1.\nPUBLIC HEARING TO CONSIDER THE PROPOSED USE OF COMMUNITY\nDEVELOPMENT BLOCK GRANT (CDBG) FUNDING AND ADOPTION OF\nRESOLUTION NO. R-26-01 ADOPTING THE PROJECTED USE OF FUNDS\nFROM THE CDBG PROGRAM FOR FISCAL YEAR 2026-27\nRecommendation: Staff recommend the City Council conduct a public hearing to\nconsider the proposed use of CDBG funds for the Senior Outreach Program and ADA-\ncompliant Sidewalk Curb Ramp Replacement Project in FY 2026-27. Following the\npublic hearing, if the City Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to adopt Resolution No. R-26-01, a Resolution of the City Council of the City\nof San Marino, California adopting the projected use of funds from the Community\nDevelopment Block Grant program for Fiscal Year 2026-27.”\nNEW BUSINESS

3.\nAWARD OF PROFESSIONAL DESIGN SERVICES AGREEMENT TO\nNICHOLS CONSULTING ENGINEERS (NCE) IN THE AMOUNT OF\n$209,745 FOR DEVELOPMENT OF PLANS, SPECIFICATIONS, AND COST\nESTIMATES (PS&E) FOR THE STREET REHABILITATION PROGRAM\nPROJECT NO. 25-9271\nRecommendation: Staff recommend that the City Council approve an award of a\nprofessional design services agreement for the FY 25-26 Street Rehabilitation\nProgram Project to Nichols Consulting Engineers in the amount of $209,745 and\nauthorize the City Manager to execute the agreement on behalf of the City. If the City\nCouncil concurs with staff’s recommendation, an appropriate motion would be:\n“I move to approve an award of a professional design services agreement for the FY\n25-26 Street Rehabilitation Program Project No. 25-9271 to Nichols Consulting\nEngineers in the amount of $209,745 and authorize the City Manager to execute the\nagreement on behalf of the City.”

4.\nREQUEST AUTHORIZATION TO USE THE COOPERATIVE AGREEMENT\nBETWEEN SOURCEWELL AND ALL TRAFFIC SOLUTIONS FOR THE\nPURCHASE OF TWO SPEEDALERT 24 RADAR MESSAGE SIGNS, IN THE\nAMOUNT OF $31,889.93, AND FOR THE SOLE SOURCE PURCHASE OF\nONE MOTOROLA SOLUTIONS APX8500 POLICE MOBILE RADIO, IN\nThe amount of $10,404.44, including programming for $2,500, and one police motorcycle helmet from PVP Communications Inc. valued at $2,264.75.\nRecommendation: Staff recommend that the City Council authorize the use of the\nCooperative Agreement between Sourcewell and ATS, to purchase two SpeedAlert\nRadar Trailer Message Signs, in the amount of $31,889.93, one Motorola Solutions\nInc. APX8500 Police Mobile Radio, in the amount of $10,404.44, with programing in\nthe amount of $2,500, and one PVP Communications Inc. Motorcycle Helmet in the\namount of $2,264.75. If the City Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to approve the purchase of two radar message boards, one mobile police\nradio with programing, and one police communication equipped motorcycle helmet in\nan amount not to exceed $47,794.37.”

5.\nAWARD OF THE 4TH OF JULY FIREWORKS DISPLAY AGREEMENT TO PYROSPECTACULARS, INC. FOR THE YEAR 1 CONTRACT AMOUNT OF $44,000.00\nRecommendation: Staff recommends the Council award the three-year agreement for\n4th of July fireworks displays to Pyro Spectaculars, Inc. If the City Council concurs\nwith staff’s recommendation, an appropriate motion would be:\n“I move to award a three-year agreement for 4th of July fireworks displays to Pyro\nSpectaculars, Inc., with the City Manager being authorized to execute the agreement\nand any future amendments on behalf of the City.”

6.\nThe Professional Design Services Agreement with Dudek for the culvert replacement program has been approved with an amendment. The term of the agreement has been extended through December 31, 2026.\nRecommendation: Staff recommend the City Council approve Amendment No. 3 with\nDudek extending the term of the Professional Design Services Agreement through\nDecember 31, 2026. If the City Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to approve Amendment No. 3 with Dudek extending the term of the\nProfessional Design Services Agreement for the Culvert Replacement Program\nthrough December 31, 2026, and authorize the City Manager to execute the\namendment on behalf of the City.”

If the City Council concurs with staff’s\nrecommendation, an appropriate motion would be:\n“I move to accept the FY 25-26 Storm Drain Trash Capture Filter Program Project No.\n46-8026, performed by G2 Construction, Inc. as complete and authorize City staff to\nfile the Notice of Completion.”
