12.\nRESOLUTION NO. 9981, EXPRESSING SUPPORT FOR SANTA FE HIGH\nSCHOOL IN RETAINING THE “CHIEFS” MASCOT (PARKS & RECREATION)\nRECOMMENDATION: It is recommended that the City Council:\n1) Adopt Resolution No. 9981, expressing support for Santa Fe High School in\nretaining the “Chiefs” mascot; and\n2) Take such additional, related action that may be desirable.

13.\nGATEWAY CITIES REGIONAL FIBER NETWORK PROJECT: RIGHT-OF-WAY\nUSE AGREEMENT WITH THE GATEWAY CITIES COUNCIL OF GOVERNMENTS\n(GCCOG) (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve the Right-of-Way (ROW) Use Agreement between the City and the\nGateway Cities Council of Governments for the installation, maintenance, and\noperation of the Gateway Cities Regional Fiber Optic Network in the City’s rightsof-way; and\n2) Authorize the City Manager or designee to sign and administer the Agreement,\nincluding approving final plans and any other actions in connection with the\nAgreement; and\n3) Take such additional, related, action that may be desirable.

14.\nON-CALL PROFESSIONAL ENGINEERING SERVICES FOR LANDSCAPE\nDESIGN AT ROSECRANS/MARQUARDT AVENUE GRADE SEPARATION\nPROJECT – AWARD OF CONTRACT (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Award Task Order No. 9 to RMA International, Inc. of Huntington Beach, California\nin the amount of $111,470 for the Landscape Design at the Rosecrans/Marquardt\nAvenue Grade Separation Project and authorize the City Manager to execute the\nTask Order No. 9; and\n2) Appropriate $111,470 from the Capital Improvement Reserve Fund to the\nRosecrans/Marquardt Grade Separation Project Account No. PW180109; and\n3) Take such additional related action that may be desirable.

15.\nON-CALL PROFESSIONAL ENGINEERING\nCONTRACTS (PUBLIC WORKS)\nSERVICES AWARD OF\nRECOMMENDATION: It is recommended that the City Council:\n1) Accept the proposals for on-call engineering services; and\n2) Award a contract to each of the seventeen engineering consulting firms listed in\nthe staff report for On-Call Professional Engineering Services for various capital\nimprovement projects; and\n3) Take such additional, related action that may be desirable.

16.\nAUTHORIZATION TO ADVERTISE REQUEST FOR PROPOSAL FOR GRANT\nRESEARCH, WRITING, AND MANAGEMENT SERVICES (CITY MANAGER)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize staff to advertise a Request for Proposal (RFP) for Grant Research,\nWriting, and Management Services; and\n2) Take such additional, related action that may be desirable.

17.\nAPPROVE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF\nSANTA FE SPRINGS AND DAPEER ROSENBLIT & LITVAK, LLP, TO PROVIDE\nLEGAL SERVICES RELATED TO ENFORCEMENT OF THE SANTA FE SPRINGS\nMUNICIPAL CODE, INCLUDING CONSULTATION, PROSECUTION AND\nLITIGATION IN CRIMINAL, CIVIL AND ADMINISTRATIVE MATTERS\n(POLICE SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Approve Professional Services Agreement between the City of Santa Fe Springs\nand Dapeer Rosenblit & Litvak, LLP to provide Legal Services related to\nenforcement of the Santa Fe Springs Municipal Code in an amount not-to-exceed\n$300,000 for a period of three (3) years; and\n2) Take such additional, related, action that may be desirable.

18.\nTHE HO’OILINA FOUNDATION - HERITAGE OF ALOHA FESTIVAL FACILITY\nFEE WAIVER APPLICATION (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the City Manager to approve a Tier II facility fee waiver in the amount\nof $15,525 for the use of Heritage Park by the Ho‘Oilina Foundation, Inc for their\nannual Heritage of Aloha festival scheduled May 16 and 17, 2026, with the\nfoundation responsible for staffing fees of $2,910 and all required permits or\nother departmental fees; and\n2) Take such additional, related, action that may be desirable.

19.\nCALIFORNIA STATE LIBRARY GRANT AWARD FOR THE SANTA FE SPRINGS\nCITY LIBRARY ZIP BOOKS PROJECT (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Accept the California State Library’s Zip Books Grant Award in the amount of\n$2,448 for the Santa Fe Springs City Library; and\n2) Authorize the Director of Community Services to execute the grant agreement;\nand\n3) Approve the deposit of $2,448 in grant funds into the Library & Cultural Services\nAdministration’s State Grants/Subventions revenue account (No. 10105699442000); and\n4) Approve a corresponding increase of $2,448 in the Library & Cultural Services\nAdministration’s Books & Subscriptions expenditure account (No. 10105699522000); and\n5) Take such additional, related, action that may be desirable.

20.\nART IN PUBLIC PLACES FY 2025-26 ART EDUCATION GRANT REVISED\nPROGRAM AWARDS (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the FY 2025-26 award distribution of an additional $4,972.30, for a\ntotal of $71,883.75, as recommended by the Heritage Arts Advisory Committee\n(HAAC), to fund the Art Education Grant Program recipients; and\n2) Authorize the allocation of an additional $1,883.75 to the Public Art & Art\nEducation Program – Contribution/Art Education Grants account (No. 10511001593000) for Fiscal Year 2025-26; and\n3) Take such additional, related, action that may be desirable.

21.\nCITY COMMUNITY GUIDE AND NEWSLETTER GRAPHIC DESIGN SERVICES\nREQUEST FOR PROPOSAL (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the issuance of a Request for Proposals (RFP) for professional\ngraphic design services for the City’s Community Guide and Newsletter; and\n2) Authorize the City Manager to execute a three (3) year agreement, with the\noption to extend for two (2) additional one-year terms, with the selected vendor\nin a form approved by the City Attorney; and\n3) Take such additional, related, action that may be desirable.

22.\nAUTHORIZATION TO PURCHASE\nAPPARATUS AND EQUIPMENT (FIRE)\nDEPARTMENT\nOF\nRECOMMENDATION: It is recommended that the City Council:\nFIRE-RESCUE\n1) Approve the purchase of Fire-Rescue apparatus and associated equipment for\nthe Santa Fe Springs Department of Fire-Rescue; and\n2) Authorize the City Manager, or designee, to execute all documents necessary to\ncomplete the purchase, including purchase agreements, vendor contracts, and\nrelated documentation; and\n3) Take such additional, related, action that may be desirable.

23.\nFIRST READING OF ORDINANCE NO. 1164 – AN ORDINANCE UPDATING THE\n2025 EDITION OF THE CALIFORNIA FIRE CODE AND ADOPTION OF\nRESOLUTION NO. 9981, SETTING FORTH LOCAL CONDITIONS JUSTIFYING\nAMENDMENTS TO THE 2025 EDITION OF THE CALIFORNIA FIRE CODE (FIRE)\nRECOMMENDATION: It is recommended that the City Council:\n1) Introduce by title only and waive further reading of Ordinance No. 1164:\nAN ORDINANCE AMENDING SECTIONS 93.01, 93.03, 93.04 OF CHAPTER 93\n(FIRE PREVENTION AND PROTECTION) OF THE SANTA FE SPRINGS\nMUNICIPAL CODE, TO UPDATE REFERENCES TO, ADOPT, AND ENFORCE\nTHE 2025 EDITION OF THE CALIFORNIA FIRE CODE; and\n2) Adopt Resolution No. 9981; and\n3) Take such additional, related, action that may be desirable.\nAPPOINTMENTS TO BOARDS, COMMITTEES, AND COMMISSIONS\nCOUNCIL COMMENTS/AB1234 COUNCIL CONFERENCE REPORTING\nCouncil member announcements; requests for future agenda items; conference/meetings\nreports.
