1. 2028 SUMMER OLYMPIC AND PARALYMPIC GAMES AD HOC\nCOMMITTEE APPOINTMENTS - The 2028 Summer Olympic and Paralympic\nGames (LA28) will be hosted by the City of Los Angeles, and will feature various\nsporting events throughout the Greater Los Angeles area. During the September 10, 2024,\nCity Council regular meeting, City Council approved the establishment of an LA28 Ad\nHoc Committee.\nRECOMMENDED ACTION:\nCity Council appoint two City Councilmembers and one alternate to serve on the 2028\nSummer Olympic and Paralympic Games Ad Hoc Committee.\nNEW BUSINESS

10. BUS STOP IMPROVEMENT PROJECT CONTRACT - City Council consideration\nto award R.C. Becker, Inc., the contract for the replacement and installation of bus stop\nfurniture at twenty-five (25) bus stops Citywide.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize the City Manager or designee to execute a contract with R.C. Becker, Inc.,\nfor the purchase and installation of new and replacement bus stop furniture at twenty-\nfive (25) bus stops in an amount of $236,381, and authorize a contingency in the\namount of $23,638, for a total contract amount not to exceed $260,019.\n2. Authorize the City Manager or designee to execute all documents or modify the\naward in the event that issues of impossibility of performance arise, subject to City\nAttorney approval.

CENTRAL PARK COMMUNITY GARDEN LICENSE AGREEMENT - This item\nconsiders approval of a 10-year license agreement between the Community Gardens of\nSanta Clarita and the City of Santa Clarita through 2034.\nRECOMMENDED ACTION:\nCity Council to authorize the City Manager or designee to execute all documents for the\nCommunity Gardens license renewal with the Community Gardens of Santa Clarita,\nsubject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 2. UNSCHEDULED VACANCY ON THE PLANNING COMMISSION - City Council\nconsider an appointment to fill unscheduled vacancy on the Planning Commission.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Councilmember Weste’s nomination to fill one unexpired term of office on\nthe Planning Commission.\n2. Instruct the City Clerk to update the Local Appointments List and post a copy at all\nbranches of the Santa Clarita Public Library and on the City’s website.

LANDSCAPE MAINTENANCE CONTRACT FOR LMD ZONE 17 - City Council\nconsideration to award a contract to Marina Landscape Services, Inc., to provide\nrecurring landscape maintenance services for Landscape Maintenance District Zone 17\nBouquet/Railroad Avenue.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Marina Landscape Services, to provide landscape maintenance\nservices for Landscape Maintenance District Zone 17 (Bouquet/Railroad Ave), for a\ntwo-year contract amount not to exceed $62,544.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n4. Appropriate a one-time budget increase in Fiscal Year 2024-25 from the Landscape\nMaintenance District Fund Balance (Fund 357) to expenditure account 3572438-\n516110 in the amount of $9,112.\n5. Award a contract to Marina Landscape Services, Inc., to provide landscape\nmaintenance services for Landscape Maintenance District Zone T8 (Valencia\nSummit) for a two-year contract amount not to exceed $1,249,896.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n4. PARCEL MAP, ACCEPTANCE OF OFFERS OF DEDICATION, AND\nREJECTION OF IRREVOCABLE OFFER OF DEDICATION FOR PARCEL\nMAP NO. 84419 (SHADOW PINES/TICK CANYON) - Pursuant to Section 66474.1\nof the Subdivision Map Act, this item would approve the parcel map, accept offers of\ndedication, and reject irrevocable offer of dedication for Parcel Map No. 84419. The map\nis for subdivision purposes and is located at the northeasterly extension of Shadow Pines\nBoulevard east of Snow Drop Court and Jasmine Valley Drive.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Parcel Map for Parcel Map No. 84419.\n2. Accept on behalf of the public the offer of dedication and grant of easements for\nslope purposes.\n3. Reject the irrevocable offer of dedication and grant for public use the future street\neasements and improvements.\n4. Make findings as follows: This map is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n5. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of Parcel Map for Parcel Map No. 84419, which indicates all\nspecial assessments levied by the City of Santa Clarita (City) are paid.\n6. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of Parcel\nMap for Parcel Map No. 84419, which embodies the approval of said map, the\nacceptance of the dedications shown thereon and the rejection of the irrevocable offer\nof dedication shown thereon.\n7. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of\nParcel Map for Parcel Map No. 84419, which provides for verification that the map is\ntechnically correct.\n8. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nParcel Map for Parcel Map No. 84419, which provides for verification of substantial\nconformance with the Tentative Tract Map and all provisions of local ordinances and\nstate laws applicable at the time of approval.\n9. Parcel Map No. 84419 is exempt from review under the California Environmental\nQuality Act (CEQA) pursuant to CEQA guideline 15061(b)(3) because the division\ndoes not include any proposed development or construction.

9. NO OVERNIGHT PARKING ZONE ON THE WEST AND EAST SIDES OF\nRUETHER AVENUE SOUTH OF CENTRE POINTE PARKWAY - A No\nOvernight Parking zone between 12:00 a.m. and 4:00 a.m. on the west and east sides of\nRuether Avenue, south of Centre Pointe Parkway would reduce vehicle storage on the\nroadway and increase parking availability at Santa Clarita Sports Complex venues and\nnearby businesses.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution to establish a 510-foot No Overnight Parking zone on the west\nside of Ruether Avenue, south of Centre Pointe Parkway, and a 290-foot No\nOvernight Parking zone on the east side of Ruether Avenue, south of Centre Pointe\nParkway.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
