E. Establishment of a Citizen-Council Parking Advisory Ad-Hoc Committee\n- That the City Council adopt Resolution 7427: 1. Establishing a Citizen-\nCouncil Parking Advisory Ad-Hoc Committee, comprised of 1) two (2) Council\nMembers: Mayor Moore and Council Member Kalmick; 2) the City Manager\nor her designee(s); 3) a Main Street business owner appointed by the Seal\nBeach Chamber of Commerce; and 4) one Seal Beach resident selected by\neach Council Member. The nominated residents must be approved by the full\nCity Council at a future meeting; and, 2. Providing that each resident\nCommittee Member should have knowledge, education, and experience with\nparking programs. Those interested must be 18 years of age or older and a\nSeal Beach resident to serve as a Committee Member. The five (5) resident\nCommittee Members may not be City of Seal Beach elected officials or City\nemployees; and, 3. Providing that each Committee Member be required to be\nactively involved in the Committee, by attending meetings, adhering to the\nRalph M. Brown Act; engaging in focused discussions, and reviewing,\nevaluating and analyzing the City’s Parking Management Program; and, 4.\nThe Committee will provide recommendations to the City Council regarding 1)\nparking on Main Street, including paid parking; 2) the structure of the town hall\nmeetings regarding Main Street paid parking; and 3) any other\nrecommendation to improve parking within the City; and, 5. Directing the City\nManager or her designee to provide staff support to the Committee; and, 6.\nDirecting the City Clerk to post the Notice of Vacancy for the Committee and\nmake applications available to interested residents.
