B. Calling and Consolidation of Election – November 5, 2024 - That the City\nCouncil adopt: 1. Ordinance 1711 calling and giving notice of holding the\nGeneral Municipal Election on Tuesday, November 5, 2024; and, 2.\nResolution 7526 requesting the Board of Supervisors of the County of Orange\nto consolidate the City’s General Municipal Election with the Statewide\nGeneral Election to be held on Tuesday, November 5, 2024, for the purpose of\nthe election of two Members of the City Council (District 2 and District 4) for\nthe full four-year term of the office; and, 3. Resolution 7527 adopting\nregulations for Candidates’ Statements submitted to the voters; and, 4.\nResolution 7528 providing for the conduct of a Municipal Run-off Election in\nthe event no candidate receives 50% plus 1 votes to be held on Tuesday,\nJanuary 28, 2025.\nCONSENT CALENDAR\nItems on the consent calendar are considered to be routine and are enacted by a single\nmotion with the exception of items removed by Council Members.

E. Approving Submittal of Fiscal Year 2024-25 Measure M2 Eligibility\nPackage and its Components - That the City Council approve the submittal\nof the City’s Fiscal Year 2024–25 Measure M2 Eligibility Package and its\ncomponents, which include the following: 1. A seven-year Measure M2\nCapital Improvement Program (“CIP”) for Fiscal Years (“FY”) 2024-25 through\n2030-31; and, 2. A Maintenance of Effort Certification Form and supporting\ndocumentation for the City of Seal Beach to the Orange County\nTransportation Authority (“OCTA”); and, 3. The OCTA Measure M2 Eligibility\nChecklist and supporting documentation; and, 4. A Pavement Management\nPlan update and supporting certification; and, 5. Direct the City Manager to\nfile the adopted CIP and the Measure M2 eligibility documents with OCTA in\ncompliance with the requirements of OCTA.

Professional Services Agreement with HF&H Consultants, LLC for\nConsulting Services for the Implementation of Senate Bill 1383 (Organic\nWaste) and Related Contracting Assistance with the City’s Waste Hauler\n- That the City Council adopt Resolution 7530: 1. Approving the Professional\nServices Agreement with HF&H Consultants, LLC, to provide consulting\nservices for the implementation of Senate Bill 1383 (organic waste) and\nrelated contracting assistance with the City’s waste hauler; and, 2. Authorizing\nthe City Manager to execute the Agreement for a not-to-exceed amount of\n$115,000. 3. Approving Budget Amendment #BA 24-12-01 in the amount of\n$108,074.
