1.\nAWARD OF CONTRACT FOR SOLID WASTE AND RECYCLING\nCONSULTING SERVICES TO ECONOMICS INC. THROUGH JUNE 30,\n2028, IN AN AMOUNT NOT TO EXCEED $320,420, APPROVAL OF FIVE-\nYEAR SERVICE AGREEMENT WITH TERRA COMPLIANCE FOR SB 1383\nCOMPLIANCE SOFTWARE IN THE AMOUNT OF $75,000 AND WAIVER\nOF COMPETITIVE BIDDING REQUIREMENTS; APPROVAL OF BUDGET\nAMENDMENTS\nRecommendation: Staff recommends that the City Council 1)approve an award of\ncontract to Economics, Inc. for solid waste and recycling consulting services through\nJune 30, 2028, in an amount not to exceed $320,420, 2) approve an agreement with\nTerra Compliance for solid waste/recycling compliance monitoring and tracking\nsoftware in the amount of $75,000 and waive competitive bidding requirements\npursuant to Municipal Code Section 2.06.05, 3) authorize the City Manager to\nexecute both agreements on behalf of the City, and 4) approve budget amendments\nin the amount of $149,970 to Account #101-40-4104-0000, $15,000 to Account\n#101-40-4150-0500, and $318,750 to Revenue Account #101-40-3701-0000. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be:\n“I move to 1) approve an award of contract to Economics, Inc. for solid waste and\nrecycling consulting services through June 30, 2028, in an amount not to exceed\n$320,420, 2) approve an agreement with Terra Compliance for solid waste/recycling\ncompliance monitoring and tracking software in the amount of $75,000 and waive\ncompetitive bidding requirements pursuant to Municipal Code Section 2.06.05, 3)\nauthorize the City Manager to execute both agreements on behalf of the City, and 4)\napprove budget amendments in the amount of $149,970 to Account #101-40-4104-\n0000, $15,000 to Account #101-40-4150-0500, and $318,750 to Revenue Account\n#101-40-3701-0000.”

6.\nACCEPTANCE OF 2024 STATE HOMELAND SECURITY PROGRAM\n(SHSP) GRANT FUNDS\nRecommendation: Staff recommends the Council 1) authorize the City Manager to\naccept the 2024 SHSP grant funds and execute the subrecipient agreement with the\nCounty of Los Angeles for a performance period of September 1, 2024, to May 31,\n2027; and 2) approve budget amendments needed. If the City Council concurs with\nstaff’s recommendation, an appropriate motion would be:\n“I move to authorize the City Manager to accept the 2024 SHSP grant funds and 1)\nexecute the subrecipient agreement with the County of Los Angeles for a\nperformance period of September 1, 2024, to May 31, 2027; and 2) approve budget\namendments needed.”
