Awarding and Authorizing Execution of a Public Works Agreement with\nAll American Asphalt for the Arterial Paving Program, Seal Beach\nBoulevard, from Westminster Avenue to North Gate Road, CIP O-ST-3 -\nThat the City Council adopt Resolution 7606: 1. Approving the plans,\nspecifications, and contract documents for the Arterial Paving Program\n(Project), Seal Beach Boulevard from Westminster Avenue to North Gate\nRoad, CIP O-ST-3; and, 2. Approving and awarding a Public Works\nAgreement to All American Asphalt in the amount of $1,289,158, and rejecting\nall other bids; and, 3. Authorizing the Interim City Manager to execute a Public\nWorks Agreement with All American Asphalt for the Project; and, 4.\nAuthorizing the Interim City Manager to approve additional work requests up\nto $220,000 and construction support/testing/inspection services up to\n$60,000, in connection with the Project, in the cumulative not-to-exceed\namount of $280,000.

G. Notice of Completion for the Tennis and Pickleball Center Sports Court\nLighting Project, CIP BG2105 - That the City Council adopt Resolution\n7607: 1. Accepting the Tennis and Pickleball Center Sports Court Lighting\nProject, CIP BG2105, by TLS Choice, LLC in the amount of $201,552.06; and,\n2. Directing the City Clerk to file a “Notice of Completion” with the Orange\nCounty Clerk-Recorder within fifteen (15) days from the date of acceptance\nand to release retention thirty-five (35) days after recordation of the Notice of\nCompletion contingent upon no claims being filed on the Project.

Approving and Authorizing an Amendment to Approve a Retroactive\nAgreement between the City of Seal Beach and Golden Rain Foundation\n(GRF) to Recognize and Support Reimbursement for Emergency\nVaccination Services Provided to Residents Within the Leisure World\nCommunity During The COVID-19 Pandemic by Way of a FEMA Request\nFor Reimbursement - That the City Council adopt Resolution 7608: 1.\nApproving the retroactive agreement between the City of Seal Beach and\nGolden Rain Foundation (GRF) to recognize and support reimbursement for\nemergency vaccination services provided to residents within the Leisure\nWorld community during the COVID-19 pandemic; and, 2. Authorizing the City\nof Seal Beach to act as a supportive intermediary in GRF's application to the\nFederal Emergency Management Agency (FEMA) for reimbursement of\ndocumented vaccination-related expenses; and, 3. Authorizing the Interim City\nManager to execute any necessary supporting documents required by FEMA\nto facilitate reimbursement for GRF’s incurred expenses as specified in the\nagreement.

Approving the service\nagreement with Nichols Consulting; and, 2. Authorizing the Interim City\nManager to execute on behalf of the City all contracts and proposals,\nincluding any necessary extensions or amendments thereafter.
