4. FISCAL YEAR 2023 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE\nGRANT PROGRAM - The City of Santa Clarita has been awarded a grant for a total of\n$23,677 by the United States Department of Justice, Bureau of Justice Assistance,\nthrough the Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant program.\nThe program allows state and local governments to support a broad range of activities to\nprevent and respond to crime, based on local needs and conditions.\nRECOMMENDED ACTION:\nCity Council:\n1. Accept Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant funds\nfrom the U.S. Department of Justice, Bureau of Justice Assistance.\n2. Appropriate funds in the amount of $23,677 to Justice Assistance Grant 2023 (Fund\n206) Special Supplies account 2066106-511101 and increase BJA Law Enforcement\nGrant (Fund 206) revenue account 206-446124 by $23,677.\n3. Authorize the City Manager, or designee, to execute all contracts and associated\ndocuments subject to City Attorney approval.

5. LOCAL APPOINTMENTS LIST - Government Code Section 54972 requires that, on\nor before December 31 of each year, the legislative body, or City Council, must cause to\nbe prepared a list of appointments of all ongoing boards, commissions, and committees\nwhich are appointed by the City Council.\nRECOMMENDED ACTION:\nCity Council approve the Local Appointments List and designate all branches of the\nSanta Clarita Public Library to receive a copy of the list.

6. MCBEAN PARKWAY REALIGNMENT, PROJECT S1047 - DEVELOPER\nAGREEMENT BETWEEN THE CITY OF SANTA CLARITA, HENRY MAYO\nNEWHALL HOSPITAL, AND HCN G&L VALENCIA SUB, LLC - The proposed\nMcBean Parkway Realignment Project will improve circulation on McBean Parkway at\nOrchard Village Road and improve ingress and egress at Henry Mayo Newhall Hospital.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the draft developer agreement between the City of Santa Clarita, Henry\nMayo Newhall Hospital, and HCN G&L VALENCIA SUB, LLC, stipulating Henry\nMayo Newhall Hospital and HCN G&L VALENCIA SUB, LLC, will provide all\nproject related costs above and beyond grant funds obtained by the City of Santa\nClarita and providing the City of Santa Clarita right-of-entry to construct and stage on\nHenry Mayo Newhall Hospital and HCN G&L VALENCIA SUB, LLC, properties.\n2. Authorize the City Manager or designee to execute all required documents, subject to\nCity Attorney approval.

7. PARCEL MAP NO. 83898, ABANDONMENT OF EASEMENT (23206 LYONS\nAVENUE AT WAYMAN STREET) - Pursuant to Section 66474.1 of the Subdivision\nMap Act, approve Parcel Map and Abandonment of Easement for Parcel Map No. 83898.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve parcel map for Parcel Map No. 83898.\n2. Abandon the existing easement for slope purposes per instrument No. 3481, recorded\nOctober 23, 1970.\n3. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n4. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of the Parcel Map for Parcel Map No. 83898, which indicates\nall special assessments levied by the City of Santa Clarita are paid.\n5. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of the Parcel\nMap for Parcel Map No. 83898, which embodies the approval of said map, and\nabandonment of easement described thereon.\n6. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of the\nParcel Map for Parcel Map No. 83898, which provides for verification that the map is\ntechnically correct.\n7. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of the\nParcel Map for Parcel Map No. 83898, which provides for verification of substantial\nconformance with the tentative parcel map and all provisions of local ordinances and\nstate laws applicable at the time of approval.

8. Find Parcel Map No. 83898 exempt from review under the California Environmental\nQuality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) because the division\ndoes not include any proposed development or construction.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
