1.\nSANTA CLARITA LANDSCAPE AND LIGHTING DISTRICT ANNEXATION\nNO. 2025-1 - Conduct SMD Annexation 2025-1 Public Hearing associated with the\nannexing of specific parcels throughout the City into Santa Clarita Streetlight\nMaintenance District, Zone B.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing, open, and tabulate ballots.\n2. Adopt resolutions approving the Engineer’s Report for the annexation of specific\nparcels throughout the City of Santa Clarita into the Santa Clarita Streetlight\nMaintenance District, Zone B, and declaring the results of the majority protest\nproceedings; and, if no majority protest exists, order the levies beginning Fiscal Year\n2026-27. If a majority protest exists, no further action will be required.

2.\nAPPEAL OF THE LYONS SELF STORAGE PROJECT (MASTER CASE 25-039)\n- Appeal of the Planning Commission's decision to uphold the Director of Community\nDevelopment’s Denial of the Lyons Center Self Storage Facility Project proposed at\n24860 Orchard Village Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing;\n2. Determine that California Environmental Quality Act Guidelines Section 15270\nprovides that environmental review is not required when disapproving of a project;\nand\n3. Adopt a resolution, denying Appeal 25-003 and affirming the Planning Commission’s\ndenial of a request by Lyons Center, LLC, to amend the Lyons Corridor Plan and to\nconstruct and operate a new self-storage facility at 24860 Orchard Village Road\n(Master Case 25-039).\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

5.\nCONTRACT FOR THE CITY'S PUBLIC OPINION POLL - This item considers the\naward of a contract for the City's Public Opinion Poll.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a one-year contract to True North Research, Inc., for the Public Opinion Poll\nin the amount of $34,964.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options, not to exceed the annual contract amount plus an adjustment in\ncompensation consistent with the appropriate Consumer Price Index, and contingent\nupon the appropriation of funds by the City Council in the annual budget for such\nfiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

6.\nTRANSIT SECURITY CAMERA SYSTEM REPLACEMENT - The City of Santa\nClarita utilizes security cameras at the McBean Regional Transit Center and the Transit\nMaintenance Facility for public safety and protection of City property. This item makes a\nrecommendation that the City Council approve an agreement to replace the obsolete\ncamera systems with modern, hybrid-cloud based cameras.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to AMS.NET, LLC DBA MGT Impact Solutions for the\nreplacement of security cameras at the McBean Regional Transit Center and the\nTransit Maintenance Facility in the amount of $183,516 and authorize a contingency\nin the amount of $18,352, for a total contract amount not to exceed $201,868.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

7.\n2025-26 CONCRETE REHABILITATION PROGRAM, PROJECT M0163 -\nPLANS, SPECIFICATIONS, AND CONSTRUCTION CONTRACT - This item\nconsiders awarding a construction contract for the 2025-26 Concrete Rehabilitation\nProgram. Projects included in the program will improve existing sidewalk and access\nramps.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2025-26 Concrete Rehabilitation\nProgram, Project M0163.\n2. Award a contract to MSH Development Group, Inc., for the 2025-26 Concrete\nRehabilitation Program in the amount of $460,216, and authorize a contingency in the\namount of $46,022, for the total contract amount not to exceed $506,238.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first public participation section allotted to address the City Council on items that\nare NOT on the agenda.
