D. Monthly Investment Report (March 31, 2024) - Receive and file.

E. Report of City Manager and Department Heads Authorized Contracts -\nThat the City Council receive and file the report.

F. Approving Amendment No. 2 to Each of the Professional Services\nAgreements with Mr. C’s Towing and Country City Towing for Towing\nServices - That the City Council adopt Resolution 7509: 1. Approving\nAmendment No. 2 to the Professional Services Agreement with Mr. C’s\nTowing dated April 9, 2018, and to extend the term to April 9, 2027; and, 2.\nAuthorizing and directing the City Manager to Execute Amendment No. 2 on\nbehalf of the City; and, That the City Council adopt Resolution 7510: 1.\nApproving Amendment No. 2 to the Professional Services Agreement with\nCounty City Towing dated April 9, 2018, and to extend the term to April 9,\n2027; and, 2. Authorizing and directing the City Manager to Execute\nAmendment No. 2 on behalf of the City.

G. Approve the Memoranda of Understanding (MOU) Between the City and\nthe Seal Beach Mid-Management and Confidential Employees\nAssociation (MMCEA) and the Seal Beach Supervisors & Professionals\nAssociation (SBSPA) for the Period of July 1, 2022 Through June 30,\n2025 - That the Council adopt Resolution 7511 approving the Memoranda of\nUnderstanding between the City and the Mid-Management and Confidential\nEmployees Association (MMCEA) and the Seal Beach Supervisors and\nProfessionals Association (SBSPA) for the period of July 1, 2022, through\nJune 30, 2025.\nITEMS REMOVED FROM THE CONSENT CALENDAR\nPUBLIC HEARING - None\nUNFINISHED / CONTINUED BUSINESS - None\nNEW BUSINESS

H. Establishment of a Citizen-Council Stormwater Advisory Ad-Hoc\nCommittee - That the City Council adopt Resolution 7512: 1. Establishing a\nCitizen-Council Stormwater Advisory Ad-Hoc Committee, comprised of 1) two\n(2) Council Members nominated and approved by the City Council; 2) the City\nManager or her designee(s); and 3) one (1) Seal Beach resident nominated\nby each Council Member and approved by the City Council. The nominated\nresidents must be approved by the full City Council at a future meeting; and,\n2. Providing that each resident Committee Member should have knowledge,\neducation, or experience with stormwater programs and/or public capital\nimprovement funding. Those interested must be 18 years of age or older and\na Seal Beach resident to serve as a Committee Member. The five (5) resident\nCommittee Members may not be City of Seal Beach elected officials or City\nemployees; and, 3. Providing that meetings are to occur quarterly, with a\ndifferent schedule as deemed necessary by the Committee and subject to the\navailability of staff and consultant resources; and, 4. Providing that the\nCommittee will provide updates and recommendations to the City Council\nregarding 1) stormwater conveyance improvement options; 2) funding options\nfor the improvements; and 3) any other recommendation to improve\nstormwater conveyance within the City; and, 5. Directing the City Manager or\nher designee(s) to provide staff support to the Committee; and, 6. Directing\nthe City Clerk to post the Notice of Vacancy for the Committee and make\napplications available to interested residents.
