MEMORANDUM OF UNDERSTANDING REGARDING THE FUTURE\nPROPOSAL OF THE SUNRIDGE SPECIFIC PLAN - A memorandum of\nunderstanding between the City of Santa Clarita and Blue Ox Holdings, LLC, regarding\nthe potential future submittal of the Sunridge Specific Plan Project.\nRECOMMENDED ACTION:\nCity Council approve a Memorandum of Understanding entitled “MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF SANTA CLARITA AND BLUE OX\nHOLDINGS, LLC, REGARDING THE CITY ENTITLEMENT PROCESS FOR THE\nPROPOSED DEVELOPMENT OF THE 980-ACRE SPECIFIC PLAN AREA.”\nPage 2

2. 2028 SUMMER OLYMPIC AND PARALYMPIC GAMES - The 2028 Summer\nOlympic and Paralympic Games (LA28) will be hosted by the City of Los Angeles, and\nwill feature various sporting events throughout the Greater Los Angeles area. In advance\nof LA28, the Organizing Committee has made several announcements related to its venue\nand transportation plans.\nRECOMMENDED ACTION:\nCity Council discuss the upcoming 2028 Summer Olympic and Paralympic Games, the\nformation of an AdHoc Committee, and provide direction to City Staff.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

3. APPROVAL OF REGULAR MEETING MINUTES – The minutes of the City\nCouncil are submitted for approval.\nRECOMMENDED ACTION:\nCity Council approve the minutes of the August 27, 2024 Regular Meeting.

4. CHECK REGISTER NO. 18 - Check Register No. 18 for Period 07/26/24 through\n08/08/24 and 08/15/24. Electronic Funds Transfers for the Period 07/29/24 through\n08/09/24.\nRECOMMENDED ACTION:\nCity Council approve and ratify for payment the demands presented in Check Register\nNo. 18.

5. AMENDED RESOLUTION TO APPROVE STATE GRANT FUNDING - This\namended resolution reflects a recent change to the use of funds and authorizes the City of\nSanta Clarita to work with the State Department of Parks and Recreation to receive a\nstate grant for the acquisition of open space.\nRECOMMENDED ACTION:\nCity Council adopt an amended resolution to conform with changes made to the 2022/23\nState Budget and authorize the City of Santa Clarita to work with the State Department of\nParks and Recreation to receive funding for the acquisition of open space.

6. SANTA CLARITA SPORTS COMPLEX RESTROOM RENOVATION,\nPROJECT P0024 - PLANS SPECIFICATIONS, AND CONSTRUCTION\nCONTRACT - This item considers an award for a construction contract for the Santa\nClarita Sports Complex restroom renovation, which includes removing and replacing all\ntile, plumbing fixtures, countertops, partition doors, and lighting.\nPage 3\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Santa Clarita Sports Complex Restroom\nRenovation, Project P0024.\n2. Award a construction contract to 3M Construction Corporation, in the amount of\n$224,970 and authorize a contingency in the amount of $22,497, for a total contract\namount not to exceed $247,467.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

7. PRESERVATION OF 242.44 +/- ACRES OF REAL PROPERTY IN LOS\nANGELES COUNTY, AYRES PROPERTY, ASSESSORS PARCEL NOS. 2826-\n019-035 AND 2826-019-036 - Acquisition of this property will enhance the City's on-\ngoing efforts to preserve open space lands in an effort to complete the open space\ngreenbelt surrounding the Santa Clarita Valley.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the purchase of 242.44+/- acres of real property contiguous to City-owned\nopen space property to the west of the City, Assessor's Parcel Numbers 2826-019-\n035 and 2826-019-036, at a total cost of $1,093,255, which includes property\npurchase price, escrow, title, appraisal fees, due diligence costs, maintenance, and\npayment of annual property taxes.\n2. Appropriate one-time funds in the amount of $1,093,255 from the Open Space\nPreservation District Fund (Fund 358) to Open Space Preservation District\nExpenditure Account 3587501-520104.\n3. Appropriate ongoing funds in the amount of $21,120 from Open Space Preservation\nDistrict Fund (Fund 358) to Open Space Expenditure Account 3587501-518503 and\n$2,500 to 3587501-511101.\n4. Find this acquisition exempt from review under the California Environmental\nQuality Act (CEQA) pursuant to Article 19, Section 15313 (Class 13); Section\n15317 (Class 17); and Section 15325 (Class 25).\n5. Authorize the City Manager, or designee, to execute all documents, subject to City\nAttorney approval.\nPage 4

8. PAVEMENT MANAGEMENT SYSTEM UPDATE, PROJECT M0153 -\nPROFESSIONAL SERVICES CONTRACT - This item awards a professional\nservices contract to Pavement Engineering, Inc. to update the City's pavement\nmanagement system for the Annual Overlay and Slurry Seal Program.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a one-year professional services contract to Pavement Engineering, Inc., to\nupdate the City of Santa Clarita’s pavement management system, including pavement\ninspection and miscellaneous pavement engineering services for the Annual Overlay\nand Slurry Seal Program, Project M0153, in the amount of $111,645, and authorize a\ncontingency in the amount of $16,747, for a total contract amount not to exceed\n$128,392.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options not to exceed the annual contract amount of $111,645, and authorize\nan annual contingency in the amount of $16,747, plus an appropriate Consumer Price\nIndex adjustment, upon request of the consultant and contingent upon the\nappropriation of funds by the City Council in the annual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all documents subject to City\nAttorney approval.

9. ORCHARD VILLAGE ROAD PROTECTED PEDESTRIAN AND BICYCLE\nFACILITY, PROJECT C2028 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACT - This item awards a construction contract for the\nOrchard Village Road Protected Pedestrian and Bicycle Facility project. The\nimprovements include converting an existing wide shoulder into a shared-use pedestrian\nand bicycle lane on Orchard Village Road from Mill Valley Road to Lyons Avenue.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Orchard Village Road Protected\nPedestrian and Bicycle Facility, Project C2028.\n2. Find the Orchard Village Road Protected Pedestrian and Bicycle Facility exempt\nfrom review under the California Environmental Quality Act (CEQA) pursuant to\nTitle 14 of the California Code of Regulations, Article 19, Section 15301.\n3. Award the construction contract to Toro Enterprises, Inc., in the amount of $568,997\nand authorize a contingency in the amount of $56,900, for a total contract amount not\nto exceed $625,897.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
