Approve title changes and specification changes for the following\npositions: Deputy Fire Marshall and Library Information Desk Assistant\n(Hourly).\n3. Approve title changes and specification changes for Building Permit Clerk\nII to Building Permit Technician II and Computer Specialist I, II, III to\nComputer Specialist.\n4. Adopt classification specifications for the following new positions:\nAssistant City Manager, Administrative Battalion Chief, Fire Marshall, Fire\nEquipment Mechanic, Assistant Director of Finance, Finance Analyst,\nRevenue & Budget Manager, Senior Account Clerk, Economic\nDevelopment Director, Economic Development Manager, Building Permit\nTechnician I, Senior Planner, Senior Code Enforcement Inspector,\nElectrician Supervisor, Assistant Director of Public Works, and Water\nQuality & Backflow/Cross Connection Specialist.

Find that Parcel Map No. 082986 together with the provisions for its design\nand improvement, is consistent with the City’s General Plans;\n3. Authorize the City Engineer and the City Clerk to sign the Parcel Map No.\n082986; and\n4. Take such additional, related action that may be desirable.

Public Hearing to Consider the Targeted Zoning Ordinance Updates, Including An\nUpdated Zoning Map, To Ensure that the City’s Zoning Ordinance And Zoning Map Are\nAligned With The City’s 2040 General Plan\nRecommendation: It is recommended that the City Council:\n1. Open the Public Hearing and receive the written and oral staff report and\nany comments from the public regarding the proposed Targeted Zoning\nOrdinance Update, updated Zoning Map and related Environmental\nDocuments, and thereafter, close the Public Hearing; and\n2. Find and determine that the proposed Targeted Zoning Ordinance Update\nproject, including an updated Zoning Map, are consistent with the goals,\npolicies and program of the City’s 2040 General Plan; and\n3. Find and determine that the Targeted Zoning Ordinance Update project,\nincluding an updated Zoning Map, is within the scope and analysis of the\noriginal Program Environmental Impact Report (State Clearinghouse\nNumber: 2021050193) prepared for the 2040 General Plan and Target\nZoning Ordinance Updates. The project does not expand the proposed\nuses, increase intensity, or diverge from original Program EIR conclusions;\ntherefore, no further environmental review is necessary; and\n4. Waive Further Reading and Introduce Ordinance No. 1131 by title, adopting\nseveral targeted Zoning Ordinance updates to ensure consistency\nbetween the City’s Zoning Ordinance and the City’s 2040 General Plan;\nand\n5. Waive Further Reading and Introduce Ordinance No. 1132 by title,\nadopting an updated Zoning Map to ensure consistency between the City’s\nZoning Map and the 2040 General Plan land use map; and\n6.
