1. PROCLAMATION – PROCLAIMING THE WEEK OF OCTOBER 8 – 14, 2023 AS\n“FIRE PREVENTION WEEK” IN THE CITY OF SANTA FE SPRINGS

11. RESIDENTIAL STREETS IMPROVEMENTS SOUTH OF FLORENCE AVENUE\n(TRIANGLE) AND LONGWORTH AVENUE (ORR & DAY ROAD TO HARVEST\nAVENUE) – FINAL PAYMENT\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve the Final Payment to R.J. Noble Company of Orange, California for\n$81,770.50 (Less 5% Retention) for the subject project; and\n2) Take such additional, related, action that may be desirable.

APPROVE AND AUTHORIZE THE DIRECTOR OF COMMUNITY SERVICES TO\nSIGN THREE GRANT AGREEMENTS BETWEEN THE SANTA FE SPRINGS CITY\nLIBRARY AND THE CALIFORNIA STATE LIBRARY\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve and authorize the Director of Community Services to sign the following\ngrant agreements from the State Library:\na. eBooks for All\nb. Zip Books\nc. SFS Grows: Climate Warriors

13. APPROVAL OF THE SANTA FE SPRINGS CITY LIBRARY’S CHILDREN’S\nINTERNET PROTECTION ACT (CIPA) POLICY\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve the Library’s Children’s Internet Protection Act policy.

14. PURCHASE OF TWO-WAY RADIOS FROM COMMLINE, INC.\nRECOMMENDATION: It is recommended that the City Council:\n1) Award the purchase of two-way radios and related equipment to CommLine,\nInc.; and\n2) Authorize the Director of Purchasing Services to issue a Purchase Order in the\namount of $27,767.93 for this purchase.

15. REQUEST FOR OUT-OF-STATE TRAVEL TO ATTEND THE 2023 NEOGOV\nCONFERENCE\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve out-of-state travel for the Human Resources Analyst and Human\nResources Specialist to attend the 2023 NEOGOV Conference in Las Vegas.

16. RESOLUTION NO. 9885 ESTABLISHING THE CITY’S MAXIMUM\nCONTRIBUTION OF MISCELLANEOUS AND SAFETY EMPLOYEES UNDER THE

AUTHORIZE THE PURCHASE OF EQUIPMENT AND SERVICES RELATED TO\n THE RELOCATION OF THE COUNCIL CHAMBERS AUDIO/VISUAL\n WORKSTATION\n\n RECOMMENDATION: It is recommended that the City Council:\n\n 1) Award an order to Western Audio Visual for the purchase of new equipment and\n services to move the audio-visual workstation to the rear of the Council Chambers.\n\n 2) Authorize the Director of Purchasing Services to process a Purchase Order in the\n amount of $42,300.00 to Western Audio Visual.\n\n 3) Appropriate $42,300.00 from General Fund Reserves to the 10129000-542050\n Non-Recurring account.

NORWALK INTERSECTION IMPROVEMENTS\nRECOMMENDATION: It is recommended that the City Council:\n1) Add the project to the City’s CIP Program; and\n2) Appropriate a not-to-exceed amount of $400,000 to the project using Utility Users\nTax funds; and\n3) Take such additional, related, action that may be desirable.

8. APPROVAL OF PARCEL MAP NO. 83729 – 13808 IMPERIAL HIGHWAY\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve Parcel Map No. 83729; and\n2) Find that Parcel Map No. 83729 together with the provisions for its design and\nimprovement, is consistent with the City’s General Plan; and\n3) Authorize the City Engineer and City Clerk to sign Parcel Map No. 83729; and\n4) Take such additional, related action that may be desirable.

RESOLUTION NO. 9884 – DECLARATION OF SURPLUS PROPERTY\nPURSUANT TO AB 1486 – CITY OWNED PROPERTIES WITHIN THE MIXED-USE\nDOWNTOWN (MU-DT) ZONE\nRECOMMENDATION: It is recommended that the City Council:\n1) Find that the declaration of city-owned land is exempt from environmental review\nunder the California Environmental Quality Act (CEQA); and\n2) Adopt Resolution No. 9884, declaring that real properties owned by the city and\nlocated within the Mixed-Use – Downtown (MU-DT) Zone as surplus land and not\nnecessary for public city’s use pursuant to AB 1486 (Surplus Land Act);\n3) Take such additional, related action that may be desirable.
