Emergency Pier Repairs: Awarding and Authorizing a Professional\nServices Agreement with Anser Advisory Management, LLC, Awarding\nand Authorizing a Public Works Agreement with Jilk Heavy\nConstruction, Inc. for the Seal Beach Pier Emergency Repair, CIP\nEM2023, Based on the State and Local Declarations of Emergency\nRelating to Storms and High Tides - That the City Council adopt Resolution\n7371: 1. Declaring that the Seal Beach Pier Emergency Repair, CIP EM2023,\nis urgently necessary for the preservation of property of the City based on the\nCity Manager’s Declaration of Local Emergency on January 17, 2023, and\nthat contracts for repairs to the Seal Beach Pier are exempt from public\nbidding requirements; and, 2. Authorizing the City Manager to execute a\nprofessional services agreement with Anser Advisory Management, LLC in the\namount of $217,336 to provide professional project management services;\nand, 3. Authorizing the City Manager to execute a public works agreement\nwith Jilk Heavy Construction, Inc., without advertising for bids, in the amount\nof $1,083,624 to perform emergency repair work; and, 4. Authorizing the City\nManager to approve additional work requests up to $200,000, and inspection\nservices up to $100,000, in connection with the Project, in the cumulative not-\nto-exceed amount of $300,000; and, 5. Approving Budget Amendment BA\n#23-08-01 in the amount of $1,600,960.
