16.A. Request of Councilmembers Zwick, Torosis, and Davis that the City Council\nallocate a total of $10,000 from its Discretionary Fund to support our city’s\npublic libraries. Specifically, the funds will support programming around the\nPico Branch’s 10th Anniversary Celebration on June 29, which will include\noral history kits for community members and organizations to check out and\nrecord their personal stories, as well as programming and after-hours staff\nsupport for the Main Library’s special Friday preview event to Yallwest, the\nteen book festival at Samohi, and book giveaways, library activities,\nstorytellers, and performers at the Arts & Literacy Festival on April 27.

16.B. Request of Councilmembers Zwick, Torosis, and Davis that the Council\nallocate $20,000 of its discretionary funds to Santa Monica High School Grad\nNite, a 501(c)(3), to support a safe and fun graduation night celebration for all\nSanta Monica High School seniors.

16.C. Request of Mayor Brock and Vice Mayor Negrete that the City Manager, City\nAttorney, and City Clerk develop and return to City Council with\nrecommendations to establish a Youth Commission (or Council) based on\nbest practices. The City currently engages youth at PAL (Youth Leadership\nCouncil), Virginia Avenue Park (Teen Leadership Council), and the Library\n(Teen Leadership Council) and a Youth Commission (or Council) would\nrepresent an opportunity to expand opportunities for youth to be involved in\ncity government. In addition to evaluating a Youth Commission (or Council),\nthe City Manager and City Attorney are also encouraged to explore other\nopportunities such as evaluating the potential to add dedicated seats for\nyouth on existing boards or commissions.

Request of Councilmembers Davis, Torosis and Zwick that the City Council\n allocate up to $8,333 of their discretionary funds to the Public Policy Institute\n at Santa Monica College to support the 2024 Public Policy Symposium - an\n event jointly sponsored by Santa Monica College and Santa Monica Malibu\n Unified School District.

5.A. Approval of Second Amendment to Contract with the County of Los Angeles\nfor Lifeguard Services on Santa Monica State Beach\nRecommended Action\nStaff recommends that City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines.\n2. Authorize the City Manager to negotiate and execute a Second Modification\nto agreement #9045 (CCS) in the amount of $3,962,000 with the County of\nLos Angeles for lifeguard services for the Community Development\nDepartment.
