1.\nHASA CERTIFICATION OF REVIEW (MASTER CASE 25-082) - A request for\nthe approval of Master Case 25-082 for a heavy manufacturing use on Springbrook\nAvenue.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing.\n2. Determine that Master Case 25-082 is exempt from additional review under the\nCalifornia Environmental Quality Act (CEQA), pursuant to CEQA Guidelines (14\nCal. Code of Regs. § 15000, et seq.) Section 15302 as a Class 2 Categorical\nExemption.\n3. Adopt a resolution approving Master Case 25-082, consisting of Conditional Use\nPermit 25-008 to operate a new heavy manufacturing use, and Development Review\n25-007 and Architectural Design Review 25-006 to partially demolish and remodel\ntwo existing, one-story metal industrial buildings at 25710 and 25750 Springbrook\nAvenue (Assessor’s Parcel Number 2836-007-042) to accommodate the relocation of\nthe Hasa, Inc., one-gallon bottling operations to the new facility, subject to the\nattached Conditions of Approval (Exhibit A).

10.\nNEEDHAM RANCH OPEN SPACE OIL WELLS PLUGGING AND\nABANDONMENT CONSTRUCTION CONTRACT - This item considers awarding a\nconstruction contract to plug and abandon six oil wells located within the Needham\nRanch Open Space.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a construction contract to Driltek Inc. for Needham Ranch open space oil\nwells plugging and abandonment for the total contract amount not to exceed\n$1,795,690.\n2. Increase revenue account in Micellaneous Grants 259-462101 (Fund 259) by\n$1,100,000 for the grant allocation from the California Department of Conservation.\n3. Appropriate one-time grant funds (Fund 259) in the amount of $1,100,000 to\nexpenditure account P2025259-516101 and appropriate one-time funds in the amount\nof $195,690 from Facilities Fund (Fund 723) to expenditure account P2025723516101.\n4. Determine that the project is exempt from additional review under the California\nEnvironmental Quality Act (CEQA), pursuant to CEQA Guidelines (14 Cal. Code of\nRegs. § 15000, et seq.) Section 15301 as a Class 1 Categorical Exemption and\nSection 15304 as a Class 4 Categorical Exemption.\n5. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

11.\nVIA PRINCESSA PARK - PHASE IA, PROJECT P3033 - PLANS,\nSPECIFICATIONS, AND CONSTRUCTION CONTRACT - This item considers\nawarding a construction contract for the Via Princessa Park - Phase IA project. The\nimprovements include rough grading, implementation and maintenance of Best\nManagement Practices, and clearing and grubbing.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Via Princessa Park – Phase IA, Project\nP3033.\n2. Award a construction contract to James McMinn, Inc., for Phase IA Rough Grading\nin the amount of $1,019,400 and authorize a contingency in the amount of $152,910,\nfor a total contract amount not to exceed $1,172,310.\n3. Award a professional services contract to Michael Baker International, Inc., for\nenvironmental monitoring and surveying services in the amount of $343,720 and\nauthorize a contingency in the amount of $34,372, for a total contract amount not to\nexceed $378,092.\n4. Award the professional services contract to Psomas, to provide construction support\nservices in the amount of $295,660 and authorize a contingency in the amount of\n$29,566, for a total contract amount not to exceed $325,226.\n5. Amend the design services agreement and authorize an increased expenditure\nauthority for permit fees, training, and flagman services with the Southern California\nRegional Rail Authority in the amount of $316,030 and authorize a contingency in the\namount of $31,603, for a total amount not to exceed $347,633.\n6. Authorize executing a contract with the Fernandeño Tataviam Band of Mission\nIndians to provide tribal monitoring services in the amount of $60,000 and authorize a\ncontingency in the amount of $6,000, for a total contract amount not to exceed\n$66,000.\n7. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 6.\nFIRST READING OF AN ORDINANCE TO ADOPT THE 2025 CALIFORNIA\nBUILDING STANDARDS CODE WITH LOCAL AMENDMENTS - This ordinance\nadopts the 2025 California Building Standards Code with an effective date of January 1,\n2026, as required by state law. It also adopts local amendments to the state codes that\nestablish higher standards for structural and fire protection in new buildings, based on\nlocal climatic, geologic, and topographical conditions. In addition, the ordinance\nincorporates floodplain management regulations and administrative provisions for\nenforcement of the codes at the local level.\nRECOMMENDED ACTION:\nCity Council introduce and pass to second reading an ordinance entitled “AN\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,\nCALIFORNIA, REPEALING AND REPLACING TITLES 18 THROUGH 22, TITLE\n24, AND CHAPTER 25.01 OF TITLE 25; AND ADOPTING BY REFERENCE THE\n2025 CALIFORNIA ADMINISTRATIVE, BUILDING, RESIDENTIAL,\nELECTRICAL, MECHANICAL, PLUMBING, ENERGY, EXISTING BUILDING,\nHISTORICAL BUILDING, FIRE, WILDLAND-URBAN INTERFACE, GREEN\nBUILDING STANDARDS, AND REFERENCED STANDARDS CODES WITH\nCERTAIN APPENDICES AND LOCAL AMENDMENTS;” and set the public hearing\nfor November 25, 2025.

7.\nCONTRACT FOR THE PURCHASE AND DELIVERY OF NEW DIAL-A-RIDE\nAND GO! SANTA CLARITA VEHICLES - This item considers awarding a contract\nto Model 1 Bus Sales for the purchase and delivery of new CNG Dial-A-Ride and zeroemission Go! Santa Clarita vehicles.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the “piggyback” purchase of five Compressed Natural Gas cutaway\nvehicles, seven zero-emission vans, tools, training, and spare parts from Model 1 Bus\nSales using the California Association for Coordinated Transportation/Morongo\nBasin Transit Authority joint procurement contract number 20-01 in the amount of\n$2,327,900.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, and modify the awardees in the event of project withdrawal or\nabandonment, subject to City Attorney approval.

8.\n2025 LIGHT UP MAIN STREET EQUIPMENT RENTALS - City Council\nconsideration to award a contract for rental equipment needed to produce the 2025 City\nof Santa Clarita Light Up Main Street event.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to AV Party Rentals for Light Up Main Street equipment rentals in\nthe amount of $12,467 and authorize a contingency of $1,247, for a total contract\namount not to exceed $13,714.\n2. Authorize the City Manager or designee to execute up to four optional, one-year\nrenewals, not to exceed the annual contract amount, inclusive of a contingency of\n$1,247, plus an adjustment consistent with the appropriate Consumer Price Index,\nupon request of the contractor and contingent upon the appropriation of funds by the\nCity Council in the annual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments subject to City Attorney approval.

9.\nUTILIZATION OF STATE GRANT FUNDING FOR THE PRESERVATION OF\n670 +/- ACRES - This item considers the acquisition of 670 +/- acres utilizing grant\nfunds, supporting the City's commitment to preserve open space in an effort to complete\nthe open space greenbelt surrounding the Santa Clarita Valley.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the purchase of 180 +/- acres of real property northwest of the City of Santa\nClarita, LaBelle Property, Assessor’s Parcel Numbers 2865-004-007, 2865-004-018,\n2865-004-022, and 3244-023-011, at a total cost of $1,391,822, which includes\nproperty purchase price, escrow, title, due diligence costs, and payment of annual\nproperty taxes.\n2. Approve the purchase of 145 +/- acres of real property northeast of the City of Santa\nClarita, Vartanian Property, Assessor’s Parcel Numbers 2813-019-011, 2813-019012, 2813-019-013, and 2813-020-014, at a total cost of $1,047,722 which includes\nproperty purchase price, escrow, title, due diligence costs, and payment of annual\nproperty taxes.\n3. Approve the purchase of 49 +/- acres of real property northeast of the City of Santa\nClarita, Chaleff & English Property, Assessor’s Parcel Numbers 2813-016-010, 2813017-001, and 2813-017-004, at a total cost of $264,422, which includes property\npurchase price, escrow, title, due diligence costs, and payment of annual property\ntaxes.\n4. Approve the purchase of 13 +/- acres of real property and an easement in the City of\nSanta Clarita, Forum Engineering Property, portions of Assessor’s Parcel Numbers\n2827-032-001 and 2827-032-002, at a total cost of $2,656,383, which includes\nproperty purchase price, escrow, title, due diligence costs, and maintenance fees.\n5. Appropriate one-time funds in the amount of $5,267,849 from the Miscellaneous\nGrants Fund (Fund 259) to Acquisition Expenditure Account 2597503-520104 for the\nreal property purchase price, escrow, title, and due diligence costs; and appropriate\none-time funds in the amount of $92,500 from the Open Space Preservation District\nFund (Fund 358) to Open Space Expenditure Accounts 3587501-518503 ($52,500)\nand 3587501-511101 ($40,000) for property taxes and maintenance fees.\n6. Appropriate ongoing funds in the amount of $67,500 from Open Space Preservation\nDistrict Fund (Fund 358) to Open Space Expenditure Accounts 3587501-518503\n($52,500) and 3587501-511101 ($15,000) for annual property taxes and ongoing\nmaintenance beginning in Fiscal Year 2026-2027, contingent upon Council approval\nof the annual budget for such fiscal years.\n7. Increase transfers out from Miscellaneous Grants Fund (Fund 259) account 2599500710358 and increase transfers in to Open Space Preservation District Fund (Fund\n358) account 358-600259 in the amount of $1,246,525 to reimburse the Open Space\nPreservation District for its acquisition of the Regan property (41 +/- acres) that\noccurred August 2024 and the Ayres property (242 +/- acres) that occurred January\n2025.\n8. Increase Miscellaneous Grant Revenue Account 259-462101 in the amount of\n$6,514,374 for the California Department of Parks and Recreation Grant.\n9. Find these acquisitions exempt from review under the California Environmental\nQuality Act (CEQA) pursuant to Article 19, Section 15313 (Class 13); Section 15317\n(Class 17); and Section 15325 (Class 25).\n10. Authorize the City Manager or designee, to execute all documents, subject to City\nAttorney approval.
