PROPOSED AMENDMENTS TO THE TESORO DEL VALLE PROJECT -\nMASTER CASE 24-176 - The applicant, BLC Tesoro, LLC, is proposing amendments\nto the original conditions of approval, pre-annexation agreement, and community\nfacilities district, for the Tesoro Del Valle project.\nRECOMMENDED ACTION:\nCity Council:\n1 Receive staff presentation;\n2 Open the public hearing to receive testimony from the public;\n3 Adopt a resolution amending the conditions of approval for the Tesoro Del Valle\nproject;\n4 Approve a modification to the Pre-Annexation Agreement between BLC Tesoro,\nLLC, and the City of Santa Clarita affecting the timing for the completion of the\nconstruction of the Copper Hill Bridge widening as it relates to the issuance of\nCertificates of Occupancy for the development;\n5 Adopt a resolution approving amendments to the Joint Community Facilities\nAgreement and Acquisition Funding Agreement; and\n6 Find the modifications to conditions of approval, the pre-annexation agreement, and\ncommunity facilities district are exempt from review under the California\nEnvironmental Quality Act (CEQA) pursuant to the General Rule Exemption Section\n15061(b)(3) of CEQA.

MEMORANDUM OF UNDERSTANDING FOR RECEIPT OF REGIONAL\nEARLY ACTION PLANNING GRANTS PROGRAM FUNDS - Enter into a\nMemorandum of Understanding with the Southern California Association of\nGovernments for receipt of Regional Early Action Planning Grants Program Funds.\nRECOMMENDED ACTION:\nCity Council:\n\nAdopt a resolution authorizing the City Manager or designee to execute a Memorandum\nof Understanding, in a form approved by the City Attorney, between the Southern\nCalifornia Association of Governments and the City of Santa Clarita for a Subregional\nPartnership Program Grant for purposes of receiving grant funding to prepare objective\ndesign and development standards for multifamily and mixed-use projects.

VISTA CANYON WATER FACTORY - WATER TESTING CONTRACT -\nConsideration to award a three- month contract to Geosyntec Consultants, Inc., for water\ntesting services at the Vista Canyon Water Factory.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-month contract to Geosyntec Consultants, Inc., to provide water\ntesting services for the Vista Canyon Water Factory in the amount of $93,000,\nand authorize a contingency in the amount of $9,300, for a total contract amount\nnot to exceed $102,300.\n2. Appropriate a one-time funding expenditure for $102,300 from the Vista Canyon\nWastewater Standby fund balance (Fund 368), effective October 2024.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

SECURITY SERVICES CONTRACT FOR CITY PARKS AND FACILITIES -\nThis item considers awarding a contract to Good Guard Security for security services for\nCity parks and facilities.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Good Guard Security, Inc., to provide security services\nfor the City of Santa Clarita parks and facilities in the amount of $1,910,551, and\nauthorize a contingency in the amount of $191,055, for a total contract amount not to\nexceed $2,101,606.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount\ninclusive of contingency, plus an adjustment consistent with the appropriate\nConsumer Price Index upon request of the contractor, and contingent upon the\nappropriation of funds by the City Council in the annual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

SECURITY SERVICES CONTRACT FOR THE SANTA CLARITA PUBLIC\nLIBRARY - This item considers awarding a contract for the purposes of security\nservices for the Santa Clarita Public Library.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Good Guard Security, Inc. to provide unarmed security\nguard services for the Santa Clarita Public Library in the amount of $227,155 and\nauthorize a contingency of $22,716, for a total not to exceed annual amount of\n$249,871.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\ninclusive of contingency, plus an adjustment consistent with the appropriate\nConsumer Price Index, upon request of the contractor, and contingent upon the\nappropriation of funds by the City Council in the annual budget for such fiscal year.\n3. Authorize a one-time appropriation of $87,655 in the current fiscal year and an\nongoing increase in Fiscal Year 2025-2026 of $116,871 from the Public Library Fund\nBalance (Fund 309) to expenditure account 3097412-516101.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.
