CONTINUATION OF THE APPEAL OF THE PROMENADE FLATS MIXED-\nUSE PROJECT (MASTER CASE 21-086) - Public hearing for Appeal 24-003,\nregarding the Planning Commission's decision to deny the prior appeal and affirm the\nHearing Officer's decision for the Promenade Flats Mixed-Use Project (Master Case 21-\n086).\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing;

2. Determine that the project is exempt from environmental review pursuant to\nCalifornia Environmental Quality Act Guidelines § 15332, as a Class 32 categorical\nexemption consisting of an in-fill development project;

Adopt a resolution, denying Appeal 24-003 and affirming the Planning Commission’s\ndenial of Appeal 24-001 and affirmation of the Hearing Officer’s decision to approve\na request by Harvard 826 Property, LLC, to construct and operate the Promenade\nFlats Mixed-Use Project (Master Case 21-086); and

4. Take other action as determined by the City Council.\n2. CONFORMANCE REVIEW OF THE RIVERVIEW PROJECT - MASTER CASE\n21-205 - Conformance Review of the Riverview Project (Master Case 21-205), including\n318 residential units and 127,000 square feet of commercial space located at the current\nSaugus Speedway property.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing;\n2. Provide direction to staff on project-related issues; and\n3. Continue the meeting to a date certain.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

RESOLUTION SUPPORTING THE DESIGNATION OF THE CITY OF SANTA\nCLARITA AS A CLEAN CALIFORNIA COMMUNITY - The California\nDepartment of Transportation’s Clean California Community designation is intended to\nestablish, recognize, and reward communities that demonstrate pride in keeping their\nenvironment clean, beautiful, and litter-free.\nRECOMMENDED ACTION:\nCity Council adopt a resolution supporting the designation of the City of Santa Clarita as\na Clean California Community.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda.
