PUBLIC HEARING TO CONSIDER AN EXTENSION TO AN URGENCY\nINTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE\nINSTALLATION OF ARTIFICIAL TURF AND SYNTHETIC GRASS\nPURSUANT TO CALIFORNIA CODE SECTION 65858 AND FIRST\nREADING OF ORDINANCE NO. O-24-1413 AMENDING MUNICIPAL\nCODE SECTIONS 14.18.07 (MAINTENANCE) AND 23.16.03\n(DEFINITIONS) AND ADDING MUNICIPAL CODE SECTION 23.16.24\n(PROHIBITION ON ARTIFICIAL TURF AND GRASS) TO PROHIBIT\nARTIFICIAL TURF AND SYNTHETIC GRASS IN THE CITY\nRecommendation: Staff recommends the City Council conduct a public hearing and\nthen adopt Urgency Ordinance No. O-23-1414-U, by a four-fifths vote, extending the\nexisting moratorium and introduce for first reading Ordinance No. O-24-1413\ninclusive of the Planning Commission recommended changes. If the City Council\nagrees, an appropriate motion would be:\n“I move to adopt Urgency Ordinance No. O-24-1414-U, an Urgency Interim\nOrdinance of the City Council of San Marino Extending the Term of Ordinance No. O-\n23-1410-U, Establishing a Temporary Moratorium on the Installation of Artificial Turf\nand Synthetic Grass in the City of San Marino and I move to waive full reading and\nintroduce by title only Ordinance No. O-24-1413, an Ordinance of the San Marino City\nCouncil amending Municipal Code Sections 14.18.07 and 23.16.03 and adding\nMunicipal Code Section 23.16.24 to prohibit the installation of artificial turf and\nsynthetic grass in the City.”\nCONSENT CALENDAR

APPROVAL TO PROCURE AND INSTALL IRRIGATION CONTROLLERS\nAND OUTPUT BOARDS FOR CITY-OWNED CENTER MEDIANS IN THE\nAMOUNT OF $63,693.13\nRecommendation: Staff recommends the City Council approve the procurement and\ninstallation of new Toro smart irrigation controllers, output boards and appurtenant\ndevices from Imperial Sprinkler Supply in the amount of $63,693.13.\n“I move to approve the procurement and installation of new Toro smart irrigation\ncontrollers, output boards and appurtenant devices for the City’s landscaped center\nmedians from Imperial Sprinkler Supply in the amount of $63,693.13.”

4. APPROVAL OF RESOLUTION NO. R-24-25 AUTHORIZING THE CITY\nMANAGER TO EXECUTE A TRANSFER AGREEMENT WITH THE LOS\nANGELES COUNTY FLOOD CONTROL DISTRICT FOR TRANSFER OF\nMEASURE W, SAFE CLEAN WATER (SCW) PROGRAM FUNDS\nRecommendation: Staff recommends the City Council approve Resolution No. R-24-\n25 authorizing the City Manager to execute a Transfer Agreement with the Los\nAngeles County Flood Control District for Transfer of Safe Clean Water (SCW)\nFunds. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to approve Resolution No. R-24-25 authorizing the City Manager to execute\na Transfer Agreement with the Los Angeles County Flood Control District for Transfer\nof Safe Clean Water (SCW) Funds.”
