STATE LEGISLATION: AB 23, AB 1631, SB 13, SB 14, AND SB 489 - The\nfollowing state legislative items were presented to the City Council Legislative\nCommittee on March 1, 2023, and are being presented to the City Council for\nconsideration to adopt a support position: AB 23 (Muratsuchi), AB 1631 (Schiavo), SB\n13 (Ochoa Bogh), SB 14 (Grove), and SB 489 (Wilk).\nRECOMMENDED ACTION:\nCity Council:\n1. Support AB 23 (Muratsuchi), AB 1631 (Schiavo), SB 13 (Ochoa Bogh), SB 14\n(Grove), and SB 489 (Wilk).\n2. Transmit position statements to the authors of the bills, Santa Clarita’s state\nlegislative delegation, appropriate legislative committees, Governor Newsom, the\nLeague of California Cities, and other stakeholder organizations.

6. STREETLIGHT MAINTENANCE DISTRICT – APPROPRIATION OF ONE-\nTIME AND ONGOING FUNDS TO SUPPORT STREETLIGHT OPERATIONS -\nRequest appropriation of one-time and ongoing monies from Streetlight Maintenance\nDistrict (Fund 359) to support expansion of streetlight operations within new territories,\nand the proactive purchase of replacement poles to complete the timely replacement of\ndamaged streetlights.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize a one-time appropriation of $70,000 from the Santa Clarita Streetlight\nMaintenance District (Fund 359), as identified in Attachment A, to support increased\nelectrical operation costs associated with the annexation of Tesoro Del Valle and the\nacceptance of streetlight maintenance in the Skyline Ranch community.\n2. Authorize an ongoing appropriation of $120,000 from the Santa Clarita Streetlight\nMaintenance District (Fund 359), as identified in Attachment B, to support recurring\nstreetlight electrical expenditures associated with the addition of new service areas\ncommencing in Fiscal Year 2023-24, contingent upon the annual appropriation of\nfunds by the City Council in future fiscal years.\n3. Authorize a one-time appropriation of $90,000 from the Santa Clarita Streetlight\nMaintenance District (Fund 359), as identified in Attachment A, for the purchase of\nspare poles to support the as-needed replacement of damaged streetlights.\n4. Authorize an ongoing appropriation of $50,000 from the Santa Clarita Streetlight\nMaintenance District (Fund 359), as identified in Attachment B, to fund the recurring\npurchase of additional spare streetlight poles commencing in Fiscal Year 2023-24,\ncontingent upon the annual appropriation of funds by the City Council in future fiscal\nyears.

7. PURCHASE OF A SPECIALIZED MOBILE COMMAND UNIT - Approve the\npurchase of a Mobile Command Unit to enhance the City’s emergency response through\nincreased situational awareness and effective communication with other agencies during\nemergencies.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the “piggyback” purchase of a C-45X-4 Specialized Mobile Command Unit,\nusing Sourcewell cooperative purchasing contract #113021-OKC in an amount not to\nexceed $1,507,138.\n2. Appropriate one-time funds in the amount of $694,001 from the General Fund (Fund\n100) to expenditure account 1008102-520103 and $13,037 from the Federal Grant\n(Fund 229) to expenditure account 2296150-520103.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

8. ANNUAL PORTABLE RESTROOMS AND FENCING CONTRACT - Award\ncontract for Citywide portable restrooms and temporary fencing services for various City\nparks, facilities, and events.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a one-year contract to Andy Gump, Inc., for Citywide portable sanitation and\ntemporary fencing in the amount of $88,183, and authorize a 10 percent contingency\nof $8,818, for a total contract amount not to exceed $97,001.\n2. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options not to exceed $97,001, plus any adjustments consistent with the\nappropriate Consumer Price Index, upon request of the contractor.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
