LANDSCAPE MAINTENANCE CONTRACTS FOR LMD ZONES T-20, T-44, T-\n48, T-62, T-67, T-71 - City Council consideration to award contracts to Specialized\nLandscape Management Services, Inc, to provide recurring landscape maintenance\nservices for Landscape Maintenance District Zones T-20, T-44, T-48, T-62, T-67, and T-\n71.\nRECOMMENDED ACTION:\nCity Council:\n1. Award six contracts to Specialized Landscape Management Services, Inc., to provide\nlandscape maintenance services for Landscape Maintenance District Zone T-20 (El\nDorado Village), Zone T-44 (Bouquet Canyon), Zone T-48 (Shadow Hills), Zone T-\n62 (Canyon Heights), Zone T-67 (Miramontes), and Zone T-71 (Haskell Canyon\nRanch), for a two-year contract amount not to exceed $132,484; $40,000; $40,524;\n$76,000; $218,968; and $142,574, respectively.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amounts,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n4. Appropriate a one-time budget increase in Fiscal Year 2023-24 of $1,220 from the\nLandscape Maintenance District Fund Balance (Fund 357) to expenditure account\n3572453-516110 El Dorado Village and $2,970 to expenditure account 3572458-\n516110 Haskell Canyon Ranch.\n5. Appropriate an ongoing budget increase, beginning in Fiscal Year 2024-25, of $2,440\nfrom the Landscape Maintenance District Fund Balance (Fund 357) to expenditure\naccount 3572453-516110 El Dorado Village and $5,940 to expenditure account\n3572458-516110 Haskell Canyon Ranch.\n6. Find that the award of contracts is exempt from the California Environmental Quality\nAct pursuant to Article 19 – Categorical Exemptions, Section 15301, Existing\nFacilities, (h) Maintenance of Existing Landscaping.

11. STORMWATER PERMIT COMPLIANCE SOFTWARE CONTRACT WITH\n2ND NATURE - Consideration of a three-year contract to 2ND NATURE for a\nStormwater permit management software. The software will help staff track and analyze\nthe unique functions of the stormwater program and keep the details needed to comply\nwith the Permit obligations, reporting requirements, and water quality data assessment.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract to 2ND NATURE for a stormwater permit compliance\nsoftware in the amount of $90,000 and authorize a contingency in the amount of\n$9,000 for a total amount not to exceed $99,000.\n2. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options beginning in year four, not to exceed the annual contract amount,\nplus an adjustment in compensation consistent with the appropriate Consumer Price\nIndex, upon request of the contractor, and contingent upon the appropriation of funds\nby the City Council in the annual budget for such fiscal year.\n3. 12. ACQUISITION AND RELOCATION OF THE PERKINS COLLECTION TO\nTHE CITY OF SANTA CLARITA HISTORICAL ARCHIVES - This item considers\nthe acquisition and relocation of the Perkins Collection to the City of Santa Clarita from\nthe Perkins Family.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the acquisition and relocation of the Perkins Collection to the City of Santa\nClarita Historical Archives.\n2. Authorize the City Manager or designee to execute the contract and all associated\ndocuments.

13. CONTRACT AMENDMENT BETWEEN THE CITY AND MV\nTRANSPORTATION FOR THE OPERATION AND MAINTENANCE OF THE\nCITY'S BUS SYSTEM - Amend the contract between the City of Santa Clarita and MV\nTransportation for the operation and maintenance of the City's bus system.\nRECOMMENDED ACTION:\nCity Council:\n1. Amend the Transit budget for Fiscal Year (FY) 2023-24 to do the following:\nappropriate a total amount of $1,222,372 from fund balance of the Transit Fund\n(Fund 700) to increase expenditure accounts 7003700-516116 (Local and On-\nDemand) by $653,236; 7003700-511617 (Dial-A-Ride) by $202,000; 7003700-\n516118 (Commuter) by $70,836; and 7003700-516119 (Administration) by $296,300.\n2. Adjust the FY 2023-24 billing rates for MV Transportation as follows: local and\nspecial services to $91.32 per revenue hour, Dial-A-Ride to $46.98 per trip,\ncommuter services to $91.32 per revenue hour, on-demand service to $78.87 per\nrevenue hour, and administration fee to $405,292.46 per month.\n3. Increase the annual Consumer Price Index cap from three percent to four percent,\nallow MV to subcontract up to 20 percent of the Dial-A-Ride and ADA trips to a\nCity-approved contractor, and amend the contract so that the two-year optional\ncontract extensions beginning FY 2027-28 require mutual agreement.\n4. Authorize the City Manager or designee to exercise the two-year option beginning in\nFY 2024-25, not to exceed the adjusted cost of FY 2023-24, plus an adjustment based\non the Consumer Price Index with a minimum of two percent and not to exceed an\nadjustment of four percent, contingent upon the appropriation of funds by the City\nCouncil in the annual budget for such fiscal year; and execute all documents subject\nto City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 2. Adopt a resolution approving Master Case 23-182, consisting of Minor Use Permit\n23-030 and Development Review 23-023, to modify Condition of Approval PL4 for\nthe Sand Canyon Village Mixed Use Project.\nNEW BUSINESS\n2. FISCAL YEAR 2023-2024 MID-YEAR BUDGET ADJUSTMENTS - As the\norganization approaches the middle of the fiscal year, it is standard procedure to perform\na mid-year review of the City's budgetary and financial position to ensure any deviations\nfrom the initial budget projections are proactively addressed. Staff also reviews requests\nfor appropriations to address new priorities that are unfunded or under-funded.\nRECOMMENDED ACTION:\nCity Council and the City Council acting as Successor Agency to the Former\nRedevelopment Agency of the City of Santa Clarita:\n1. Adopt a resolution amending the budgets for Fiscal Year 2022-2023 and Fiscal Year\n2023-2024.\n2. Adopt a resolution amending the classification plan and salary schedules and\nproviding changes to benefit contributions for employees and retirees of the City of\nSanta Clarita.

3. REQUEST FOR MODIFICATION TO THE METROWALK SPECIFIC PLAN\nUNIT TYPES IN PLANNING AREA 1 AND PLANNING AREA 2 - A request to\nchange the residential unit type from apartment to for-sale town home in Planning Area 1\nand Planning Area 2, reducing the overall number of units, and eliminating the market\nrate senior apartments in Planning Area 2. Planning Area 3, with deed-restricted\naffordable senior apartments, and Planning Area 4 with for-sale town homes would\nremain.\nRECOMMENDED ACTION:\nCity Council:\n1. Receive staff presentation.\n2. Direct staff to process the requested modification to the MetroWalk Specific Plan\nadministratively through the Development Review and Architectural Design Review\nprocess.

THE NORTHERN ANGELES NATIONAL FOREST NATIONAL MONUMENT\nPROPOSAL - At the November 28, 2023, regular City Council meeting, the City\nCouncil requested a future agenda item to consider supporting recent efforts to designate\nthe Northern Angeles National Forest as a national monument.\nRECOMMENDED ACTION:\nCity Council support efforts to designate the Northern Angeles National Forest as a\nnational monument.

SANTA CLARITA 2024 EXECUTIVE AND LEGISLATIVE PLATFORM - This\ndocument will provide guidance to staff on legislative and regulatory issues of interest to\nthe City Council and assist staff in conducting legislative advocacy at the federal and\nstate levels.\nRECOMMENDED ACTION:\nCity Council adopt the Santa Clarita 2024 Executive and Legislative Platform.

9. LANDSCAPE MAINTENANCE DISTRICT IRRIGATION CONTROLLER\nREPLACEMENTS - The recommended action will fund the replacement of outdated\nirrigation controllers and installation of WeatherTRAK landscape irrigation controllers\nconsistent with the existing network of 790 WeatherTRAK controllers used to support\nCity of Santa Clarita Landscape Maintenance Districts and Parks.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve a contract with Wildscape Restoration, Inc., DBA Urban Greening, to\nremove and replace irrigation equipment supporting Landscape Maintenance District\nZone T67 - Miramontes and T69 - West Hills, for a base amount of $64,329 with a 15\npercent contingency in the amount of $9,650 for a total amount not to exceed\n$73,979.\n2. Approve purchase of 21 WeatherTRAK controllers from Site One Landscape Supply\nin an amount not to exceed $113,187.\n3. Appropriate funds in the amount of $187,166 from the Landscape Maintenance\nDistrict Fund Balance (357) to expenditure accounts 3572457-516113 for $8,777 and\n3572462-516113 for $178,389.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.
