1. UPDATE TO SPEED HUMP/CUSHION PROGRAM - This item would streamline\nthe City's Speed Hump/Cushion Program application process and bring responsibility for\ninstallation costs into conformance with existing practice.\nRECOMMENDED ACTION:\nCity Council approve the update to the Citywide Speed Hump/Cushion Program, which\nwill allow an individual property owner to request a speed hump/cushion evaluation with\nthe initial support of ten percent of the property owners on the subject street and establish\ntimelines for subsequent installation or removal requests. The City of Santa Clarita would\nassume responsibility of surveying affected property owners on the subject street and\ncosts associated with program implementation.

5. LMD ZONE 2008-1 LANDSCAPE MAINTENANCE CONTRACT - City Council\nconsideration to award a contract to Stay Green Inc. to provide recurring landscape\nmaintenance services for Landscape Maintenance District Zone 2008-1 Major\nThoroughfare Medians.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Stay Green Inc. to provide landscape maintenance services for\nLandscape Maintenance District Zone 2008-1 Major Thoroughfare Medians, for a\ntwo-year contract amount not to exceed $3,064,598.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n4. Appropriate a one-time budget increase in Fiscal Year 2023-24 from the Areawide\nFund Balance (Fund 367) to expenditure account 3672400-516110 in the amount of\n$33,920.\n5. Appropriate an ongoing budget increase, beginning in Fiscal Year 2024-25, of\n$407,043 from the Areawide Fund Balance (Fund 367) to expenditure account\n3672400-516110.

6. Find that the award of contracts is exempt from the California Environmental Quality\nAct pursuant to Article 19 – Categorical Exemptions, Section 15301, Existing\nFacilities, (h) Maintenance of Existing Landscaping.\n6. AUTHORITY TO EXECUTE A CONTRACT AMENDMENT WITH THE\nCOUNTY OF LOS ANGELES FOR THE CITY OF SANTA CLARITA'S FISCAL\nYEAR 2024-25 MEASURE H ALLOCATION - City Council to consider approval of a\ncontract amendment with Los Angeles County to receive Measure H funding for the\nconstruction of Family Promise of Santa Clarita Valley's interim housing facility and for\na Homeless Coordinator to continue the implementation of the Community Plan to\nAddress Homelessness.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve and authorize the City Manager or designee to execute an amendment to the\ncontract with the County of Los Angeles Homeless Initiative to receive Measure H\nfunding in the amount of $335,217 to assist with completing construction on Family\nPromise of Santa Clarita Valley’s interim housing facility in the Newhall community\nand for a Homeless Services Coordinator to continue the implementation of the\nCommunity Plan to Address Homelessness.\n2. Increase revenue account 272-462101 by $335,217, and appropriate $25,979 to\nexpenditure account 2723205-500201 for the Homeless Services Coordinator, and\n$309,238 to expenditure account 2723205-516101 for the Family Promise interim\nhousing facility.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments and make non-material amendments that may arise, subject to City\nAttorney approval.

7. CIRCULATION IMPROVEMENT PROGRAM, PHASE III - CATCH BASIN\nRELOCATION, PROJECT C0064 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACT - This item awards a construction contract for the\nCirculation Improvement Program, Phase III - Catch Basin Relocation. The\nimprovements include relocating an existing storm drain catch basin to allow for the\nconstruction of additional circulation improvements at the intersection of Copper Hill\nDrive and Newhall Ranch Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Circulation Improvement Program, Phase\nIII – Catch Basin Relocation, Project C0064.\n2. Find the Circulation Improvement Program, Phase III exempt from review under the\nCalifornia Environmental Quality Act pursuant to Title 14 of the California Code of\nRegulations, Article 19, Section 15301.\n3. Award the construction contract to Toro Enterprises, Inc., in the amount of $248,402\nand authorize a contingency in the amount of $24,840, for a total contract amount not\nto exceed $273,242.\n4. Authorize the transfer of TDA Art 8 - Street & Road (Fund 233) funds in the amount\nof $300,000 from expenditure account C0072233-516101, Circulation Improvement\nProgram, Phase III, to expenditure account C0064233-516101, Circulation\nImprovement Program, Phase III – Catch Basin Relocation.\n5. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

8. CIRCULATION IMPROVEMENT PROGRAM, PHASE III, PROJECT C0072 -\nPLANS, SPECIFICATIONS, AND CONSTRUCTION CONTRACT - This item\nconsiders awarding a construction contract for the Circulation Improvement Program,\nPhase III. The improvements include increasing capacity and improving traffic flow at\nfive proposed locations within the City of Santa Clarita. The scope of work generally\nincludes the construction of street improvements, traffic signal modifications,\nlandscaping, and signing and striping.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Circulation Improvement Program,\nPhase III, Project C0072.\n2. Find the Circulation Improvement Program, Phase III, project exempt from review\nunder the California Environmental Quality Act pursuant to Title 14 of the\nCalifornia Code of Regulations, Article 19, Section 15301.\n3. Award the construction contract to R.C. Becker, Inc., in the amount of $2,535,562\nand authorize a contingency in the amount of $380,334, for a total contract amount\nnot to exceed $2,915,896.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
