2.\nPUBLIC HEARING FOR FIRST READING OF ORDINANCE NO. 1162 AMENDING\nSECTIONS 155.175.2 (USES) AND 155.637 (MINI-WAREHOUSES) WITHIN TITLE\n15 (LAND USE), CHAPTER 155 (ZONING), OF THE SANTA FE SPRINGS\nMUNICIPAL CODE AND DETERMINING THAT THE PROJECT IS EXEMPT FROM\nCEQA (COMMUNITY DEVELOPMENT)\n1) Open the Public Hearing; and\n2) Receive any comments from the public wishing to speak on this matter and\nthereafter close the Public Hearing; and\n3) Find and determine that the proposed Zoning Code Amendment is consistent with\nthe goals, policies, and programs of the City’s General Plan; and\n4) Find and determine that the Ordinance is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines Section\n15061(b)(3); and\n5) Introduce by title only and waive further reading of Ordinance No. 1162: An\nOrdinance of the City of Santa Fe Springs Municipal Code relating to mini-\nwarehouses in the Mixed-Used Transit-Oriented Development (MU-TOD) zone;\nand\n6) Take such additional, related action that may be desirable.

7.\nRESIDENTIAL CONCRETE IMPROVEMENT 2025 – 2026 – AWARD OF\nCONTRACT (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Award a construction contract to C J Concrete Construction, Inc. of Santa Fe\nSprings, California in the amount of $158,150 for the construction of the\nResidential Concrete Improvement 2025-2026 project and authorize the City\nManager to execute the agreement; and\n2) Take such additional, related action that may be desirable.

8.\nLANDSCAPE MAINTENANCE SERVICES – AWARD OF CONTRACT\n(PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Accept the proposal from Merchants Landscape Services, Inc. in response to\nRFB No. 26-1 for Landscape Maintenance Services; and\n2) Award a contract to Merchants Landscape Services, Inc. from Santa Ana,\nCalifornia for Landscape Maintenance Services in the annual amount not to\nexceed $1,329,633; and\n3) Authorize the City Manager to execute the agreement with Merchants Landscape\nServices, Inc., and\n4) Amend the Fiscal Year 2025-26 Adopted Budget with an appropriation of\n$106,211 from the General Fund; and\n5) Take such additional, related, action that may be desirable

9.\nAPPROVAL OF THREE OPERATING AGREEMENTS WITH CLEAR CHANNEL\nOUTDOOR, LLC FOR POSTER BILLBOARD CONVERSION\n(COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1)\nAdopt Resolution No. 9998, approving three (3) Operating Agreements between\nthe City of Santa Fe Springs and Clear Channel Outdoor, LLC, allowing Clear\nChannel Outdoor, LLC to convert five existing static poster billboard faces to\nelectronic poster billboards; and\n2) Take such additional, related action that may be desirable.\nAPPOINTMENTS TO BOARDS, COMMITTEES, AND COMMISSIONS\nCOUNCIL COMMENTS/AB1234 COUNCIL CONFERENCE REPORTING\nCouncil member announcements; requests for future agenda items; conference/meetings\nreports. Members of the City Council will provide a brief report on meetings attended at the\nexpense of the local agency as required by Government Code Section 53232.3(d).
