1. ADOPTION OF AN URGENCY ORDINANCE ESTABLISHING A\nTEMPORARY MORATORIUM ON THE INSTALLATION OF ARTIFICIAL\nTURF AND SYNTHETIC GRASS IN THE CITY OF SAN MARINO\nRecommendation: Staff recommends the City Council adopt Urgency Ordinance No.\nO-21-1385-U, by a four-fifths vote and then direct staff to notice a public hearing on\na possible extension of the Ordinance. If the City Council concurs with staff’s\nrecommendation, an appropriate motion would be:\n“I move to adopt Urgency Ordinance No. O-21-1385-U, an Urgency Ordinance of the\nCity Council of San Marino, California, establishing a temporary moratorium on the\ninstallation of artificial turf and synthetic grass to allow staff time to research and\ndevelop artificial turf and synthetic grass regulations that will be presented to Council\nfor consideration and potential adoption and further direct staff to notice a public\nhearing for the Council to consider a possible extension to such Ordinance.

2. APPROVAL OF AGREEMENT AMENDMENT NO. 1 WITH DUDEK FOR\nPROFESSIONAL DESIGN SERVICES FOR THE CULVERT REPLACEMENT\nPROGRAM IN THE AMOUNT OF $80,400 AND EXTENDING THE TERM\nTHROUGH DECEMBER 31, 2024, AND AUTHORIZE APPROPRIATION OF\n$80,400 FROM CAPITAL IMPROVEMENT FUND RESERVES\nRecommendation: Staff recommends the City Council approve Amendment No. 1\nwith Dudek increasing the compensation amount by $80,400 and extending the term\nof the Professional Design Services Agreement through December 31, 2024, and\nauthorize the appropriation of $80,400 into Account # 394-46-4600-8024 (Culvert\nReplacement Program) from the CIP reserves. If the City Council concurs with staff’s\nrecommendation, an appropriate motion would be:\n“I move to approve Amendment No. 1 with Dudek for the Culvert Replacement\nProgram Project No. 21-8024 increasing the compensation amount by $80,400 and\nextending the term of the Professional Design Services Agreement through December\nAGENDA – SEPTEMBER 13, 2023 PAGE 3 of 5\n31, 2024, and authorize the appropriation of $80,400 into Account # 394-46-4600-\n8024 (Culvert Replacement Program) from the CIP reserves, and authorize the City\nManager to execute the amendment on behalf of the City.”\nCONSENT CALENDAR

3. FALL 2023 PUBLIC TREE REMOVAL LIST\nRecommendation: Staff recommends the City Council approve the attached tree\nremoval list. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to approve the Fall 2023 recommended tree removal list.”

4. APPROVAL TO PURCHASE SIMUNITION TRAINING FIREARMS AND\nAMMUNITION THROUGH THE USE OF COPS FUND RESERVES\nRecommendation: Staff recommends the City Council authorize the purchase of\nSimunition firearms, associated ammunition and support equipment and approve a\nbudget amendment and appropriation of $9,931 from the COPS Fund reserves to\naccount 233-30-4613-0000 (Capitalized Equipment). If the Council concurs with\nstaff’s recommendation, an appropriate motion would be:\n“I move to authorize the purchase of Simunition firearms, associated ammunition and\nsupport equipment and approve a budget amendment and appropriation of $9,931\nfrom the COPS Fund reserves to account 233-30-4613-0000 (Capitalized\nEquipment).”
