A. Amendment to the City Council Rules of Procedures Adding City\nCouncil Norms and City Council and City Manager Commitments - That\nCity Council adopt Resolution 7411 to amend the City Council’s Rules of\nProcedures (Council Policy 100-3) by adding a new Section, City Council\nNorms and City Council and City Manager Commitments, and other minor\n(numerical) changes.

B. Consideration of Mayor Moore’s Request to Establish an Ad Hoc Parking\nCommittee to Review the City’s Parking Management Program and\nEvaluate and Advise on a Proposed Paid Parking Program for the Main\nStreet Area - That the City Council consider the request of Mayor Moore to\nestablish an Ad Hoc Parking Committee and appoint two (2) Council Members\nand two (2) Police Department Staff Liaisons to review the City’s Parking\nManagement Program and advise on a proposed paid parking program for the\nMain Street area.\nCONSENT CALENDAR\nItems on the consent calendar are considered to be routine and are enacted by a single\nmotion with the exception of items removed by Council Members.

D. Demands on City Treasury (Fiscal Year 2023) June 12, 2023 - Ratification.

E. Second Reading and Adoption of Ordinance 1705 - That the City Council\nwaive full reading, read by title only, and adopt Ordinance 1705 titled "An\nOrdinance of the City of Seal Beach City Council Renewing Ordinance 1694\nand Approving the Seal Beach Police Department’s Updated Military\nEquipment Use Policy.”

F. Professional Services Agreement with Transtech Engineers, Inc. - That\nthe City Council adopt Resolution 7412: 1. Approving the Professional\nServices Agreement with Transtech Engineers, Inc. for $420,000 in Building\nDivision staffing services and 65 percent of designated plan check fees for\nbuilding plan check services; and, 2. Authorizing the City Manager to execute\nthe Agreement.

G. Professional Services Agreement with Holistic System Integration\nSolutions for Information Technology Services - That the City Council\nadopt Resolution 7413: 1. Approving the Professional Services Agreement\nwith Holistic System Integration Solutions for $45,760; and, 2. Authorizing the\nCity Manager to execute the Agreement.

H. Approving Submittal of FY 2023-2024 Measure M2 Eligibility Package\nand its Components - That the City Council adopt Resolution 7414: 1.\nConcerning the Status and Update of the Circulation Element, Local Signal\nSynchronization Plan and Mitigation Fee Program for the City of Seal Beach;\nand, 2. Adopt the seven-year Measure M2 Capital Improvement Program\n(CIP) for Fiscal Years 2023-2024 through 2029-2030; and, 3. Direct the City\nManager to file the adopted Resolution, Capital Improvement Program and\nthe Measure M2 eligibility documents with Orange County Transportation\nAuthority (OCTA) in compliance with the requirements of OCTA.

I. Ratifying Expenditures Related to the Facility Lease to Beach House at\nthe River, LLC - That the City Council adopt Resolution 7415: 1. Ratifying\nadditional expenditures made by the City related to the Facility Lease with\nBeach House at the River, LLC in the amount of $59,171.36; and, 2.\nAllocating $30,000 to CIP BG1808 for continued obligations contested under\nFacility Lease with Beach House at the River, LLC; and, 3. Approving Budget\nAmendment #BA 23-12-01 in the amount of $90,000.

J. Awarding and Authorizing Execution of a Professional Services\nAgreement with Raftelis Financial Consultants, Inc. for Water and\nWastewater Financial Planning Services - That the City Council adopt\nResolution 7416: 1. Awarding a Professional Services Agreement to Raftelis\nFinancial Consultants, Inc. in a not-to-exceed amount of $82,415 to provide\nWater and Wastewater Financial Planning Services; and, 2. Authorizing and\ndirecting the City Manager to execute the Agreement; and, 3. Authorizing the\nCity Manager to approve additional work requests up to the total amount of\n$5,000 in connection with the Project.

K. Accepting Grant Funds and Authorizing Execution of an Agreement with\nthe U.S. Department of Transportation Federal Highway Administration\nOffice of Safety for Participation in the Safe Streets and Roads for All\n(SS4A) Grant Funding Program - That the City Council adopt Resolution\n7417 accepting an award of grant funds and authorizing the City Manager to\nexecute an agreement with the U.S. Department of Transportation (USDOT)\nFederal Highway Administration (FHWA) Office of Safety for participation in\nthe Safe Streets and Roads for All (SS4A) Grant Funding Program for the City\nof Seal Beach Safety Action Plan.\nITEMS REMOVED FROM THE CONSENT CALENDAR\nPUBLIC HEARING – None\nUNFINISHED / CONTINUED BUSINESS – None\nNEW BUSINESS

L. Purchase and Installation of a New Voice Over Internet Protocol (VoIP)\nTelephone System for all City Facilities - That the City Council adopt\nResolution 7418: 1. Awarding and authorizing the City Manager to execute\nAgreements for the procurement, installation and implementation of a new\nVoice over Internet Protocol (VoIP) Telephone System for all City facilities in a\nnot-to exceed amount of $71,660.14 for the initial term as follows: a) Awarding\nand authorizing a Professional Service Agreement with ICS Intelesys, Inc.\n(“Intelesys”) for the installation, integration, and implementation of a new\ncitywide telecommunication (“Unified Communications as a Service,” or\n“UCaaS”) system with an initial term of one (1) year in a not-to exceed amount\nof $13,500; and, b) Awarding and authorizing a Telecommunications\nAgreement with GoTo Communications, Inc. (“GoTo”), for the provision of\nequipment, telecommunications services, software, and software as a service\nfor a new citywide telecommunication system with an initial term of one (1)\nyear in a not-to exceed amount of $58,160.14; and, 2. Authorizing the City\nManager to extend services in a not-to exceed amount of $116,883.84 for up\nto four (4), additional one-year extensions, as follows: a) Extending the\nProfessional Services Agreement with Intelesys, Inc. for up to four (4),\nadditional one-year terms at no cost to the City; and, b) Extending the\nTelecommunications Agreement with GoTo for up to four (4), additional one-\nyear terms, for a not-to exceed amount of $29,220.96 per year; and, 3.\nAuthorizing the City of Seal Beach to become a member of The Interlocal\nPurchasing System (TIPS) at no cost to the City and piggyback from a\nCooperative Purchasing Agreement between Region 8 Education Services\nCenter, Pittsburg, Texas and TIPS, (TIPS Contract #221003) to facilitate the\nprovision of monthly VoIP telephone system services at a lower rate only\navailable to TIPS members; and, 4. Authorizing the City Manager to approve\nadditional work requests in connection with the project in a not-to-exceed\namount of $10,000 for unforeseen project costs; and, 5. Authorizing the City\nManager and City Attorney to make minor, non-monetary revisions to the\nGoTo Agreement, as needed; and, 6. Rejecting all other proposals.
