1. CONSIDERATION OF ORDINANCE NO. O­23­1405 (FIRST READING)\nAMENDING MUNICIPAL CODE SECTION 23.03.01 TO IMPLEMENT\nSENATE BILL 6 AND ASSEMBLY BILL 2011 BY ALLOWING\nMULTIFAMILY DEVELOPMENT IN THE C­1 COMMERCIAL ZONE WHEN\nTHOSE DEVELOPMENTS MEET THE REQUIREMENTS OF THE\nGOVERNMENT CODE AND REVISING THE APPLICABILITY OF THE\nOBJECTIVE DESIGN STANDARDS IN THE C­1 ZONE\nRecommendation: Staff recommends the Council consider and introduce for first\nreading by title only Ordinance No. O­23­1405. If the City Council agrees, an\nappropriate motion would be: “I move to introduce for first reading by title only\nOrdinance No. O­23­1405, an Ordinance of the San Marino City Council amending\nSan Marino Municipal Code Section 23.03.01 to implement Senate Bill 6 and Assembly\nBill 2011 by allowing multifamily development in the C­1 Commercial Zone when those\ndevelopments meet the requirements of the Government Code and revising the\napplicability of the objective design standards in the C­1 Zone.”\nNEW BUSINESS

2. APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT IN THE\nAMOUNT OF $181,000 TO MOBIUS PLANNING FOR THE SAN\nMARINO 2021­2029 HOUSING ELEMENT UPDATE\nRecommendation: Staff recommends the Council approve the Professional Services\nAgreement with Mobius Planning, to complete the City’s 2021­2029 (6th Cycle)\nHousing Element. If Council concurs, the appropriate action would be: “I move to\napprove a Professional Services Agreement with Mobius Planning for completion of\nthe additional revisions to the City’s 2021­2029 (6th Cycle) Housing Element and\nsubmittal, coordination of review of the document with the State HCD for final\nadoption, and implementation of the zoning code and general plan updates\ncontemplated in the Housing Element in the amount of $181,000, and authorize the\nCity Manager to execute the agreement on behalf of the City.”

REQUEST FOR ADDITION OF FIRE DIVISION CHIEF POSITION\nRecommendation:\nStaff recommends that the City Council approve adding one (1) Fire Division Chief\nposition, and direct Finance staff to increase the department’s operating budget in\nthe necessary amount. If Council concurs, an appropriate motion would be: “I move\nto approve adding one (1) Fire Division Chief position; and approve additional\nappropriations in the amount of $224,291 in FY 2023­24 to be spread over the\naffected\nAGENDA full­time\n– JULY personnel budget line items as shown in the respective\n12, 2023 PAGEbudget.”\n3 of 5\nCONSENT CALENDAR\n3. If the City Council concurs with\nstaff’s recommendation, an appropriate motion would be: “I move to receive and file\nthe Monthly Disbursements Report for the month of June 2023.”

5. CASH AND INVESTMENT REPORT FOR THE MONTH OF MAY 2023\nRecommendation: Staff recommends the Council receive and file this report. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be: “I\nmove to receive and file the Cash and Investment Report for the Month of May\n2023.”

7. ADOPTION OF ORDINANCE NO. O­23­1404 (SECOND READING), AN\nORDINANCE OF THE SAN MARINO CITY COUNCIL AMENDING SAN\nMARINO MUNICIPAL CODE SECTION 15.07.23 TO ALLOW FOR\nLONG TERM PARKING PERMITS FOR CAREGIVERS\nRecommendation:\nStaff recommends the Council adopt Ordinance No. O­23­1404 on second reading. If\nthe Council concurs with staff’s recommendation, the appropriate motion would be:\n“I move to waive full reading, read by title only, and adopt Ordinance No. O­23­1404,\nan Ordinance of the San Marino City Council Amending San Marino Municipal Code\nsection 15.07.23 to allow for long­term parking permits for caregivers.”\nWRITTEN COMMUNICATIONS OR PUBLIC WRITINGS DISTRIBUTION\nThis is an opportunity to announce any written communications pertaining to the City\nreceived by members of the City Council.
