1.\nCONSIDERATION OF SOLID WASTE SERVICES RATES TO BE\nEFFECTIVE OCTOBER 1, 2025, WITH ANNUAL ADJUSTMENTS EACH\nJULY 1 THEREAFTER FOR A FIVE-YEAR PERIOD; HOLD PUBLIC\nHEARING ON SOLID WASTE SERVICES RATES TO BE EFFECTIVE\nOCTOBER 1, 2025, WITH ANNUAL ADJUSTMENTS EACH JULY 1\nTHEREAFTER FOR A FIVE-YEAR PERIOD, CONSIDER PROTESTS, AND\nADOPT RESOLUTION NO. R-25-27 ADOPTING SOLID WASTE\nSERVICES RATES EFFECTIVE OCTOBER 1, 2025, WITH ANNUAL\nADJUSTMENTS BEGINNING JULY 1, 2026, THROUGH JULY 1, 2030\nRecommendation: Staff recommends that the City Council:\nHold the Public Hearing and consider public testimony regarding Solid Waste Services\nRates effective October 1, 2025, with annual adjustments each July 1 for a period of\nfive years beginning July 1, 2026;\nConsider public comments and timely written protests, and if no majority protest is\nreceived, adopt Resolution No. R-25-27 determining that the adoption of the\nproposed Solid Waste Services rates is exempt from the California Environmental\nQuality Act (CEQA) and adopting the proposed Solid Waste Services Rates to be\neffective October 1, 2026, with annual adjustments for a period of five years\nbeginning July 1, 2026.\nIf the City Council concurs with staff’s recommendation, an appropriate motion would\nbe:\n“I move to adopt Resolution R-25-27 of the City Council of the City of San Marino, 1)\ndetermining the adoption of the proposed Solid Waste Services Rates is exempt from\nreview under the California Environmental Quality Act (CEQA) pursuant to Public\nResources Code Section 21080(b)(8) and Section 15273 of Title 14, Chapter 3 of the\nCalifornia Code of Regulations, and 2) approving the proposed Solid Waste Services\nRates effective October 1, 2025, with annual adjustments beginning July 1, 2026,\nand each July 1 thereafter for a period of five years.”

10. APPROVAL OF PURCHASE ORDER IN THE AMOUNT OF $45,000 TO\nLIFE-ASSIST, INC. FOR THE PURCHASE OF PARAMEDIC SUPPLIES\nAND EQUIPMENT\nRecommendation: Staff recommends the Council approve a purchase order to LifeAssist, Inc. in the amount of $45,000 for the purchase of paramedic supplies and\nequipment. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to approve a purchase order to Life-Assist, Inc. in the amount of $45,000 for\nthe purchase of paramedic supplies and equipment.”

REQUEST TO CARRY OVER FY 2024-25 FUNDS IN THE AMOUNT OF\n$17,729.54 FROM ACCOUNT #103-30-4316-0000 TO FY 2025-26 TO\nBE USED FOR RADIO REPAIR AND MAINTENANCE\nRecommendation: Staff recommends the City Council approve the carry-over of\n$17,729.54 from FY 2024-25 to FY 2025-26 in Account #103-30-4316-0000. If the\nCity Council concurs with the staff’s recommendation, an appropriate motion would\nbe:\n“I move to approve the carry-over of FY 2024-25 funds in the amount of $17,729.54\nfrom Account #103-30-4316-0000, to be used for radio repair and maintenance\ncompleted by No Comms No Battle; and authorize the City Manager to sign the\nnecessary agreements with No Comms No Battle.”

AWARD OF A 1-YEAR AGREEMENT, WITH UP TO TWO ADDITIONAL 1YEAR OPTIONAL EXTENSIONS, FOR WRITTEN TRANSLATION\nRecommendation: Staff recommends the Council (1) award the professional services\nagreement for translation services to Avantpage Inc.; (2) approve the attached\nagreement; and (3) authorize the City Manager to sign up to two (2) 1-year\nextensions. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move to (1) award the professional services agreement for translation services to\nAvantpage Inc.; (2) approve the attached agreement; and (3) authorize the City\nManager to sign up to two (2) 1-year extensions.”

APPROVAL OF REQUEST TO WAIVE SPECIAL EVENT STANDBY\nSERVICE FEE FOR SAN MARINO HIGH SCHOOL'S 2025 GRAD NIGHT\nEVENT\nRecommendation: Staff recommends the Council waive the Special Event Standby\nService fee for San Marino High School’s 2025 Grad Night event. If the City Council\nconcurs with staff’s recommendation, an appropriate motion would be:\n“I move to waive the Special Event Standby Service fee for San Marino High School’s\n2025 Grad Night event.”

ADOPTION OF REVISIONS TO THE CITY’S PERSONNEL RULES AND\nREGULATIONS; ADOPTION OF HARASSMENT, DISCRIMINATION, AND\nRETALIATION PREVENTION POLICY; APPROVAL OF A SIDE LETTER OF\nAGREEMENT WITH THE SAN MARINO CITY FIREFIGHTERS’\nASSOCIATION LOCAL 3626 (“FFA”) TO ESTABLISH DISCIPLINE\nAPPEAL PROCEDURES; AND FIRST READING OF ORDINANCE NO. O25-1422, AN ORDINANCE OF THE SAN MARINO CITY COUNCIL\nAMENDING SECTION 2.05.1 OF THE MUNICIPAL CODE TO RESTATE\nEXEMPT FROM THE CITY’S CLASSIFIED SERVICE\nRecommendation: Staff recommends the Council 1) adopt Resolution No. R-25-24,\nadopting revised Personnel Rules and Regulations and adopting a Harassment,\nDiscrimination, and Retaliation Policy, 2) approve the Side Letter of Agreement with\nthe San Marino City Firefighters’ Association Local 3626 (“FFA”) to establish discipline\nappeal procedures, and 3) introduce for first reading Ordinance No. O-25-1422. FOR SIDEWALK REPLACEMENT AND\nASSOCIATED WORK IN THE AMOUNT OF $200,000 FOR THE MISSION\nDISTRICT BEAUTIFICATION PROJECT\nRecommendation: Staff recommend the City Council approve Amendment No. 1 with\nCJ Concrete Construction, Inc., increasing the agreement by $200,000 to a revised\ntotal of $2,511,370, and authorize the City Manager to execute the Amendment. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be:\n“I move to approve Amendment No. 1 to the Agreement with CJ Concrete\nConstruction Inc., increasing the contract amount by $200,000 to a total not-toexceed amount of $2,511,370, and authorize the City Manager to execute the\nAmendment.”

If the City\nCouncil concurs with staff’s recommendation, an appropriate motion would be:\n“I move to award a three-year Professional Services Agreement in the amount of\n$143,908 to The Sauce Creative Services Corp for the production of four (4)\nCommunity Services Guides each year for three (3) years, with the City Manager\nbeing authorized to execute the agreement on behalf of the City.”
