ADJUST CONSOLIDATED FIRE PROTECTION DISTRICT DEVELOPER FEE\n- Consolidated Fire Protection District developer fees pay for the cost of fire stations,\nrelated fire protection improvements, and fire apparatuses. The resolution would adjust\ndeveloper fees by $0.1183 per square foot for fire protection facilities in keeping with the\nlatest Los Angeles County Development Fee Schedule adopted by the Los Angeles\nCounty Board of Supervisors and required under the Developer Fee Detailed Fire Station\nPlan.\nRECOMMENDED ACTION:\nCity Council conduct a public hearing and adopt a resolution to adjust the Consolidated\nFire Protection District developer fee from $1.4316 per square foot to $1.5499 per square\nfoot in accordance with the Developer Fee Agreement between the City of Santa Clarita\nand the Consolidated Fire Protection District of Los Angeles County.\nNEW BUSINESS

PARCEL MAP NO. 83402 - MACMILLAN RANCH ROAD - Pursuant to Section\n66474 and 66474.1 of the Subdivision Map Act, approve Parcel Map No. 83402, located\nat 26777 MacMillan Ranch Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve parcel map for Parcel Map No. 83402.\n2. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n3. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of the parcel map for Parcel Map No. 83402, which indicates\nall special assessments levied by the City of Santa Clarita are paid.\n4. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of the parcel\nmap for Parcel Map No. 83402, which embodies the approval of said map.\n5. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of the\nparcel map for Parcel Map No. 83402, which provides for verification that the map is\ntechnically correct.\n6. 12. 2021-22 FEDERAL OVERLAY AND SLURRY SEAL PROGRAM, PROJECT\nM0142 - PLANS AND SPECIFICATIONS AND CONSTRUCTION CONTRACT -\nThis item will fund the construction of the Federal Overlay project, an integral part of the\nCity of Santa Clarita’s pavement management program. Each year, streets are evaluated\nand identified for pavement preservation and rehabilitation treatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2021-22 Federal Overlay and Slurry Seal\nProgram, Project M0142.\n2. Find the 2021-22 Federal Overlay and Slurry Seal Program exempt from review\nunder the California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n3. Award the construction contract to Sully-Miller Contracting, Co., in the amount of\n$3,962,302 and authorize a contingency in the amount of $396,230, for a total\ncontract amount not to exceed $4,358,532.\n4. To provide wastewater treatment service to properties located outside the\nDistrict's service area, the boundary must be expanded through the annexation process.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt the Santa Clarita Valley Sanitation District's resolutions approving and\naccepting the negotiated exchange of property tax revenues resulting from Santa\nClarita Valley Sanitation District Annexation Nos. 1110, 1111, 1113, 1115, 1117,\n1118, 1119, and 1120.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

RENEWAL OF THE GENERAL SERVICES AGREEMENT WITH THE\nCOUNTY OF LOS ANGELES FOR MISCELLANEOUS SERVICES\nRESOLUTION - Resolution requesting the renewal of the General Services Agreement\nwith the County of Los Angeles for miscellaneous services.\nRECOMMENDED ACTION:\nCity Council adopt a resolution to renew the General Services Agreement between the\nCity of Santa Clarita and the County of Los Angeles for miscellaneous services for an\nadditional five-year term, ending June 30, 2028. Authorize the City Manager or designee\nto execute all documents, subject to City Attorney approval.

VALENCIA GLEN AQUATICS BUILDING - EMERGENCY REPAIR - This\naction will ratify the City Manager's proclamation of an existing local emergency,\nallowing staff to proceed outside of the City's procurement process to address winter\nstorm damage to the Valencia Glen Aquatics Building and equipment.\nRECOMMENDED ACTION:\nCity Council:\n1. Ratify the City Manager’s emergency declaration.\n2. AMENDMENTS TO THE TRANSIT FUNDING AGREEMENT AND WAIVERS\n TO CERTAIN PENALTIES AND INTEREST FOR THE COMMUNITY\n FACILITIES DISTRICTS AND WATER FACTORY FOR THE VISTA CANYON\n DEVELOPMENT - City Council to consider amendments to the Transit Funding\n Agreement for Vista Canyon and authorizing the waiver of certain penalties and interest\n for the Community Facilities Districts and Water Factory within the Vista Canyon\n development.\n RECOMMENDED ACTION:\n City Council:\n\n 1. Authorize an amendment to the Transit Funding Agreement included in the Vista\n Canyon Conditions of Approval to reduce the required Vista Canyon Transit Center\n surface parking lot from 500 to 400 spaces, allow it to be constructed in phases, and\n grant the City an easement at no cost.\n\n 2. Authorize the waiver of certain penalties and interest relating to the City of Santa\n Clarita Community Facilities District No. 2016-1 and the Vista Canyon Wastewater\n Standby Assessment District.\n\n 3. Amend the budgets for the Cooper Street Communities Facilities District and Vista\n Canyon Water Factory Assessment District as shown in Exhibit A.\n\n 4. FIRST READING OF AMENDMENTS TO THE CITY'S MUNICIPAL CODE\n REGARDING OVERSIZED VEHICLE PARKING REGULATIONS AND\n VEHICLES PARKED OVER 72 HOURS - This item will update sections Chapter\n 12.08 (Definitions), Chapter 12.64.200 (Vehicles Parked Over 72 Hours), Chapter\n 12.94.020 (Oversized Vehicle Parking Regulations-Penalties-Appeals), and Chapter\n 12.94.030 (Oversized Vehicle Parking Permits) of the Santa Clarita Municipal Code,\n which are consistent with state law and deemed necessary for the preservation of Santa\n Clarita communities. City Policy I-11.1 (Enforcement of Oversized Vehicle Ordinances)\n is also recommended to be amended to conform with the updates.\n RECOMMENDED ACTION:\n City Council:\n\n 1. Approve one-year contract renewals for JAS Pacific, Scott Fazekas & Associates,\nInterwest Consulting Group, and TRB and Associates for building plan review,\nbuilding inspection, and permit-related professional services for a combined total\nannual amount not to exceed $500,000, effective Fiscal Year 2023-24.\n2. SANTA CLARITA ROLLER SKATING RINK, PROJECT P3034 - DESIGN\nCONTRACT MODIFICATIONS AND CONSTRUCTABILITY REVIEW\nCONTRACT - This item awards a constructability review contract and modifies the\nexisting design contract for the Santa Clarita Roller Skating Rink project.\nRECOMMENDED ACTION:\nCity Council:\n1. Extend the current contract and authorize an increased expenditure authority for the\ndesign services for the Santa Clarita Roller Skating Rink, Project P3034, with Anil\nVerma Associates, Inc., in the amount of $508,746 and authorize a contingency in the\namount of $50,874, for a total additional contract amount not to exceed $559,620.\n2. Award a contract for constructability review to RP Development Services in the\namount of $249,859 and authorize a contingency in the amount of $24,985, for a total\ncontract amount not to exceed $274,844.\n3.
