1.\nPUBLIC HEARING ON CITY VACANCIES AND RECRUITMENT AND\nRETENTION EFFORTS (ASSEMBLY BILL 2561/GOVERNMENT CODE\nSECTION 3502.3)\nRecommendation: Staff recommends the Council to receive and file the report. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be:\n“ I move to receive and file this year’s report as required by Government Code\nSection 3502.3.”\nNEW BUSINESS

2.\nAPPROVAL OF RESOLUTION NO. R-26-06 TO RE-ESTABLISH FISCAL\nYEAR 2026-27 PUBLIC SAFETY SPECIAL TAX LEVIES\nRecommendation: Staff recommends that the City Council approve a 5% increase in\nthe public safety parcel tax levy. If the City Council concurs with staff’s\nrecommendation, an appropriate motion would be:\n“I move to approve Resolution No. R-26-06 establishing the Public Safety Special Tax\nLevies for Fiscal Year 2026-27.”

3.\nDIRECTION ON SEWER SERVICE CHARGE FOR FISCAL YEAR 2026–27\nRecommendation: Staff recommends that the City Council provide direction on the\nproposed Sewer Service Charge for FY 2026-27, including consideration of a 3%\nincrease to account for inflation. Following Council direction, staff will return with a\nresolution for formal consideration at a public hearing in May.\nCONSENT CALENDAR

4.\nACCEPTANCE OF $13,000 DONATION FROM THE SAN MARINO PUBLIC\nLIBRARY FOUNDATION\nRecommendation: Staff recommends the Council accept the $13,000 donation from\nthe San Marino Public Library Foundation, amend the City’s Restricted Donations\nFund Account #281-91-3601-0000 (Adult Materials Donations - Other) by $13,000,\namend the City’s Restricted Donations Fund Account #281-91-4150-0000 (Adult\nOther Contract Services) by $3,000, amend the City’s Restricted Donations Fund\nAccount #281-91-4370-0000 (Adult Materials – Other) by $5,000, and amend the\nCity’s Restricted Donations Fund Account #281-91-4376-0000 (Adult Materials and\nSupplies) by $5,000. If the City Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to accept the $13,000 donation from the San Marino Public Library\nFoundation, amend the City’s Restricted Donations Fund Account #281-91-3601-\n0000 (Adult Materials Donations - Other) by $13,000, amend the City’s Restricted\nDonations Fund Account #281-91-4150-0000 (Adult Other Contract Services) by\n$3,000, amend the City’s Restricted Donations Fund Account #281-91-4370-0000\n(Adult Materials – Other) by $5,000, and amend the City’s Restricted Donations Fund\nAccount #281-91-4376-0000 (Adult Materials and Supplies) by $5,000.”

5.\nRECOMMENDATION FOR CITY COUNCIL CONCURRENCE ON THE CITY\nMANAGER’S SELECTION FOR DIRECTOR OF COMMUNITY SERVICES\nRecommendation: Staff recommends the Council concur with the City Manager’s\nselection. If the City Council concurs with staff’s recommendation, an appropriate\nmotion would be:\n“I move that the City Council concur with the City Manager’s hiring of Eduardo\nCovarrubias as Director of Community Services.”

6.\nCASH AND INVESTMENT REPORT FOR THE MONTH OF FEBRUARY\n2026\nRecommendation: Staff recommends the Council receive and file this report. If the\nCity Council concurs with staff’s recommendation, an appropriate motion would be:\n“I move to receive and file the Cash and Investment Report for the Month of February\n2026.”

7.\nRECEIVE AND FILE MONTHLY DISBURSEMENTS REPORT FOR MARCH\n2026\nRecommendation: Staff recommends the Council receive and file the Monthly\nDisbursements Report for the month of March 2026. If the City Council concurs with\nstaff’s recommendation, an appropriate motion would be:\n“I move to receive and file the Monthly Disbursements Report for the month of March\n2026.”

8.\nAPPROVAL OF MINUTES\nRecommendation: Staff recommends the Council approve the March 2026 Minutes. If\nthe City Council concurs with staff’s recommendation, an appropriate motion would\nbe:\n“I move to approve the Minutes of the Regular Meeting of March 11, 2026, and the
