C. Application for Grant Funds Under the Environmental Cleanup Program\nTier 1, 2024 Call for Projects - That the City Council adopt Resolution\n7513: 1. Authorizing the City Manager to submit an application for grant funds\nunder the Orange County Transportation Authority (“OCTA”) Environmental\nCleanup Program (“ECP”) Tier 1, 2024 Call for Projects for the Galleon Way at\nElectric Avenue Stormwater Treatment Project, and to accept any grant funds\nawarded for the Project; and, 2. Authorizing the City to fund its share of the\nproject costs and any additional costs over the identified programmed\namount; and, 3. Authorizing the City Manager, or her designee, as agent to\nconduct all negotiations, and to execute and submit all documents on behalf\nof the City of Seal Beach, including, but not limited to applications, forms,\nagreements, and payment requests, which may be necessary to submit and\nsecure the ECP Tier 1, 2024 grant, the City’s obligations related thereto, and\nall amendments thereto for the Project.

Adopting a Resolution Listing the Projects Funded by Senate Bill 1:\nRoad Repair and Accountability Act and Authorizing Submittal of the\nProject List and Application for Road Maintenance Rehabilitation\nAccount Funds to the California Transportation Commission - That the\nCity Council adopt Resolution 7514: 1. Approving the project list for\nimprovements that are to be funded by Senate Bill 1; and, 2. Authorizing the\nCity Manager, or designee, to submit the project list and application for Road\nMaintenance and Rehabilitation Account funds to the California Transportation\nCommission.

E. Approving and Authorizing Amendment No. 1 to the Professional\nServices Agreement with Yunex, LLC for Traffic Signal Maintenance\nServices - That the City Council adopt Resolution 7515: 1. Approving\nAmendment No. 1 to the Professional Services Agreement with Yunex, LLC\ndated March 13, 2019, (a) extending the term of the Agreement to June 30,\n2025; (b) increasing Yunex’s Fiscal Year 2023-24 compensation by $20,000;\nand (c) increasing Yunex’s Fiscal Year 2024-25 compensation by $65,000, for\na revised total not-to-exceed contract amount of $460,000; and, 2. Authorizing\nand directing the City Manager to execute Amendment No. 1 on behalf of the\nCity.

Approve a One-Time, Non-PERSable Payment of $2,000 for All OCEA-\nRepresented Employees to Achieve Parity in Compensation with the\nMMCEA and SBSPA - That the Council adopt Resolution 7516 approving a\none-time, non-PERSable payment of $2,000 for current, represented Orange\nCounty Employee Association (OCEA) employees to achieve parity in\ncompensation with the Mid-Management and Confidential Employees\nAssociation (MMCEA) and the Seal Beach Supervisors and Professionals\nAssociation (SBSPA).

Awarding and Authorizing Execution of a Public Works Agreement with\nTLS Choice, LLC for the Tennis and Pickleball Center Sports Court\nLighting Project, CIP BG2105 - That the City Council adopt Resolution\n7517: 1. Approving and awarding a Public Works Agreement to TLS Choice,\nLLC in the not-to-exceed amount of $201,552.06 for the Tennis and Pickleball\nCenter Sports Court Lighting Project (“Court Lighting Project”), utilizing TLS\nChoice’s Arvin Union School District Bid Number 2022-23-001 cooperative\npurchasing agreement pricing; and, 2.
