19. RESOLUTION NO. 9913 – ADOPTION OF ANNUAL APPROPRIATION (GANN)\nLIMIT FOR FISCAL YEAR 2024-25 (FINANCE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution No. 9913 setting the appropriation limit for Fiscal Year 2024-25.

IN-KIND SERVICES AGREEMENT WITH THE SOUTHEAST AREA SOCIAL\nSERVICES FUNDING AUTHORITY (SASSFA) FOR CONGREGATE AND\nHOMEBOUND MEAL PROGRAMS (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\nJune 4, 2024: City Council Meeting Page 8 of 9\n1) Approve and authorize the Director of Community Services to execute the In-\nkind Services Agreement (Agreement) with the Southeast Area Social Services\nFunding Authority (SASSFA) for congregate and homebound meal programs in\nFY 2024-2025; and\n2) Take such additional, related action that may be desirable.

21. POLICE SERVICES STAGING FACILITY STORM DAMAGE – EMERGENCY\nREPAIRS UPDATE (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Pursuant to Santa Fe Springs Municipal Code Section 34.23 and California Public\nContract Code Section 22050, by a four-fifths vote authorize continuing the repairs\nwithout competitive bidding; and\n2) Take such additional, related action that may be desirable.

22. APPROVE AN AGREEMENT FOR CATCH BASIN MAINTENANCE WITH RON’S\nMAINTENANCE, INC. (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve an agreement with Ron's Maintenance, Inc., for catch basin inspection\nand cleaning, for a period of three years with two one-year renewal options for a\nnot-to-exceed annual amount of $109,080.00; and\n2) Authorize the City Manager to execute the agreement; and\n3) Take such additional, related action that may be desirable.

23. RESOLUTION NO. 9914 – ADOPT COMMERCIAL STREET IMPROVEMENT\nSLAUSON AVENUE PROJECT FOR ROAD REPAIR AND ACCOUNTABILITY\nACT OF 2017 FUNDS (FISCAL YEAR 2024/25) (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution No. 9914 approving the Commercial Street Improvement\nSlauson Ave (Sorensen Ave to Santa Fe Springs Rd) Project to be partially funded\nby RMRA, the Road Repair and Accountability Act; and\n2) Take such additional, related action that may be desirable.

RESOLUTION NO. 9912 OF THE CITY COUNCIL OF THE CITY OF SANTA FE\nSPRINGS WAIVING THE REQUIREMENTS OF CHAPTER 117 (OIL & GAS) OF\nTHE SANTA FE SPRINGS CODE OF ORDINANCES FOR ONE UNLOCATED\nABANDONED OIL WELL AT 12300 LAKELAND ROAD, SANTA FE SPRINGS,\nCALIFORNIA, AND RELATED ENVIRONMENTAL RELEASE AND INDEMNITY\nAGREEMENT (COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution No. 9912, waiving the requirement of Chapter 117 (Oil & Gas)\nof the Santa Fe Springs Municipal Code of Ordinance for an unlocated\nabandoned oil well at 12300 Lakeland Road, Santa Fe Springs, California (APN:\n8025-002-026); and\n2) Approve the Environmental Release and Indemnity Agreement between the City\nof Santa Fe Springs and Duke Realty Lakeland Road LP, to indemnify and\nrelease the City of Santa Fe Springs from any and all liability associated with the\noil and gas wells (API 04-037-16095 and API 04-037-16096), located on property\nat 12300 Lakeland Road, Santa Fe Springs, California (APN: 8025-002-026); and\n3) Authorize the Mayor or designee to execute an Indemnity Agreement between\nthe City of Santa Fe Springs and Duke Realty Lakeland Road LP.

ADOPT RESOLUTION NO. 9915 APPROVING AND ADOPTING THE FISCAL\nYEAR 2024-25 OPERATING BUDGET (FINANCE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt the FY 2024-25 Proposed Budget for the City, Water Utility Authority,\nSuccessor Agency, and Housing Successor Agency, as detailed in the proposed\nJune 4, 2024: City Council Meeting Page 4 of 9\nbudget document and adjusted as discussed in this report (this includes all the\nforecasted revenue estimates, expenditure allocations, and related transfers);\n2) Authorize the carryover of unspent appropriations for vehicles/equipment\nexpenditures, which were not received by June 30, 2025.
