O-26-1425 (FIRST READING)\nAMENDING SECTION 14.05.01 (DISORDERLY CONDUCT) OF CITY OF\nSAN MARINO MUNICIPAL CODE CHAPTER XIV, ARTICLE 5, AND\nADDING\nSECTIONS\n14.05.05\n(ENFORCEMENT)\nAND\n14.05.06\n(PROHIBITION ON HABITATION IN VEHICLES ON PUBLIC STREETS\nOR PUBLIC PARKING LOTS) TO CITY OF SAN MARINO MUNICIPAL\nCODE CHAPTER XIV, ARTICLE 05\nRecommendation: Staff recommends the City Council introduce for first reading\nOrdinance No. O-26-1425. If the City Council agrees with staff’s recommendation, an\nappropriate motion would be:\n“I move to waive full reading and introduce by title only Ordinance No. O-26-1425,\nan Ordinance of the San Marino City Council amending Municipal Code Section\n14.05.01 and adding sections 14.05.05 and 14.05.06 to City of San Marino Municipal\nCode, adding disorderly conduct, enforcement, and prohibition of habitation in\nvehicles on public streets or public parking lots.”\nCONSENT CALENDAR

2.\nADOPTION OF ORDINANCE NO. O-26-1424 (SECOND READING)\nAMENDING\nSECTIONS\n15.11.02\nPROHIBITED\nUSES),\n15.03.03\n(REQUIREMENT TO OBEY TRAFFIC-CONTROL DEVICES), 15.11.04\n(RIDING WITHIN COMMERCIAL ZONE RESTRICTED), AND 15.11.05\n(PARKING RESTRICTION) OF CITY OF SAN MARINO MUNICIPAL CODE\nCHAPTER XV, ARTICLE 11, AND ADDING SECTIONS 15.11.00\n(DEFINITIONS) AND 15.11.07 (ENFORCEMENT) OF CITY OF SAN\nMARINO MUNICIPAL CODE CHAPTER XV, ARTICLE 11 AND AMENDING\nSECTION 17.02.05 (TRAFFIC) OF CITY OF SAN MARINO MUNICIPAL\nCODE CHAPTER XVII, ARTICLE 2\nRecommendation: Staff recommends the City Council adopt Ordinance No. O-26-\n1424. If the City Council concurs with staff’s recommendation, an appropriate motion\nwould be:\n“I move to adopt Ordinance No. O-26-1424, an Ordinance of the San Marino City\nCouncil amending Municipal Code Sections 15.11.02, 15.03.03, 15.11.04, 15.11.05\nand 17.02.05, and adding sections 15.11.00 and 15.11.07 regarding bicycles, electric\nbicycles, electrically motorized boards, low-speed vehicles, motorized scooters, and\nshared mobility devices.”

3.\nACCEPTANCE OF $10,000 DONATION FROM THE MACFARLAND\nFAMILY FOUNDATION\nRecommendation: Staff recommends the Council accept the $10,000 donation from\nthe Macfarland Family Foundation, amend the City’s Restricted Donations Fund\nAccount #281-92-3601-0000 (Children’s Materials Donations) by $5,000 and amend\nthe City’s Restricted Donations Fund Account #281-92-4370-0000 (Children’s\nMaterials) by $5,000. If the City Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to accept the $10,000 donation from the Macfarland Family Foundation,\namend the City’s Restricted Donations Fund Account #281-92-3601-0000 (Children’s\nMaterials Donations) by $5,000, and amend the City’s Restricted Donations Fund\nAccount #281-92-4370-0000 (Children’s Materials) by $5,000.”

4.\nAPPROVAL OF REQUEST TO CLOSE THE LIBRARY ON APRIL 17-18,\n2026, AND WAIVE APPLICABLE FEES FOR SAN MARINO PUBLIC\nLIBRARY\nFOUNDATION’S\nFUNDRAISER\nEVENT,\nDELICIOUS\nDESTINATIONS\nRecommendation: Staff recommends the Council approve the closure of the Library\non April 17-18, 2026, and waive applicable fees, for the purpose of holding the San\nMarino Public Library Foundation’s Delicious Destinations event. If the City Council\nconcurs with staff’s recommendation, an appropriate motion would be:\n“I move to approve the closure of the Crowell Public Library on April 17-18, 2026,\nand waive applicable fees, for the purpose of holding the San Marino Public Library\nFoundation’s Delicious Destinations event.”

5. APPROVAL OF REQUEST TO WAIVE SPECIAL EVENT PERMIT FEES FOR\nTHE 2026 JP BLECKSMITH RUN\nRecommendation: Staff recommends that the City Council waive the Special Event\nPermit fees associated with the JP Blecksmith Run. If the City Council agrees with\nstaff’s recommendation, an appropriate motion would be:\n“I move to waive the Special Event Permit fees associated with the JP Blecksmith\nRun.”

6. CASH AND INVESTMENT REPORT FOR THE MONTH OF DECEMBER\n2025\nRecommendation: Staff recommends the Council receive and file this report. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be:\n“I move to receive and file the Cash and Investment Report for the Month of\nDecember 2025.”
