13. 2023 HOUSING ELEMENT ANNUAL PROGRESS REPORT (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\n1) Find that the preparation, review and submission of the 2023 Housing Element\nAnnual Progress Report is not subject to the California Environmental Quality\nAct (CEQA), as the actions are not a project as defined by Section 15378(b)(2)\nof the Public Resources Code; and\n2) Receive and file the 2023 Housing Element Annual Progress Report; and\n3) Authorize staff to submit the 2023 Housing Element Annual Progress Report to\nthe California Department of Housing and Community Development (HCD) and\nto the Governor’s Office of Planning and Research (OPR).

ADOPTION OF LOCAL GUIDELINES FOR IMPLEMENTING THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\n1) Find and determine that the project is Categorically Exempt pursuant to Section\n15308 (Class 8 – Actions by Regulatory Agencies for Protection of the\nEnvironment) of the California Environmental Quality Act (CEQA); and\n2) Adopt Resolution No. 9904 to approve the City of Santa Fe Springs Local\nGuidelines Implementing CEQA; and\n3) Take such additional, related action that may be desirable.

POLICE SERVICES STAGING FACILITY STORM DAMAGE – EMERGENCY\nREPAIRS UPDATE (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Pursuant to Santa Fe Springs Municipal Code Section 34.23 and California\nPublic Contract Code Section 22050, by a four-fifths vote authorize continuing\nthe repairs without competitive bidding; and\n2) Take such additional, related action that may be desirable.\nMay 7, 2024: City Council Meeting Page 7 of 7

REQUEST FOR OUT-OF-STATE TRAVEL FOR FIRE-RESCUE APPARATUS\nCOMMITTEE MEMBERS TO EVALUATE A POTENTIAL APPARATUS\nREPLACEMENT VENDOR (FIRE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve out-of-state travel in the month of May for four Fire-Rescue staff\nmembers to travel to SVI Trucks located in Fort Collins, Colorado; and\n2) Take such additional, related action that may be desirable.

CONSIDERATION OF A NEW GROUND LEASE BETWEEN THE CITY OF SANTA\nFE SPRINGS AND THE UNITED STATES POSTAL SERVICE FOR THE REAL\nPROPERTY LOCATED AT 11760 TELEGRAPH ROAD, SANTA FE SPRINGS,\nCALIFORNIA 90670 (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve the new Ground Lease Agreement between the City of Santa Fe\nSprings (Landlord) and the United States Postal Service (Tenant) for the real\nproperty at 11760 Telegraph Road, Santa Fe Springs, California 90670; and\n2) Authorize the Mayor or designee to execute the New Ground Lease Agreement.\n3) Take such additional, related, action that may be desirable.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered to be routine. Any items a\nCouncilmember wishes to discuss should be designated at this time. All other items may\nbe approved in a single motion.
