PUBLIC HEARING TO CONSIDER APPROVAL OF A RESOLUTION OF\nTHE SAN MARINO CITY COUNCIL ORDERING THAT A MEASURE TO\nEXTEND THE CITY'S EXISTING PUBLIC SAFETY SPECIAL TAX FOR\nFOUR (4) YEARS BE SUBMITTED TO THE VOTERS AT THE GENERAL\nMUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 2024,\nAND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL\nANALYSIS\nRecommendation: Staff recommends the City Council conduct a public hearing and\ndirect that a Measure be included on the November 5, 2024, election ballot that will\ngive residents of the City of San Marino the opportunity to decide whether to\ncontinue the Special Public Safety Tax for paramedic, police, and fire protection\nservices. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to adopt Resolution No. R-24-22, a resolution of the San Marino City Council\nordering that a measure to extend the City’s existing Public Safety Special Tax for\nfour (4) years be submitted to the voters at the general municipal election to be held\non Tuesday, November 5, 2024, and directing the City Attorney to prepare an\nimpartial analysis.”\nNEW BUSINESS

2. APPROVAL AND ADOPTION OF RESOLUTIONS PERTAINING TO THE\nGENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5, 2024\nRecommendation: Staff recommends the City Council adopt: (1) Resolution No. R-\n24-11 calling and giving notice of the holding of a General Municipal Election to be\nheld on Tuesday, November 5, 2024, for the election of certain officers as required by\nthe provisions of the laws of the State of California relating to General Law Cities and\nrequesting the Registrar of Voters of the County of Los Angeles to conduct said\nelection; (2) Resolution No. R-24-12 requesting the Board of Supervisors of the\nCounty of Los Angeles to render services to the City relating to the conduct of a\nGeneral Municipal Election to be held on Tuesday, November 5, 2024; and (3)\nResolution No. R-24-13 adopting regulations for candidates for elective office\npertaining to candidates’ statements submitted to the voters at an election to be held\non November 5, 2024. If the City Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to adopt Resolution Nos. R-24-11, calling and giving notice of the holding of\na General Municipal Election to be held on Tuesday, November 5, 2024; R-24-12,\nrequesting the Board of Supervisors of the County of Los Angeles to render services\nto the City relating to the conduct of a General Municipal Election to be held on\nTuesday, November 5, 2024; and R-24-13, adopting regulations for candidates for\nelective office pertaining to candidates’ statements submitted to the voters at the\nelection to be held on November 5, 2024.”

ACCEPTANCE OF A $150,000 DONATION FROM THE HUNTINGTON\nLIBRARY, ART MUSEUM, AND BOTANICAL GARDENS FOR RECEIPT IN\nTHE CAPITAL PROJECTS FUND\nRecommendation: Staff recommends the City Council accept the donation and apply\nthe funds to capital projects, the appropriate motion would be:\n“I move to accept the donation of $150,000 from the Huntington Library, Art\nMuseum, and Botanical Gardens; authorize the Finance Department to receipt the\ndonation in the Capital Projects Fund; and amend the FY 2023-24 revenue budget to\nrecognize revenue of $150,000 in the Capital Projects Fund (Account # 394-00-3601-\n0000).”

4. APPROVAL OF A MASTER EQUITY LEASE AGREEMENT WITH\nENTERPRISE FLEET MANAGEMENT, INC. FOR THE LEASING OF NEW\nFLEET VEHICLES, APPROVAL OF AN ASSIGNMENT AGREEMENT WITH\nENTERPRISE FLEET MANAGEMENT, INC. FOR THE SALE OF CITY-\nOWNED VEHICLES REPLACED THROUGH THIS PROGRAM,\nAUTHORIZATION FOR THE CITY MANAGER TO EXECUTE THE\nAGREEMENTS AND COMPLETE ANY NECESSARY FORMS,\nAUTHORIZATION FOR THE CITY MANAGER TO ADD, REMOVE, OR\nTRADE-IN FLEET VEHICLES AS APPROPRIATE AND SURPLUS TO BE\nSOLD BY ENTERPRISE FLEET MANAGEMENT, INC. PURSUANT TO THE\nASSIGNMENT AGREEMENT AND IN COMPLIANCE WITH MUNICIPAL\nCODE SECTION 2.06.06, AND APPROVE THE LEASING AND\nDISPOSITION OF NEW FLEET VEHICLES AT THE CITY MANAGER’S\nDISCRETION CONSISTENT WITH OPERATIONAL NEEDS AND BUDGET\nALLOCATION\nRecommendation: Staff recommends that the City Council 1) approve a Master\nEquity Lease Agreement with Enterprise Fleet Management Inc. for the leasing of\nnew fleet vehicles, (2) approve an Assignment Agreement with Enterprise Fleet\nManagement Inc. for the sale of City owned vehicles replaced through this program,\n3) authorize the City Manager to execute the agreement and complete any necessary\nforms, 4) authorize the City Manager to add, remove, or trade-in fleet vehicles as\nappropriate and surplus to be sold by Enterprise Fleet Management, Inc. pursuant to\nthe Assignment Agreement and in compliance with Municipal Code Section 2.06.06,\nand 5) approve the leasing and disposition of new fleet vehicles at the City Manager’s\ndiscretion consistent with operational needs and budget allocation. If the City Council\nconcurs with staff’s recommendation, an appropriate motion would be:\n“I move to 1) approve a Master Equity Lease Agreement with Enterprise Fleet\nManagement Inc. for the leasing of new fleet vehicles, (2) approve an Assignment\nAgreement with Enterprise Fleet Management Inc. for the sale of City owned vehicles\nreplaced through this program, 3) authorize the City Manager to execute the\nagreement and complete any necessary forms, 4) authorize the City Manager to add,\nremove, or trade-in fleet vehicles as appropriate and surplus to be sold by Enterprise\nFleet Management, Inc. pursuant to the Assignment Agreement and in compliance\nwith Municipal Code Section 2.06.06, and 5) approve the leasing and disposition of\nnew fleet vehicles at the City Manager’s discretion consistent with operational needs\nand budget allocation.”

5. AMENDMENT TO THE AGREEMENT BETWEEN LOS ANGELES COUNTY\nAND THE CITY OF SAN MARINO FOR PARAMEDIC SERVICES\nRecommendation: Staff recommends the Council approve the amended\nagreement between the City of San Marino and Los Angeles County Fire Department.\nIf the City Council concurs with staff’s recommendation an appropriate motion would\nbe:\n”I move to approve Amendment Number One to the Agreement by and Between the\nConsolidated Fire Protection District of Los Angeles County and the City of San Marino\nfor Paramedic Services and authorize the City Manager to execute the agreement on\nbehalf of the City.”

6. FIRE MANAGEMENT SHARED SERVICES AGREEMENT REVIEW (JULY\n2021 TO JUNE 2024)\nRecommendation: Staff recommends the Council receive and file this report. If the\nCouncil concurs with staff’s recommendation, an appropriate motion would be:\n”I move to receive and file the review of the Fire Management Shared Services\nAgreement for the period of July 2021 to June 2024.”

APPROVAL OF FAMILY ASSISTANCE CENTER ANNEX TO THE CITY OF\nSAN MARINO'S EMERGENCY OPERATIONS PLAN\nRecommendation: Staff recommends the Council adopt the Family Assistance Center\nAnnex into the City of San Marino Emergency Operations Plan. If Council concurs\nwith staff’s recommendation, an appropriate motion would be:\n”I move to adopt the Family Assistance Center Annex into the City of San Marino\nEmergency Operations Plan.”

AUTHORIZATION TO DISPOSE OF SURPLUS PROPERTY BY PUBLIC\nAUCTION PER MUNICIPAL CODE SECTION 2.06.06\nRecommendation: Staff recommends the City Council approve the disposal of surplus\nvehicles and equipment via public auction pursuant to Municipal Code Section\n2.06.06. If the Council concurs, an appropriate motion would be:\n“I move to approve the disposal of surplus equipment as listed in the staff report via\npublic auction, pursuant to Municipal Code Section 2.06.06.”\nAGENDA – JUNE 28, 2024 Page 5 of 6
