5.\nFISCAL YEAR 2024-25 ANNUAL COMPREHENSIVE FINANCIAL REPORT\nAND OTHER RELATED REPORTS - The City’s independent audit firm, The Pun\nGroup, LLP, has completed the City's annual audit for fiscal year ending June 30, 2025.\nBased on the audit performed, The Pun Group, LLP, issued an unmodified "clean" audit\nopinion letter, which reflects the best level an organization can receive on its financial\nstatements.\nRECOMMENDED ACTION:\nCity Council approve the Annual Comprehensive Financial Report and other related\nreports for fiscal year ending June 30, 2025.

6.\nANNUAL IMPACT FEE REPORT - The Mitigation Fee Act, as outlined in California\nGovernment Code Sections 66000 et seq., establishes certain legal and procedural\nparameters for the charging of development impact fees. The Mitigation Fee Act requires\nlocal agencies prepare an annual and five-year report that provide specific information\nabout those fees.\nRECOMMENDED ACTION:\nCity Council adopt a resolution accepting and adopting the Annual Impact Fee Report.

7.\nDRAINAGE BENEFIT ASSESSMENT AREA RESOLUTION INITIATING\nPROCEEDINGS, APPROVING AN ENGINEER'S REPORT, AND TAKING\nOTHER ACTIONS IN CONNECTION WITH TRACTS 53074 AND 53074-01\n(SAND CANYON PLAZA) - Pursuant to the conditions of approval for the Sand\nCanyon Plaza project, the property owner shall establish a Drainage Benefit Assessment\nArea to ensure the continued maintenance of any drainage improvements that are not\neligible for transfer to the Los Angeles County Flood Control District.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt resolutions to initiate proceedings to form a Sand Canyon Plaza Drainage\nBenefit Assessment Area 2025-1 to benefit parcels in Tracts 53074 and 53074-01 and\napprove the Engineer's Report.\n2. Set a public hearing for March 10, 2026, as a time and place to hear comments on this\nproposed action and close the time period to receive ballots.

8.\nCITYWIDE ENGINEERING AND TRAFFIC SURVEY STUDY - This item\nconsiders establishing prima facie speed limits for 208 roadway segments included in the\nTraffic and Engineering Survey Study.\nRECOMMENDED ACTION:\nCity Council:\n1.\nAdopt a resolution establishing prima facie speed limits on each roadway segment\nincluded in the Engineering and Traffic Survey Study.\n2.\nDirect the City Clerk to certify the Engineering and Traffic Survey Study, dated\nDecember 2025.\n3.\nDirect staff to install the necessary speed limit signage changes brought about by\nadopting the Engineering and Traffic Survey Study, dated December 2025.\n4.\nRequest the Los Angeles County Sheriff’s Department to continue the radar\nenforcement program on City of Santa Clarita streets and highways covered in the\nEngineering and Traffic Survey Study, dated December 2025, as soon as the\nsignage changes are complete.\n5.\nAuthorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first public participation section allotted to address the City Council on items that\nare NOT on the agenda.
