APPEAL OF THE PROMENADE FLATS MIXED-USE PROJECT (MASTER\nCASE 21-086) - Public hearing for Appeals 24-003 and 24-004, regarding the Planning\nCommission's decision to deny the prior appeal and affirm the Hearing Officer's decision\nfor the Promenade Flats Mixed-Use Project (Master Case 21-086).\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing;

ENVIRONMENTAL IMPACT REPORT FOR WILEY CANYON\nDEVELOPMENT PROJECT (MASTER CASE 20-238) CONTRACT INCREASE -\nAn amendment to increase the consultant contract amount for the preparation of the\nWiley Canyon Development Project Environmental Impact Report.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize an expenditure increase to the Dudek contract for the preparation of the\nWiley Canyon Development Project Environmental Impact Report (Master Case 20-\n238) from $239,960 to $335,200 and include a contingency in the amount of $33,520,\nfor a total contract amount not to exceed $368,720.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

7. TOURISM MARKETING DISTRICT ADVERTISING CONTRACT - Award a\ncontract to Lundmark Advertising + Design to provide marketing and advertising\nservices to the Tourism Marketing District.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize the City Manager or designee to award a one-year contract to Lundmark\nAdvertising + Design to provide marketing and advertising services for the Tourism\nMarketing District for an annual amount not to exceed $357,000.\n2. Authorize the City Manager or designee to execute up to four additional, one-year\nrenewal options beginning in year two, not to exceed the annual contract amount\nplus an adjustment consistent with the appropriate Consumer Price Index, upon\nrequest of the contractor, and contingent upon the appropriation of funds by the City\nCouncil in the annual budget for such Fiscal Year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, or modify the award in the event that issues of impossibility of\nperformance arise, and execute all documents subject to City Attorney approval.

8. SAND CANYON TRAIL, PHASE IV, PROJECT T3024 - SUMMARY VACATION\nOF A PORTION OF THE PUBLIC RIGHT OF WAY AND SLOPE EASEMENT\nALONG SAND CANYON ROAD AND ACCEPTANCE OF EASEMENTS FOR\nROAD AND TRAIL PURPOSES - This item adopts a resolution for the summary\nvacation of a portion of the public right-of-way and slope easement along Sand Canyon\nRoad and accepts easements for road and trail purposes.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution for the summary vacation of a portion of the public right-of-way\nalong Sand Canyon Road, as described and shown on Exhibit “A” Legal Description\nand Exhibit “B” Exhibit Map, and an easement for slope purposes, west of Sand\nCanyon Road, as described and shown on Exhibit “C” Legal Description and Exhibit\n“D” Exhibit Map of the attached resolution.\n2. Authorize the City Clerk to record the certified original resolution in the Los Angeles\nCounty Registrar-Recorder’s office.\n3. Authorize the City Manager, or designee, to accept the dedications and grants of\neasement for public use and trail purposes and grants of easement for public use and\nroad purposes along Sand Canyon Road.\n4. Authorize an expenditure in an amount not to exceed $80,000 to reimburse the\nproperty owner for clearing private improvements from the future trail easement at\n16207 Valley Ranch Road as part of the Sand Canyon Trail project.\n5. Authorize the City Manager, or designee, to execute all documents, subject to City\nAttorney approval.

9. PURCHASE TRUCK-MOUNTED LONG LINE PAINT STRIPER - Council\nconsideration for the purchase of a long line paint striper, EZ Liner TS-AL150 mounted\non an Isuzu model NPR-HD gas chassis, using Sourcewell cooperative purchasing\ncontract #080521-EZL.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the “piggyback” purchase of a truck-mounted long line paint striper, EZ\nLiner TS-AL150, using Sourcewell contract #080521-EZL, for a total contract\namount not to exceed $288,755.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
