SECOND READING AND ADOPTION OF ORDINANCE NO. 1138, APPROVING A\nZONE TEXT AMENDMENT TO AMEND TITLE 15 (LAND USE), CHAPTER 155\n(ZONING) FOR TEMPORARY TRUCK, TRAILER, CHASSIS AND/OR\nCONTAINER STORAGE, OF THE SANTA FE SPRINGS MUNICIPAL CODE, AND\nDETERMINE THAT THE ACTION IS EXEMPT UNDER CEQA (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\nMay 21, 2024: City Council Meeting Page 6 of 8\n1) Find and determine that the Ordinance is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines Section\n15061(b)(3), which indicates that CEQA only applies to projects that have a\n“significant effect on the environment” as defined in Public Resources Code\nSection 21068 and in CEQA Guidelines Section 15382; and\n2) Find and determine that the proposed Zone Text Amendment is consistent with\nthe goals, policies, and program of the City’s General Plan; and\n3) Adopt Ordinance No. 1138 by title, adopting a Zone Text Amendment to add\nSection 155.656.1 (Truck, Trailer, Chassis or Container Storage, Temporary)\nand modify Section 155.003 (Definitions), to Chapter 155 (Zoning) of Title 15\n(Land Use) of the Santa Fe Springs Municipal Code; and\n4) Take such additional, related action that may be desirable.

AMENDMENT TO ATQOR AGREEMENT FOR UKG COMPANY (UKG)\nSOFTWARE IMPLEMENTATION SERVICES (FINANCE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the City Manager to execute the attached amendment to the agreement\nwith AtQor for UKG's workforce management and payroll software implementation\nin an amount that shall not exceed $275,000; and\n2) Appropriate $225,000 from the FY 2023-24 General Fund reserve to project FA\n24002 for the Workforce Management and Payroll Solution implementation.

RESOLUTION NO. 9907 – APPROVING THE ADOPTION OF THE MULTIPLE\nEMPLOYER OTHER POST-EMPLOYMENT BENEFITS (OPEB)/PENSION 115\nTRUST ADMINISTERED BY SHUSTER ADVISORY GROUP, LLC (FINANCE)\nRECOMMENDATION: It is recommended that the City Council:\nMay 21, 2024: City Council Meeting Page 7 of 8\n1) Adopt Resolution No. 9907 approving the adoption of the multiple employer\nOther Post-Employment Benefits (OPEB) and Pension 115 Trust administered\nby Shuster Advisory Group; and\n2) Authorize the City Manager to discontinue the City’s current participation in the\nCalifornia Employers’ Retiree Benefit Trust (CERBT) and the California\nEmployers’ Pension Prefunding Trust (CEPPT) administered by California Public\nEmployee’s Retirement System (CalPERS).

CITY CLERK’S OFFICE RENOVATION – FINAL PAYMENT (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve the Final Payment to CTG Construction, Inc., of Wilmington, California\nfor $165,200 (Less 5% Retention) for the subject project; and\n2) Approve the final contract amount with CTG Construction in the amount of\n$289,700, including the aggregate change order amount of $64,700; and\n3) Appropriate additional funds in the amount of $20,000 from the Utility Users Tax\nCapital Improvement Fund to the City Clerk’s Office Improvements (PW220020);\nand\n4) Take such additional, related action that may be desirable.
