NORWALK BOULEVARD – LOS NIETOS ROAD GRADE SEPARATION\nPROJECT – ADOPTION OF RESOLUTION NO. 9928 (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution No. 9928 approving an application for specified grant funds from\nthe U.S. Department of Transportation’s Federal Railroad Administration Railroad\nCrossing Elimination Grant Program for the Norwalk Boulevard – Los Nietos Road\nGrade Separation Project; and\nSeptember 3, 2024: City Council Meeting Page 6 of 8\n2) Appropriate $330,000 from the Utility Users Tax (UUT) Fund to cover the City’s\nportion of the local match; and\n3) Take such additional, related action that may be desirable.

RESOLUTION NO. 9927 – AUTHORIZING THE CITY MANAGER TO EXECUTE\nAGREEMENTS WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION\nFOR FUNDING OF THE TOWN CENTER TELEGRAPH CORRIDOR SPECIFIC\nPLAN AND COMMITTING NECESSARY LOCAL MATCHING FUNDS TO\nCOMPLETE THE STUDY (COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution 9927; and\n2) Authorize the City Manager to execute agreements with the California\nDepartment of Transportation for funding of the Town Center Telegraph Corridor\nSpecific Plan and committing necessary local matching funds to complete the\nSeptember 3, 2024: City Council Meeting Page 7 of 8\nstudy; and\n3) Approve the recognition of $673,000 in grant funds awarded for the Town Center\nTelegraph Corridor Specific Plan (Project Code: TCTCP) and authorize the\ndeposit of these funds into revenue account 10103199-442000.\n4) Establish a corresponding expense allocation of $673,000 in the Community\nDevelopment – Administration & Current Planning expenditure account (No.\n10103199-542050) to support the execution of the project, including consultant\nprocurement, advisory committee participation, community outreach, and other\nrelated activities.\n5) Take such additional, related action that may be desirable.

PURCHASE OF NEW COMMERCIAL-GRADE MOWER FOR LAKE CENTER\nATHLETIC PARK SPORTS FIELDS (PARKS & RECREATION)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve the purchase of a John Deere 2653B PrecisionCut Mower, an edger, and\nrelated accessories for the newly renovated Lake Center Athletic Park sports\nfields; and\nSeptember 3, 2024: City Council Meeting Page 8 of 8\n2) Approve an appropriation adjustment and authorize a budget transfer from the\nEquipment Acquisition and Replacement Fund (6090) in the amount of\n$79,670.50 to cover the purchase cost of the equipment; and\n3) Authorize the City Manager to execute the purchase agreement with the\nselected vendor; and\n4) Take such additional, related action that may be desirable.

ORDINANCE NO. 1150 - AMENDING SECTIONS 155.091 (USES), 155.093\n(DEVELOPMENT STANDARDS), 155.175.2 (USES) AND 155.175.4\n(DEVELOPMENT STANDARDS) WITHIN TITLE 15 (LAND USE), CHAPTER 155\n(ZONING) OF THE SANTA FE SPRINGS MUNICIPAL CODE, AND DETERMINE\nTHAT THE ACTION IS EXEMPT UNDER CEQA (COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Open the Public Hearing and receive the written and oral staff report and any\ncomments from the public regarding the proposed Ordinance; and\n2) Find and determine that the Ordinance is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section\n15061(b)(3); and\n3) Waive further reading and introduce Ordinance No. 1150 by title, adopting a\nZoning Code Amendment to amend Sections 155.091 (Uses), 155.093\n(Development Standards), 155.175.2 (Uses) and 155.175.4 (Development\nStandards) within Title 15 (Land Use), Chapter 155 (Zoning) of the Santa Fe\nSprings Municipal Code, and determine that the action is exempt under CEQA;\nand\n4) Take such additional, related action that may be desirable.
