1.\nLMD ZONE 33 (SAND CANYON PLAZA) ZONE FORMATION - Annexation of\nparcels located in Tract 53074 into the City of Santa Clarita Landscape Maintenance\nDistrict No. 1, Zone 33 (Sand Canyon Plaza) to fund costs associated with the on-going\nlandscape maintenance responsibilities.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing and open and review ballots.\n2. Adopt a resolution approving the Engineer's Report for annexing parcels in Tract\n53074 into the City of Santa Clarita’s Landscape Maintenance District No. 1, Zone 33\n(Sand Canyon Plaza), if no majority protest exists, and order levies beginning Fiscal\nYear 2026-27. If a majority protest exists, no action will be required.

2.\nRESULTS OF THE 2026-27 COMMUNITY NEEDS ASSESSMENT SURVEY\nFOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - A\nneeds assessment process is conducted annually as part of the Community Development\nBlock Grant program.\nRECOMMENDED ACTION:\nCity Council conduct a public hearing and receive information regarding the results of\nthe annual Community Needs Assessment Survey conducted as part of the Community\nDevelopment Block Grant Program for the 2026-27 Program Year.\nNEW BUSINESS

3.\nCITY OF SANTA CLARITA FIVE-YEAR STRATEGIC PLAN - SANTA\nCLARITA PATHWAY FORWARD - Receive, discuss, and approve the City of Santa\nClarita's proposed, new five-year strategic plan, Santa Clarita Pathway Forward.\nRECOMMENDED ACTION:\nCity Council receive, discuss, and approve the City of Santa Clarita’s proposed, new five-\nyear strategic plan, Santa Clarita Pathway Forward.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

6.\nAQUATICS SCOREBOARD REPLACEMENT CONSTRUCTION PROJECT -\nThis item considers awarding a construction contract for the Aquatics Scoreboard\nReplacement project. The project will replace the existing aquatics scoreboard with a modern\nsystem to improve visibility, reliability, and functionality during aquatic programs and\ncompetitive events.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Hart Design Build, Inc., for replacement of aquatics\nscoreboards in the amount of $470,030 and authorize a contingency in the amount\nof $47,003, for a total contract amount not to exceed $517,033.\n2. Increase General Fund Capital Projects Fund revenues in the amount of $258,517 to\nRevenue Account 601-462101and appropriate one-time funds in the amount of\n$217,033 to Expenditure Account M3042601-516101.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.PUBLIC PARTICIPATION\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the public participation section allotted to address the City Council on items that are\nNOT on the agenda.
