Second Reading and Adoption of Ordinance 1706 - That the City Council\nadopt Ordinance 1706 titled "An Ordinance of the City of Seal Beach\nAmending Section 11.4.05.115 of Chapter 11.4.05 of Part IV of Title 11 of the\nSeal Beach Municipal Code Pertaining to Accessory Dwelling Units and\nFinding the Ordinance to be Exempt from the California Environmental Quality\nAct.”

D. Professional Services Agreement with Lisa Wise Consulting, Inc. for the\nHousing Element Update - That the City Council adopt Resolution 7439: 1.\nApproving a Professional Services Agreement with Lisa Wise Consulting, Inc.,\nto assist with revisions to the City’s 2021-2029 Housing Element and related\nimplementation efforts for $160,600; and, 2. Authorizing and directing the City\nManager to execute the Agreement; and, 3. Approving Budget Amendment\n24-03-02 in the amount of $160,600.

E. Approving the Memorandum of Understanding and Agreement with\nExpedia Inc. and Authorizing the City Manager to Execute the Agreement\n- That the City Council adopt Resolution 7440:1. Approving a Memorandum of\nUnderstanding (MOU) between the City of Seal Beach and Expedia, Inc.;\nand, 2. Authorizing the City Manager to execute the MOU.

F. Approving and Authorizing Amendment No. 2 to the Professional\nMaintenance Services Agreement with ACCO Engineered Systems Inc.\nfor HVAC Maintenance and Repair Services - That the City Council adopt\nResolution 7441: 1. Approving Amendment No. 2 to the Professional\nMaintenance Services Agreement with ACCO Engineered Systems, Inc. dated\nJuly 26, 2021, increasing compensation to $85,598.58 for each additional\nterm extension; and, 2. Authorizing and directing the City Manager to execute\nAmendment No. 2 on behalf of the City.

G. Approving Cooperative Agreement No. C-3-2434 with Orange County\nTransportation Authority for the Countywide Signal Synchronization\nBaseline Project - That the City Council adopt Resolution 7442: 1. Approving\nCooperative Agreement No. C-3-2434 with Orange County Transportation\nAuthority for the Countywide Signal Synchronization Baseline Project; and, 2.\nAuthorizing and directing the City Manager to execute Cooperative Agreement\nNo. C-3-2434.

H. Approval of Animal Licensing Services Contract with PetData Inc. - That\nthe City Council adopt Resolution 7443 approving and authorizing the City\nManager to execute the Agreement with PetData Inc. to provide animal\nlicensing services for the City of Seal Beach for a three-year term.

I. Approval of Emergency Animal Veterinary Services Contract with\nCompassion-First Pet Hospitals - AVIM LP d/b/a Pacific Care Pet\nEmergency and Specialty (Pacific Care Pet Emergency) - That the City\nCouncil adopt Resolution 7444: 1. Approving and awarding a Professional\nServices Agreement to Compassion-First Pet Hospitals - AVIM LP d/b/a\nPacific Care Pet Emergency and Specialty (Pacific Care Pet Emergency) to\nprovide emergency animal veterinary services for the City of Seal Beach for a\none-year term in accordance with the fee schedule set forth in the Agreement\nand in a not-to-exceed amount of $40,000 for the Original Term; and, 2.\nAuthorizing the City Manager to approve additional services up to the\ncumulative not-to-exceed amount of $10,000 in connection with the provision\nof emergency animal veterinary services under the Agreement for the Original\nTerm; and, 3. Authorizing and directing the City Manager to execute the\nAgreement.

J. Surplus Land Act Covenant for 4197 Ironwood Avenue - That the City\nCouncil approve Resolution 7445 directing a covenant be recorded in\ncompliance with the Surplus Land Act on 4197 Ironwood Avenue, Seal Beach,\nCA.
