Agreement with the Los Angeles\nCounty Development Authority. If the City Council concurs with staff’s\nrecommendation, an appropriate motion would be: “I move to adopt Resolution No. R­\n23­22 authorizing the Acting City Manager to execute and enter into a Cooperation\nAgreement between the Los Angeles County Development Authority and the City of\nSan Marino for participation in the Community Development Block Grant Program from\nJuly 1, 2024 through June 30, 2027.”

APPROVAL OF MEMORANDUM OF AGREEMENT TO PARTICIPATE IN\nSTORMWATER QUALITY IMPROVEMENT AND MONITORING\nPROGRAMS FOR THE UPPER LOS ANGELES RIVER\nRecommendation: Staff recommends the City Council approve the Memorandum of\nAgreement for the Upper Los Angeles River Watershed Management Area. If Council\nconcurs with staff’s recommendation, an appropriate motion would be: “I move to\nAGENDA – JUNE\napprove 14, 2023\nthe memorandum PAGEand\nof agreement regarding the administration 8\n6 of cost­\nsharing for implementing the Coordinated Integrated Monitoring Program (CIMP) and\nWatershed Management Program (WMP) for the Upper Los Angeles River Watershed\nManagement Area.”\nCounty Development Authority. AWARD OF BUS TRANSPORTATION SERVICES AGREEMENT TO\nMISSION SCHOOL TRANSPORTATION INC., WITH A YEAR 1\nCONTRACT AMOUNT OF $36,825\nRecommendation: Staff recommends the City Council award the bus transportation\nservices agreement to Mission School Transportation, Inc. If the City Council concurs\nwith Staff’s recommendation, an appropriate motion would be: “I move to award a\nProfessional Services Agreement in the amount of $36,825 to Mission School\nTransportation, Inc. for youth­related bus transportation services for Year 1, with\nthe City Manager being authorized to execute the agreement on behalf of the City,\nas well as four one­year contract extensions subject to satisfactory performance.”

AUTHORIZATION TO DISPOSE OF SURPLUS RESCUE AMBULANCE\nBY SALE TO THE CITY OF PASADENA\nRecommendation: Staff recommends the Council approve disposal of the 2008 Road\nRescue Ambulance through sale by negotiation pursuant to Municipal Code Section\n2.06.06. PRESENTATION AND ADOPTION OF THE PROPOSED OPERATING &\nCAPITAL BUDGET FOR FISCAL YEAR 2023­24\nRecommendation: Staff recommends that the City Council adopt Resolution No. R­23­\n17, adopting the Operating and Capital Budget for Fiscal Year 2022­23, adopt\nResolution No. R­23­20, adopting the Salary Schedule for FY 2023­2024, and adopt\nResolution No. R­23­21, approving new job classifications/specifications and salary\nfor the positions of Facility Supervisor and Human Resources Analyst and amending\nthe City Employees’ Association Memorandum of Understanding for the period of July\n1, 2022 through June 30, 2024 to reflect the same. O­23­1404 (FIRST READING)\nAMENDING SAN MARINO MUNICIPAL CODE SECTION 15.07.23 TO\nALLOW FOR LONG­TERM PARKING PERMITS FOR CAREGIVERS\nRecommendation: Staff recommends the City Council consider and introduce for first\nreading by title only Ordinance No. O­23­1404. If the City Council agrees, an\nappropriate motion would be: “I move to waive full reading and introduce for first\nreading by title only Ordinance No. O­23­1404, an Ordinance of the San Marino City\nCouncil Amending San Marino Municipal Code Section 15.07.23 to Allow for Long­\nTerm Parking Permits for Caregivers.”

APPROVAL OF AN AGREEMENT BETWEEN THE CITY OF SAN MARINO\nAND FLOCK SAFETY FOR A FIVE­YEAR SUBSCRIPTION IN AN\nAMOUNT NOT TO EXCEED $505,850\nRecommendation: Staff recommends the City Council approve the Agreement\nbetween the City of San Marino and Flock Safety for a Five­Year Subscription. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be: “I\nmove to approve the Agreement between the City of San Marino and Flock Safety\nfor a Five­Year Subscription not to exceed $505,850, and authorize the City Manager\nto execute the agreement on behalf of the City.”

IN A\nTOTAL AMOUNT NOT TO EXCEED $225,000 FOR ON­CALL TRAFFIC\nENGINEERING SERVICES THROUGH JUNE 30, 2026.\nRecommendation: Staff recommends the City Council award professional services\nagreements for on­call traffic engineering services to Transtech and HCI. If the City\nCouncil concurs with staff’s recommendation, an appropriate motion would be: “I\nmove to award three­year professional services agreements for on­call traffic\nengineering services to Transtech Engineers, Inc., and Hartzog & Crabill, Inc. through\nJune 30, 2026, with total contract values not to exceed $150,000 and $75,000,\nAGENDA – JUNEand\nrespectively, 14, authorize\n2023 the City Manager to execute the agreements\nPAGE of 8 of\non 4behalf\nthe City.”
