10. RECEIVE AND FILE MONTHLY DISBURSEMENTS REPORT FOR\nFEBRUARY 2024\nRecommendation: Staff recommends the Council receive and file the Monthly\nDisbursements Report for the month of February 2024. If the City Council concurs\nwith staff’s recommendation, an appropriate motion would be:\n“I move to receive and file the Monthly Disbursements Report for the month of\nFebruary 2024.”

11. APPROVAL OF MINUTES\nRecommendation: Staff recommends the Council approve the February 2024\nminutes. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to approve the minutes of the special meeting of February 14, 2024, the\nregular meeting of February 14, 2024, the joint meeting with the Library Board of\nTrustees of February 23, 2024, the adjourned regular meeting of February 23, 2024,\nand the special meeting of February 23, 2024.”

2. ADOPTION OF ORDINANCE NO. O-24-1411 (SECOND READING)\nAMENDING MUNICIPAL CODE SECTIONS 23.01.01 AND 23.02.25 TO\nIMPLEMENT STATE LAW REGARDING ACCESSORY DWELLING UNITS\nRecommendation: Staff recommends the City Council adopt Ordinance No. O-24-\n1411. If the City Council concurs with staff’s recommendation an appropriate motion\nwould be:\n“I move to adopt Ordinance No. O-24-1411, an Ordinance of the San Marino City\nCouncil amending Municipal Code Sections 23.01.01 and 23.02.25 to implement\nState law regarding accessory dwelling units.”

3. ADOPTION OF RESOLUTION NO. R-24-03 AMENDING THE JOB\nCLASSIFICATIONS FOR THE POSITIONS OF POLICE RECORDS CLERK\nAND PART-TIME LIBRARY ASSISTANT\nRecommendation: Staff recommends that the City Council adopt Resolution No. R-\n24-03. If Council concurs, an appropriate motion would be:\n“I move to adopt Resolution No. R-24-03, amending the job classifications for the\npositions of Police Records Clerk and part-time Library Assistant.

4. ADOPTION OF RESOLUTION NO. R-24-04 AMENDING THE\nUNREPRESENTED EMPLOYEES SALARY AND BENEFITS SCHEDULE FOR\nTHE PERIOD COVERING JULY 1, 2022, THROUGH JUNE 30, 2024,\nPERTAINING TO SICK LEAVE POLICY AND APPROPRIATE FUNDS IN\nTHE AMOUNT OF $15,695\nRecommendation: Staff recommends that the City Council adopt Resolution No. R-\n24-04, and direct Finance staff to increase each department’s operating budget in the\nnecessary amount. If Council concurs, an appropriate motion would be:\n“I move to adopt Resolution No. R-24-04 amending Resolution No. R-23-23; and\napprove additional appropriations in the amount of $15,695 in FY 2023-2024 to be\nspread over the affected part-time personnel budget line items.”

5. ACCEPTANCE OF DONATIONS TO THE POLICE AND FIRE\nDEPARTMENTS FROM THE CHINESE CLUB OF SAN MARINO\nRecommendation: Staff recommends the Council accept the donation and amend the\nSan Marino Police and Fire Department budgets to reflect the donation and related\nexpenditures. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to (1) accept the donation of $20,000 from the Chinese Club of San Marino;\n(2) approve the fiscal year 2023-2024 revenue budget amendment of $10,000 in the\nDonations Fund (Acct. 281-30-3601-0000: Police Donations Received); (3) approve\nthe fiscal year 2023-2024 revenue budget amendment of $10,000 in the Donations\nFund (Acct. 281-34-3601-0000: Fire Donations Received); approve an expenditure\nbudget amendment of $10,000 to account 281-30-4376-0000 (Materials & Supplies);\nand approve an expenditure budget amendment of $10,000 to account 281-34-4399-\n0000 (Non-Capitalized Equipment).”

6. APPROVAL OF A THREE YEAR AGREEMENT FOR MICROSOFT 365\nLICENSING\nRecommendation: Staff recommends the Council authorize the City Manager to\nexecute a three-year agreement with Dell Corporation for Microsoft 365 licenses in an\namount not-to-exceed $35,151.60 annually or $105,454.80 total.

7. APPROVAL OF THE INSTALLATION AND WAIVING OF COSTS FOR THE\nSAN MARINO SCHOOLS FOUNDATION OF STREET POLE BANNERS\nRecommendation: Staff recommends that the City Council approve the request from\nthe San Marino Schools Foundation and waive the installation costs. If the City\nCouncil concurs with staff’s recommendation, an appropriate motion would be:\n“I move to approve a request from the San Marino Schools Foundation that is in\naccordance with Resolution No. R-14-22 for the installation and display of banners\ncitywide between April 1 and June 30 of 2024.”

APPROVAL OF REQUEST TO WAIVE SPECIAL EVENT PERMIT FEES FOR\nTHE 2024 JP BLECKSMITH RUN\nRecommendation: Staff recommends that the City Council waive the Special Event\nPermit fees associated with the JP Blecksmith Run. If the City Council agrees with\nstaff’s recommendation, an appropriate motion would be:\n“I move to waive the Special Event Permit fees associated with the JP Blecksmith\nRun.”

9. CASH AND INVESTMENT REPORT FOR THE MONTH OF JANUARY 2024\nRecommendation: Staff recommends the Council receive and file this report. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be:\n“I move to receive and file the Cash and Investment Report for the month of January\n2024.”
