SECOND READING AND ADOPTION OF ORDINANCE NO. 1136, APPROVING\nZONE TEXT AMENDMENT (“ZTA”) TO AMEND CHAPTER 154 (SUBDIVISIONS)\nFOR AN URBAN LOT SPLIT AND CHAPTER 155 (ZONING) FOR THE CREATION\nOF TWO (2) RESIDENTIAL UNITS PER LOT, OF THE SANTA FE SPRINGS\nMUNICIPAL CODE, ALL PURSUANT TO SENATE BILL 9 AND DETERMINE\nTHAT THE ACTION IS EXEMPT UNDER CEQA (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\n1) Find and determine that Ordinance No. 1136 is exempt from California\nEnvironmental Quality Act pursuant to California Government Code Sections\n65852.21(j) and 66411.7(n), the adoption of an ordinance by a city implementing\nthe provisions of Government Code Sections 66411.7 and 65852.21 to regulate\nSenate Bill 9; and\n2) Waive the second reading and adopt Ordinance No. 1136 by title, adopting a Zone\nText Amendment to ensure that the City’s Zoning Ordinance is aligned with the\nState’s Senate Bill 9 regulations; and\n3) Take such additional, related action that may be desirable.

POLICE SERVICES STAGING FACILITY STORM DAMAGE – EMERGENCY\nREPAIRS UPDATE (PUBLIC WORKS)\nApril 2, 2024: City Council Meeting Page 6 of 7\nRECOMMENDATION: It is recommended that the City Council:\n1) Pursuant to Santa Fe Springs Municipal Code Section 34.23 and California Public\nContract Code Section 22050, by a four-fifths vote authorize continuing the repairs\nwithout competitive bidding; and\n2) Take such additional, related action that may be desirable.

APPROVE ADDING THE JOSLIN STREET DRAINAGE IMPROVEMENT\nPROJECT TO THE CAPITAL IMPROVEMENT PLAN (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve adding the Joslin Street Drainage Improvement project to the Capital\nImprovement Plan; and\n2) Authorize and appropriation of $2,000,000 from the Los Angeles Region, Safe\nClean Water Program (Measure W) for the Joslin Drainage Improvement\nProject; and\n3) Take such additional, related action that may be desirable.

ASSISTANCE TO FIREFIGHTERS GRANT FUNDS – AWARD OF PURCHASE OF\nFIREFIGHTER SAFETY GEAR (FIRE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Award of purchase to Municipal Emergency Services in the amount of $85,085.01\nfor (15) complete sets of Firefighter Safety Turnout Gear; and\n2) Take such additional, related action that may be desirable.

SECOND READING AND ADOPTION OF ORDINANCE NO. 1135, APPROVING A\nZONE TEXT AMENDMENT TO AMEND SECTIONS 155.620, 155.628, 155.640,\n155.715, 155.865, AND 155.866, AND ADD NEW SECTIONS 155.005 AND\n155.006, TO CHAPTER 155 (ZONING) OF TITLE 15 (LAND USE) OF THE CODE\nOF SANTA FE SPRINGS, AND DETERMINE THAT THE ACTION IS EXEMPT\nUNDER CEQA (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\n1) Find and determine that the Ordinance is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines Section\n15061(b)(3), which indicates that CEQA only applies to projects that have a\n“significant effect on the environment” as defined in Public Resources Code\nSection 21068 and in CEQA Guidelines Section 15382; and\n2) Find and determine that the proposed Zone Text Amendment is consistent with\nthe goals, policies, and program of the City’s General Plan; and\n3) Waive the second reading and adopt Ordinance No. 1135 by title, adopting a\nZone Text Amendment to amend Sections 155.620, 155.628, 155,640, 155.715,\n155.865, and 155.866, and add new Sections 155.005 and 155.006, to Chapter\n155 (Zoning) of Title 15 (Land Use) of the Code of Santa Fe Springs; and\n4) Take such additional, related, action that may be desirable.
