PRESERVATION OF 169 +/- ACRES OF REAL PROPERTY IN LOS ANGELES\nCOUNTY, HARTIGAN PROPERTY, ASSESSOR PARCEL NOS. 3211-001-034,\n3211-001-042, 3214-022-024, AND 3214-022-025 - This item considers the acquisition\nof this property supporting the City's commitment to preserve open space lands in an\neffort to complete the open space greenbelt surrounding the Santa Clarita Valley.\nRECOMMENDED ACTION:\nCity Council:\nPage 5\n1. Approve the purchase of 169+/- acres of real property northeast of the City of Santa\nClarita, Assessor Parcel Numbers 3211-001-034, 3211-001-042, 3214-022-024,\n3214-022-025, at a total cost of $702,046, which includes property purchase price,\nescrow, title, due diligence costs, maintenance, and payment of annual property\ntaxes.\n2. Appropriate one-time funds in the amount of $664,837 from the Open Space\nPreservation District Fund (Fund 358) to Open Space Preservation District\nExpenditure Account 3587501-520104 and $37,209 from the General Fund (Fund\n100) to Property Acquisition Account 1007503-520104.\n3. Appropriate ongoing funds in the amount of $17,538 from the Open Space\nPreservation District Fund (Fund 358) to Open Space Expenditure Accounts\n3587501-518503 ($12,803) and 3587501-511101 ($4,735) for annual property taxes\nand ongoing maintenance.\n4. 11. 2024-25 CIRCULATION IMPROVEMENT PROGRAM, PROJECT C0073 -\nDESIGN CONTRACT - This item considers awarding a design contract for the 2024-25\nCirculation Improvement Program project. The project will modify three existing\nintersections to enhance traffic circulation and maximize capacity. The intersections\ninclude Newhall Ranch Road and McBean Parkway, Golden Valley Road and Centre\nPointe Parkway, and Magic Mountain Parkway and Valencia Boulevard.\nRECOMMENDED ACTION:\nCity Council:\n1. Award the design contract to Encompass Consultant Group, Inc. for the 2024-25\nCirculation Improvement Program, Project C0073, in the amount of $382,204 and\nauthorize a contingency in the amount of $38,220, for a total contract amount not to\nexceed $420,424.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\nPage 6

12. SAFE ROUTES TO SCHOOL, PLACERITA JUNIOR HIGH SCHOOL AND\nHART HIGH SCHOOL, PROJECT C2030 - DESIGN CONTRACT - This item\nconsiders awarding a design contract to provide design services for the Safe Routes to\nSchool, Placerita Junior High School and Hart High School project. The improvements\ninclude crossing, sidewalk, and shared bike lane enhancements on the streets surrounding\nthe schools.\nRECOMMENDED ACTION:\nCity Council:\n1. Award the design contract to MNS Engineers, Inc., for the Safe Routes to School,\nPlacerita Junior High School and Hart High School, Project C2030, in the amount of\n$193,400 and authorize a contingency in the amount of $19,340, for a total contract\namount not to exceed $212,740.\n2. Appropriate one-time funds in the amount of $217,740 from the Transportation\nDevelopment Act (TDA) Article 8 – Street and Road Fund (Fund 233) to expenditure\naccount C2030233-516101.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

RIVERVIEW PROJECT - MASTER CASE 21-205 - This item considers approval of\nthe Riverview Project (Master Case 21-205), including 318 residential units and 127,000\nsquare feet of commercial space located at the current Saugus Speedway property.\nRECOMMENDED ACTION:\nCity Council adopt a resolution adopting the Mitigated Negative Declaration (MND)\nprepared for the project and approving Master Case 21-205, including Architectural\nDesign Review 21-025, Conditional Use Permit 21-014, Development Review 21-019,\nHillside Development Review 22-001, Minor Use Permit 21-027, Oak Tree Permit 21-\n003, and Tract Map 83605, subject to the conditions of approval.

CONTRACT EXPENDITURE AUTHORITY FOR ON-CALL BUILDING &\nSAFETY CONSULTING FIRMS - This item considers an increase in expenditure\nauthority for contracts with previously selected, qualified vendors to provide as-needed\nbuilding plan review, building inspection, and permit-related professional services to the\nCity of Santa Clarita.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize an expenditure authority increase to the City of Santa Clairta's on-call\nBuilding & Safety consulting firms JAS Pacific, Scott Fazekas & Associates,\nInterwest Consulting Group, and TRB and Associates in the amount of $500,000,\nresulting in a total on-call expenditure authority amount of $1,000,000 for Fiscal Year\n2024-25.\n2. Appropriate one-time funds in the amount of $500,000 from the General Fund (Fund\nPage 7\n100) to Building & Safety Expenditure Account 1003800-516101.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

LETTER OF AGREEMENT WITH SANTA CLARITA VALLEY AUTOMOBILE\nDEALERS ASSOCIATION FOR THE SHOP LOCAL PROGRAM - City Council\nto consider the continuance of a public/private partnership agreement with the Santa\nClarita Valley Automobile Dealers Association for the Shop Local program.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve $70,000 for a public/private partnership with the Santa Clarita Automobile\nDealers Association for continuing the Shop Local program for Fiscal Year 2024-25,\nper the attached Letter of Agreement.\n2. Authorize the City Manager or designee to execute all contract documents and up to\nfour annual renewal options, subject to City Attorney approval, not to exceed $70,000\nin each fiscal year, contingent upon the appropriation of funds by the City Council in\nthe annual budget for such fiscal year.\nPUBLIC PARTICIPATION\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. RECREATION MANAGEMENT SYSTEM REPLACEMENT CONTRACT - This\nitem considers an award of a five-year contract to Kaizen Labs for a new, state-of-the-art\nRecreation Management System (RMS) that will serve as the customer portal, point-of-\nsale, and management platform for the City's popular recreation programs.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a five-year contract to Kaizen Labs for the replacement of the City of Santa\nClarita's Recreation Software Management System for a total amount not to exceed\n$1,360,000.\n2. Appropriate funding in the amount of $160,000 from the Technology Replacement\nFund (Fund 720) to Expenditure Account 7202203-516101 for Fiscal Year 2025-26.\n3. Authorize an ongoing annual appropriation from the General Fund balance (Fund\n100) to Technology Services Expenditure Account 1002200-516101 for annual\nsupport, hosting, and maintenance beginning in Fiscal Year 2026-27 for $169,150,\nFiscal Year 2027-28 for $75,000, Fiscal Year 2028-29 for $50,000, and Fiscal Year\n2029-30 for $35,000, contingent upon the appropriation of funds in the annual budget\nfor such fiscal years.\n4. Authorize an ongoing annual appropriation from the General Fund balance (Fund\nPage 3\n100) to Finance Expenditure Account 1002102-516132 for credit card processing fees\nbeginning in Fiscal Year 2025-26 for $54,000, with an annual increase of three\npercent through Fiscal Year 2029-30 based on increased estimated revenue\nprojections.\n5. FLOCK SAFETY AUTOMATED LICENSE PLATE READER CAMERAS\nCONTRACT - City Council to consider approving a two-year contract with an option\nfor two, one-year renewals with Flock Safety for the lease and deployment of 35\nAutomated License Plate Reader cameras.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve a two-year contract with Flock Group, Inc. for the lease of 35 Flock Safety\nAutomated License Plate Reader cameras in an amount of $261,250, with an option\nfor two, one-year renewals in an amount of $125,000 annually, for a total amount not\nto exceed $511,250.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

VALENCIA HERITAGE TENNIS COURT IMPROVEMENTS DESIGN\nCONTRACT PROJECT P1021 - This item considers an award for a design contract for\ntennis courts improvements at Valencia Heritage Park, which includes an additional\ntennis court, site improvements and amenities.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a design contract to Hirsch and Associates, Inc., for the Valencia Heritage\nTennis Court Improvements Design Project P1021 in the amount of $81,420 and\nauthorize a contingency in the amount of $8,142, for a total contract amount not to\nexceed $89,562.\n2. FIRST AMENDMENT TO THE AGREEMENT FOR THE PROVISION OF\nGARBAGE, RECYCLABLE MATERIALS, AND ORGANIC WASTE\nCOLLECTION SERVICES AND ANNUAL RATE ADJUSTMENT - This is an\nAmended and Restated Agreement and a request for an annual rate adjustment for Solid\nWaste Collection Services.\nRECOMMENDED ACTION:\nCity Council adopt a resolution approving the Amended and Restated Agreement\nbetween the City of Santa Clarita and Burrtec Waste Industries, Inc., for the provision of\ngarbage, recyclable materials, organic waste collection, and the annual rate adjustment.

Approve the purchase of 40+/- acres of real property northwest of the City of Santa\nClarita, Assessor Parcel Number 2865-021-004, at a total cost of $195,310, which\nincludes property purchase price, escrow, title, due diligence costs, maintenance, and\npayment of annual property taxes.\n2. Appropriate one-time funds in the amount of $195,310 from the Open Space\nPreservation District Fund (Fund 358) to Open Space Preservation District\nExpenditure Account 3587501-520104.\n3. Appropriate ongoing funds in the amount of $8,600 from Open Space Preservation\nDistrict Fund (Fund 358) to Open Space Expenditure Accounts 3587501-518503\n($3,600) and 3587501-511101 ($5,000) for annual property taxes and ongoing\nmaintenance.\n4. Find this acquisition exempt from review under the California Environmental Quality\nAct (CEQA) pursuant to Article 19, Section 15313 (Class 13); Section 15317 (Class\n17); and Section 15325 (Class 25).\n5.
