A. Approval of the Proposed 2025-29 Five-Year Consolidated Plan and the 2025-26 Annual Action Plan\nAllocating Federal Community Development Block Grant (CDBG) and HOME Investment Partnerships\nAct Program (HOME) Funds\nRecommended Action\nStaff recommends that the City Council:\n1. Hold a public hearing to receive input on the Proposed 2025-29 Consolidated Plan and\nthe Proposed 2025-26 Annual Action Plan for Community Development Block Grant\n(CDBG) and Home Investment Partnerships Act (HOME) funds (Attachment A).\n2. Approve the Proposed 2025-29 Consolidated Plan and the Proposed 2025-26 Annual\nAction Plan.\n3. Authorize the City Manager to submit all necessary documents required to receive the\nCity’s annual allocation of CDBG and HOME entitlement funds to the U.S. Department of\nHousing and Urban Development (HUD).\n4. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines.\na. B. Adoption FY 2025-27 Biennial Budget and FY 2025-26 CIP Budget\nRecommended Action\nStaff recommends that the Housing Authority Board:\n1. Adopt a Resolution of the Housing Authority of the City of Santa Monica adopting the first\nyear and approving the second year of the FY 2025-27 Biennial Budget and adopting the\nsecond year of the FY 2024-26 Biennial Capital Improvement Program Budget at\nAttachment B, as amended by Attachment D.\nStaff also recommends that the City Council and Parking Authority:\n2. Adopt a Resolution of the City Council of the City of Santa Monica adopting the first year\nand approving the second year of the FY 2025-27 Biennial Budget and adopting the\nsecond year of the FY 2024-26 Biennial Capital Improvement Program Budget at\nAttachment A, as amended by Attachment D; and\n3. Adopt a Resolution of the Parking Authority of the City of Santa Monica adopting the first\nyear and approving the second year of the FY 2025-27 Biennial Budget and adopting the\nsecond year of the FY 2024-26 Biennial Capital Improvement Program Budget at\nAttachment C, as amended by Attachment D.\nStaff also recommends that the City Council:\n4. Adopt a Resolution of the City of Santa Monica establishing new classifications and\nadopting salary rates for various listed positions (Attachment E) and approve the position\nand classification changes (Attachment F);\n5. Adopt a Resolution of the City Council of the City of Santa Monica revising the City’s\nmaster fee schedule to establish and revise certain permit and user fees and charges\n(Attachment G);\n6. Adopt a Resolution of the City Council of the City of Santa Monica revising the City’s\nmaster fine schedule to establish and revise the administrative citation schedule of fines\nfor certain violations of the Santa Monica Municipal Code (Attachment H);\n7. Adopt a Resolution of the City Council of the City of Santa Monica establishing parking\nrates and permit fees for all City parking facilities and resources (Attachment I);\n8. Adopt a Resolution of the City Council of the City of Santa Monica revising the credit card\nconvenience fees (Attachment J);\n9. Adopt a Resolution of the City of Santa Monica establishing the Gann appropriations limit\nfor FY 2025-26 (Attachment K);\n10. Approval of an Exclusive Negotiating Agreement with Hochsitz to Negotiate Terms of a Potential\nLicense Agreement for Olympics-Related Activations in Lot 4 South and Crescent Bay Park\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of Statutory Exemption pursuant to Section 15272 (Olympics Games) of\nthe California Environmental Quality Act (CEQA) Guidelines; and\n2. Authorize the City Manager to negotiate and execute an Exclusive Negotiating\nAgreement (ENA) with LOIDL LLC dba Hochsitz to explore the development of a\ntemporary Olympic-related activation at Crescent Bay Park and Beach Parking Lot 4\nSouth during the 2028 Summer Olympic Games.\na. B. Approval of Modification of Agreement with PACIFIC HARBOR MEDICAL GROUP INC. for Occupational\nMedical Testing Program Services\nRecommended Action\nStaff recommends that the City Council\n1. Adopt a finding of no significant effect pursuant to Section 15061(b)(3) of the California\nEnvironmental Quality Act (CEQA) Guidelines;\n2. Authorize the City Manager to negotiate and execute a first modification to agreement\n#3940 in the amount of $136,850 with Pacific Harbor Medical Group Inc. for occupational\nmedical testing services for the Human Resources Department.
