4.\nSANTA CLARITA VALLEY WATER AGENCY EASEMENTS ON CITYOWNED PROPERTY - This item recommends approving easements on City property\nto the Santa Clarita Valley Water Agency.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve an easement on APNs 2811-065-911 and 2811-067-906 with Santa Clarita\nValley Water Agency for the purpose of installing and maintaining water and\ndrainage facilities.\n2. Approve the quitclaim of the existing easement on APN 2811-067-906 to\naccommodate the abandonment of the storm drain system no longer in use.\n3. Authorize the City Manager, or designee, to execute the necessary documents, subject\nto City Attorney approval.

5.\nFACILITIES ASSET MANAGEMENT SOFTWARE CONTRACT - This item\nconsiders a three-year contract with Brightly Software, Inc., for facilities asset\nmanagement software. The software will help staff streamline and integrate asset\ntracking, work order creation and history, preventative maintenance scheduling, GIS\nintegration, and analytical reporting to enhance operational efficiencies.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract to Brightly Software, Inc., for a facilities asset\nmanagement software for a total contract amount not to exceed $302,291.\n2. Authorize an ongoing annual appropriation effective Fiscal Year 2025-26 through\nFiscal Year 2027-28 to expenditure accounts specified in Attachment A from the\nGeneral Fund (Fund 100), Citrus Facility Fund (Fund 130), Recreation Facilities\nFund (Fund 120), Hart Park Fund (Fund 140), Public Library Fund (Fund 309),\nGolden Valley Ranch Open Space Maintenance District (Fund 350), Areawide Fund\n(Fund 367), Vista Canyon Wastewater Fund (Fund 368), and Transit Fund (Fund 700)\nwith future years contingent upon the appropriation of funds in the annual budget for\nsuch fiscal years.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

6.\nMEMORANDUM OF UNDERSTANDING WITH THE LOS ANGELES COUNTY\nAFFORDABLE HOUSING SOLUTIONS AGENCY FOR AFFORDABLE\nHOUSING PRODUCTION, PRESERVATION, AND OWNERSHIP;\nTECHNICAL ASSISTANCE; RESEARCH AND POLICY; AND RENTER\nPROTECTION AND HOMELESSNESS PREVENTION FUNDING - This item\nconsiders approval of a Memorandum of Understanding with the Los Angeles County\nAffordable Housing Solutions Agency to enable the City of Santa Clarita to receive and\nutilize Measure A funds for affordable housing, technical assistance, and homelessness\nprevention.\nRECOMMENDED ACTION:\nCity Council to authorize City Manager or designee to execute a Memorandum of\nUnderstanding with the Los Angeles County Affordable Housing Solutions Agency for\nthe disbursement and use of Measure A funds in substantially the form attached hereto,\nsubject to approval of any further minor modifications by the City Manager and City\nAttorney.

7.\nSUMMARY VACATION OF PORTIONS OF THE PUBLIC RIGHT-OF-WAY\nKNOWN AS PLACERITA CANYON ROAD, ACCEPTANCE OF EASEMENT\nFOR TRAIL PURPOSES, AND ACCEPTANCE OF A RESTRICTED USE AREA\nLOCATED NEAR SIERRA HIGHWAY - This item considers a summary vacation of\nportions of the public right-of-way known as Placerita Canyon Road, acceptance of an\neasement for public use and trail purposes, and acceptance of a restricted use area located\nnear Sierra Highway.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution for the summary vacation of portions of the public right-of-way\nknown as Placerita Canyon Road, as described in Exhibit “A” Legal Description, and\nas shown on Exhibit “B” Exhibit Map of the attached resolution.\n2. Reserve easements for public utility purposes as specified in the attached resolution,\nas described in Exhibit “C” Legal Description, and as shown on Exhibit “D” Exhibit\nMap of the attached resolution.\n3. Authorize the City Manager, or designee to accept the dedication and grant of\neasement for public use and trail purposes as shown on the attached Location Map.\n4. Authorize the City Manager, or designee to accept the dedication and grant of\nrestricted use area for preserving natural resources purposes as shown on the attached\nLocation Map.\n5. Determine that the vacation of the roadway rights of way easements, the acceptance\nof an easement for public use and trail purposes, and the acceptance of an easement\nand restricted use area are not a project within the meaning of California\nEnvironmental Quality Act (CEQA) Guidelines Section 15378, and alternatively, that\nif the activity is deemed a project under CEQA, it is exempt from CEQA review\npursuant to guidelines 15063(b)(3), 15301(h) and (i), 15313, 15317 and 15325.\n6. Direct the City Clerk to record the certified original resolution in the Los Angeles\nCounty Registrar-Recorder’s office.\n7. Authorize the City Manager, or designee, to execute all documents, subject to City\nAttorney approval.
