Introduce an ordinance entitled: “AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING ZONE CHANGE\n21-001 (MASTER CASE 21-109) TO AMEND THE CITY’S ZONING MAP AND\nCHANGE THE ZONING DESIGNATION OF ASSESSOR’S PARCEL NUMBERS\n2834-002-046, 2834-003-044, 2834-016-041, 2834-017-021, 2834-001-014, 2834-\n005-041, 2834-004-045, 2834-014-043, AND 2834-015-021 FROM NON-URBAN 5\nTO MIXED-USE NEIGHBORHOOD, AND ESTABLISH THE JOBS CREATION\nOVERLAY ZONE ACROSS ASSESSOR’S PARCEL NUMBERS 2834-021-034,\n2834-001-034, 2834-011-021, 2834-010-043, 2834-008-039, 2834-001-015, 2834-\n006-041, 2834-007-045, 2834-013-041, 2834-021-023, 2834-005-041, 2834-004-045,\n2834-014-043, AND 2834-015-021;” waive reading of the text and consent to read by\ntitle only, as listed on the agenda, and pass to second reading.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. LOS ANGELES REGION IMAGERY ACQUISITION CONSORTIUM\nPARTICIPATION AGREEMENT - City Council consideration to approve a contract\nwith Los Angeles County to participate in the seventh round of the Los Angeles Region\nImagery Acquisition Consortium for the purchase of high-quality aerial imagery and\nelevation datasets.\nRECOMMENDED ACTION:\nCity Council:\n1. Direct staff to execute a Participant Agreement with Los Angeles County and approve\ncontract for an amount not to exceed $89,564 for the purchase of high-quality aerial\nimagery and elevation datasets.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments subject to City Attorney approval.

6. LANDSCAPE MULCH PURCHASE AND DELIVERY CONTRACT - The\nrecommended action will provide the purchase and delivery of mulch for the Landscape\nMaintenance District operations throughout Santa Clarita.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to C & M Topsoil, Inc., for the purchase and delivery of\nmulch in support of the City of Santa Clarita’s Landscape Maintenance District\noperation as specified in Bid No. LMD 22-23-37 for an annual amount not to exceed\n$117,000.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the base contract of $117,000\nplus CPI adjustments, upon request of the contractor and contingent upon the\nappropriation of funds by the City Council in the annual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

TWO 2023 FORD F-250 TRUCKS AND ONE 2023 FORD F-350 TRUCK\nPURCHASE - This item is to approve the purchase of two Ford F-250 trucks for the\nParks Division and one Ford F-350 truck for the Community Preservation Division.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the purchase of two 2023 Ford F-250 trucks from AutoNation Ford Valencia\nfor a total amount not to exceed $63,784 each.\n2. Approve the purchase of one 2023 Ford F-350 truck from AutoNation Ford Valencia\nfor a total amount not to exceed $73,000.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

8. DRAYTON STREET IMPROVEMENTS, PROJECT F1024 - PLANS,\nSPECIFICATIONS, AND CONSTRUCTION CONTRACT - This item awards a\nconstruction contract for the Drayton Street Improvements along Drayton Street and\nsegments of Springbrook Avenue. Improvements include pavement rehabilitation\ntreatments, adding a sidewalk, curb and gutter, and curb ramps along the south side of\nDrayton Street.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Drayton Street Improvements, Project\nF1024.\n2. Find the Drayton Street Improvements Project exempt from review under the\nCalifornia Environmental Quality Act (CEQA) pursuant to Title 14 of the California\nCode of Regulations, Article 19, Section 15301.\n3. Award the construction contract to R.C. Becker and Son, Inc., in the amount of\n$570,624 and authorize a contingency in the amount of $85,593, for a total contract\namount not to exceed $656,217.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

9. TAX-SHARING RESOLUTIONS FOR SANITATION DISTRICT, ANNEXATION\nNOS. 1121, 1123, 1124, 1125, 1126, 1127, AND 1128 - The Santa Clarita Valley\nSanitation District provides wastewater treatment services within the District's service\narea. To provide wastewater treatment service to properties located outside the District's\nservice area, the boundary must be expanded through the annexation process.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt the Santa Clarita Valley Sanitation District's resolutions approving and\naccepting the negotiated exchange of property tax revenues resulting from Santa\nClarita Valley Sanitation District Annexation Nos. 1121, 1123, 1124, 1125, 1126,\n1127, and 1128.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
